MEDREG joined the Parliamentary Assembly of the Mediterranean Plenary Session in Budva, Montenegro, alongside over 350 parliamentarians, ministers, and international experts from across the region.

During the session, MEDREG President Veljko Vasiljević stressed the urgent need for stronger Euro-Mediterranean and Gulf cooperation to address today’s energy and climate challenges.

He also presented MEDREG’s vision to expand cooperation with Gulf countries to strengthen regional interconnectivity, resilience, and sustainable energy development.

On the sidelines of the event, the MEDREG Board met with the President of the Parliament of Montenegro, Mr. Andrija Mandić, reaffirming the importance of regional cooperation and ’s active role within the Association.

MEDREG was pleased to contribute to an engaging academic exchange at Università Bocconi last week, where Director Hasan Ozkoc delivered a lecture to students on current developments shaping the energy sector.

The session addressed the implications of the ongoing war involving Iran, including the severe disruption and partial blockage of the Strait of Hormuz and the consequences on Mediterranean and European energy markets. These developments highlight the direct link between geopolitical instability and energy security, with significant impacts on supply flows, prices, and market stability.

Emphasis was placed on the importance of dynamic, coherent, and forward-looking regulatory frameworks. In a rapidly evolving and increasingly uncertain environment, effective energy regulation remains essential to ensure resilience, safeguard markets, and foster regional cooperation.

The lecture also provided an overview of MEDREG’s role and its continued commitment to strengthening collaboration among Mediterranean energy regulators.

MEDREG values these opportunities to engage with students and future professionals, contributing to a deeper understanding of the challenges and strategic priorities shaping the region’s energy future.

🤝 Aligning our objectives for the new MEDREG Grant Contract 2026–2029
In Rome, kindly hosted by ARERA - Autorità di Regolazione per Energia Reti e Ambiente, the MEDREG Presidency Board held today its first meeting of 2026.

President Veljko Vasiljević met the newly appointed Permanent Vice-President, Prof. Livio de Santoli, who reaffirmed strong support for MEDREG’s mission and ARERA’s commitment to advancing its work—particularly in strengthening capacity-building across the region.

The Secretariat presented the Action Plan of Grant Contract IX (2026–2029), the longest ever awarded to MEDREG, which reflects the European Commission’s trust and the key role of energy regulators in the region. It offers a valuable opportunity to expand MEDREG’s scope, reinforce cooperation, and increase the visibility of international interconnections.

Organised by MEDREG as part of its efforts to harmonise across the Mediterranean, a delegation from CREG - Commission de Régulation de l’Electricité et du Gaz conducted a two-day study visit to on 8-9 April, focusing on the implementation of Guarantees of Origin (GO).

As Algeria continues to diversify its energy mix, these certificates play a crucial role in verifying that electricity is produced from renewable sources, ensuring transparency for both consumers and investors.

The working sessions focused on three core technical areas:
🔸Registry Management: Sharing best practices for creating and maintaining robust national GO registries.
🔸Operational Lifecycle: Analysing the end-to-end process of issuing, transferring, and cancelling certificates.
🔸International Synergies: Exploring how national systems can align with international standards to facilitate future energy trade.

The visit fostered a spirit of mutual learning and underscored the growing importance of bilateral cooperation between North African and European regulators.

Last week, MEDREG was invited to participate in Egypt Energy Show - EGYPES 2026 in Cairo, Egypt, where our Gas Expert, Omar Raafat, spoke in a panel focused on developing and financing energy infrastructure. Key highlights from the discussion included the emphasis on how stable regulatory frameworks are the backbone of "investable" projects, the MEDREG’s role in driving and regional in the region, and its role in the T-MED initiative.

On the margins of the event, the MEDREG Secretariat held a productive meeting with the newly appointed Chairman of Egypt ERA, Dr. Ali Mohamed Abdelfattah, who expressed his intention to cooperate to advance the Association’s mission for a transparent and integrated energy market.

The MEDREG Renewables Working Group (RES WG) convened online today for its 39th meeting.
The Secretariat introduced the new MEDREG Grant Contract with the European Commission, along with the deliverables associated with the group’s work.

Discussions focused on the upcoming report, “Tools and Mechanisms to Accelerate Private Investment for RES Integration.” Members reviewed the questionnaire that will serve as the roadmap for drafting the report, structured around four pillars:
🔹 De-risking investment
🔹 Grid stability
🔹 Energy storage revenues
🔹 Renewable integration

Key points included clarifying corporate PPAs, improving transparency on grid capacity, and refining energy-based integration metrics.

Today, the 39th GAS Working Group held its first meeting of the year. The discussions focused on:

🔹 The new MEDREG Grant Contract (2026–2029), introducing initiatives like T-MED to boost green technologies and renewables.
🔹 The group’s work on the next “Periodic Evaluation of Gas Infrastructure and Trade” report, covering market trends, infrastructure, pricing, governance, and transition pathways across the Mediterranean.
🔹 Key challenge for the redaction of the questionnaire to collect data for the report: data availability—from historical data to network losses. The group agreed to streamline data collection, focusing on practical and comparable metrics.

Thanks to the Chairs and the members, the meeting marked a strong start to a year of advancing sustainable and well-functioning gas markets.

The 29th Consumer Working Group (CUS WG) met online today for its first session of 2026. The MEDREG Secretariat presented the new Grant Contract for 2026–2029, outlining key deliverables for the group.

Discussions focused on advancing the report on digitalisation in cybersecurity and consumer protection, including the state of smart grids, smart meter pe*******on, and the impact of decentralisation on energy markets.
The group also reviewed a questionnaire covering smart meter deployment, consumer digital platforms, and regulatory frameworks.

The meeting concluded with agreement on refining the questionnaire, reinforcing cybersecurity reporting, and integrating the role of regulators throughout the report.

A strong example of effective collaboration—looking forward to next steps.

The Institutional Working Group (INS WG) met today to review recent progress and align on priorities for the months ahead.

Key highlights included the finalisation and publication of last year’s report, as well as the launch of the new grant contract for 2026–2029. Discussions also focused on upcoming deliverables such as flagship reports, regulatory reviews for Mediterranean Partner Country members, and continued support for the T-MED initiative.

Looking ahead, the group explored plans for regulatory country reviews, with Egypt and Morocco identified as potential first focus areas. Valuable feedback was shared on proposed review questions, including considerations around conflict of interest policies for board members and the integration of digital licensing submission processes.

The meeting also introduced plans for a workshop in the second half of the year, with women’s empowerment in regulatory agencies emerging as a strong potential theme.

MEDREG Secretariat Director Hasan Ozkoc met today with the newly appointed CREG - Commission de Régulation de l’Electricité et du Gaz President, Mrs. Baya Chekired, to warmly welcome her to the MEDREG Association.

The meeting provided an opportunity for President Chekired to become acquainted with the Secretariat and gain deeper insight into MEDREG’s work. Discussions also focused on the Action Plan for the upcoming years and explored how MEDREG can support its Algerian members in addressing emerging challenges.

Mrs. Chekired reaffirmed CREG’s continuous support for MEDREG and expressed her commitment to further strengthening collaboration with the Association and its members.
