🎙️ Meet our speakers: Vasileios Latinos, ICLEI Europe

We are pleased to welcome Vasileios Latinos, Head of Resilience and Climate Adaptation at ICLEI Europe, to the panel discussion “The New EU Climate Resilience Framework and EUSDR engagement” at the 15th Annual Forum of the Danube Region Strategy (EUSDR) in Sofia. 🇧🇬

Ahead of the panel, Vasileios shared what he’s bringing to the discussion:

💬 “The Danube Region is a powerful testbed for turning Europe’s ambition on climate resilience into action. Climate risks do not stop at administrative borders, and neither should our response. What matters now is connecting European policy and resources with the knowledge, innovation and priorities of cities, regions and communities on the ground. I am particularly looking forward to discussing how the new EU climate resilience framework can strengthen this connection, and especially helping stakeholders move from assessing risks to delivering practical, locally owned and just adaptation solutions.”

Connecting with local action is at the heart of . Our four city-regions are (BG), and Hajdú-Bihar County (HU), and Podravje (SI), and and Nord-Est (RO).

That’s a wrap! 👏

The two-day was the perfect occasion for our team to move the TiCCA4DANU agenda forward:

From 1) the official signing of our very first (LGD) with Maribor (Kudos to Nina Mia Čikeš and team ICLEI Europe – Resilience and Climate Adaptation) and 2) the official launch of our new on the region (Kudos to Juliane Friedrich, Nora Schmidlin and our outstanding research team) to 3) the discussion of innovative CCA measures at the regional level, such as economic instruments (taxation, co-financing, subsidies, etc), coordinated governance or participatory CCA budgeting, and 4) insightful debates on the future of the with the brilliant Philippe Tulkens (European Commission).

At the core of the conference was our First ( ) Workshop with local and regional stakeholders. Superbly moderated by our workshop Dream Team Dr. Oliver Ziegler, Martin Eichler and Miha Škrokov, participates prioritised the most immanent climate risks in the region and identified targeted/feasible CCA measures. Particular focus was on new , , -led initiatives but also measures. Our team facilitated an innovative - -style session to design concrete for our three prioritised measures:

1) on public and private buildings to address ; 🏡
2) Integrated to mitigate ; and 🌅
3) Improved for coordinated measures against . ♒

Excellent Work everybody and special thanks to our local partner Podravje - Maribor and in particular Tanja Senekovic for organising an outstanding event (including a in one of Europe’s oldest w**e cellars! Truly spectacular!) 🚀

The TiCC4DANU journey goes on and we look forward to seeing all partners soon at our upcoming hashtag hashtag and the subsequent EUSDR Annual Forum in early November in hashtag .

🎙️ Meet our panellists for , 3 November

"Climate resilience and water management cannot be addressed at one governance level alone."

That's how Laszlo Balatonyi, PhD, Coordinator of EUSDR Priority Area 5 – Environmental Risks, explains why he is joining our panel at the 15th Danube Region Strategy Annual Forum.

For László, the key is to link river basin cooperation and macro-regional strategies with national responsibilities. Above all, they need to reach the municipalities and local communities where most resilience measures are actually put into practice. This is also the idea behind the PA5 flagship initiative "Enhancing Environmental Safety through Public Awareness and Local Government Involvement in the Danube River Basin".

Meet the minds behind our workshop in Sofia 🇧🇬

Climate change doesn't affect everyone equally, and neither do the measures we take to adapt to it.

How can we develop and implement adaptation strategies in the Danube Region that leave no one behind? 🌊

That's the question Xiran D. and Elliott Woodhouse from the International Institute for Applied Systems Analysis (IIASA) will explore with you at the 15th Danube Region Strategy (EUSDR) Annual Forum.

"Just Resilience" is the EU's way of thinking about what fair adaptation looks like. It means tackling the uneven impacts of climate change and making sure vulnerable groups "benefit fairly from these responses and are not disproportionately burdened". The concept now runs through the EU Green Deal, the EU Adaptation Strategy and the Preparedness Union Strategy, meaning it will shape how adaptation plans are made across the whole .

🤝🏼 What will you take home from the workshop?
This is not a lecture. Elliott and Xiran want to create a space where people working onclimate change adaptation across the Danube region can discuss together what ‘JustResilience’ looks like in your specific context. You will:
📍Exchange practical experience of involving vulnerable and underrepresented groups
📍Reflect on what enables or hinders inclusive participation in different contexts in the Danube region
📍Take home transferable practices and context-specific approaches

🙌🏻 Why you should not miss it!
If you are involved in planning and implementing climate adaptation at national, regional or municipal level, especially if your work involves engaging the public and vulnerable groups, this is a session for you to share your thoughts and experiences and connect with peers.
We aim to identify shared regional specific challenges faced by administrations in implementing just resilience, and focus on peer-to-peer sharing of best practice for overcoming them.

From reaction to prevention 🌊

Our second Open Discovery Workshop in Burgas brought together public authorities, emergency services, civil society and businesses to explore how to move from reacting to climate crises toward anticipating and preventing them.

Over two days, participants worked through a crisis simulation of a fictitious flood, examined how better access to GIS data can strengthen municipal collaboration, and explored the role of parametric insurance and public-private partnerships in building resilience.

One lesson stood out: climate risks don't respect administrative boundaries, and resilience depends on well-coordinated networks.

At , we work every day on questions that have no easy answer, one of them being: how do city administrations build the capabilities to adapt to climate change and make that change stick?

So when our colleagues at GreenDEMO (coordinated by Fraunhofer Institute for Systems and Innovation Research ISI, with UCL Institute for Innovation and Public Purpose (IIPP) launched a capability check exploring almost the same topic: how cities innovate for a green transition and sustain it over time — it spoke directly to the work our community cares about. 🌍
