2. Handed unions 20–25% raises with rich retirement perks, then faced a ~$1B shortfall and had to propose cutting 2,700 city positions. She loaded long-term liabilities onto the city and then gutted operational capacity to compensate.
3. Wildfire catastrophe. Cut the LAFD by $17M, left for Ghana despite wind warnings, came back to a city burning with dry hydrants and understaffed engines. Then fired the fire chief who had publicly warned about the cuts. That sequence — defund, ignore warning, disaster, scapegoat — is the defining image of her tenure.
