أقامت منظمة إشراقات للتنمية، وبالتنسيق مع قسم شؤون المرأة في محافظة المثنى، اجتماعاً متخصصاً ضمن إطار مشروع “مبادرة السلام المستدام: دور المرأة في الوقاية من النزاعات والاستجابة لها”، والمدعوم من هيئة الأمم المتحدة للمرأة في العراق والممول من صندوق المرأة للسلام والعمل الإنساني (WPHF).

وحمل الاجتماع عنوان “إعداد الخطة المحلية للاستجابة للأزمات المهدِّدة للسلم المجتمعي”، حيث ناقش المشاركون آليات إعداد خطط الاستجابة للأزمات، والتفريق بينها وبين التدخلات الطارئة، مع التركيز على أهمية الدور المحوري للمرأة في الاستجابة المبكرة للأزمات.

وشهد الاجتماع طرح أفكار ومقترحات لصياغة استجابات نسوية استباقية، والعمل على تنظيمها ضمن إطار خطة محلية طويلة الأمد تسهم في تعزيز الاستقرار والسلم المجتمعي.
وجرى تنظيم وإدارة الاجتماع بإشراف المهندسة زمن الحمداني، رئيس قسم شؤون المرأة في محافظة المثنى.

The Ishraqat Development Organization, in coordination with the Women's Affairs Department in Muthanna Governorate, held a specialized meeting within the framework of the "Sustainable Peace Initiative: The Role of Women in Conflict Prevention and Response" project, supported by UN Women in Iraq and funded by the Women's Peace and Humanitarian Fund (WPHF).

The meeting, titled "Preparing the Local Response Plan for Crises Threatening Social Peace," saw participants discuss mechanisms for developing crisis response plans, differentiating them from emergency interventions, and emphasizing the crucial role of women in early crisis response.

The meeting also provided an opportunity to present ideas and proposals for formulating proactive feminist responses and integrating them into a long-term local plan that contributes to strengthening stability and social peace.

The meeting was organized and managed under the supervision of Engineer Zaman Al-Hamdani, Head of the Women's Affairs Department in Muthanna Governorate.

اجتماع تشاركي في الديوانية يركز على بناء قدرات المجتمع للاستجابة المبكرة للأزمات

في إطار الجهود الرامية إلى رفع جاهزية المجتمعات المحلية في محافظة الديوانية لمواجهة الأزمات، عملت منظمة إشراقات للتنمية (IDO) على تعزيز آليات الاستجابة الفعالة عبر اجتماع تشاركي جاء ضمن أنشطة مشروع “مبادرة السلام المستدام”.

الاجتماع، الذي أُقيم في 8 آذار 2026 بدعم من هيئة الأمم المتحدة للمرأة في العراق وبتمويل من صندوق المرأة للسلام والعمل الإنساني (WPHF)، ركّز على إعداد تصور عملي لخطة استجابة للأزمات، من خلال تمكين النساء وإشراكهن في عمليات تحليل المخاطر والتخطيط، فضلاً عن دورهن في ترسيخ السلم المجتمعي.

وشهدت الجلسات نقاشات موسّعة بمشاركة وجهاء وشيوخ عشائر وممثلين عن الشرطة المجتمعية، حيث تم التطرق إلى أهمية إنشاء نظام متكامل للمراقبة والتقييم، يعتمد على المراجعة الدورية وتوثيق الدروس المستفادة، بما يسهم في تطوير آليات فاعلة لرصد المخاطر وتعزيز قدرات الإنذار المبكر.

As part of efforts to enhance the preparedness of local communities in Diwaniyah Governorate to face crises, the Ishraqat Development Organization (IDO) worked to strengthen effective response mechanisms through a participatory meeting held within the framework of the “Sustainable Peace Initiative” project.

The meeting, held on March 8, 2026, with support from UN Women in Iraq and funding from the Women’s Peace and Humanitarian Fund (WPHF), focused on developing a practical framework for a crisis response plan. This framework emphasizes empowering women and involving them in risk analysis and planning processes, as well as their role in consolidating social peace.

The sessions included extensive discussions with the participation of tribal leaders, sheikhs, and representatives from community policing. The importance of establishing an integrated monitoring and evaluation system was addressed, one based on periodic review and documentation of lessons learned. This system aims to develop effective mechanisms for risk monitoring and enhance early warning capabilities

عقدت منظمة إشراقات للتنمية، بالتعاون مع قسم شؤون المرأة في محافظة المثنى، اجتماعًا ضمن مشروع “مبادرة السلام المستدام: دور المرأة في الوقاية من النزاعات والاستجابة لها”، وذلك بدعم من هيئة الأمم المتحدة للمرأة في العراق وتمويل صندوق المرأة للسلام والعمل الإنساني (WPHF).
وجرى الاجتماع في 4 آذار/مارس 2026، بهدف إعداد خطة محلية للاستجابة للأزمات التي تهدد السلم المجتمعي، عبر مجموعة من المحاور الأساسية، أبرزها تدريب النساء على مهارات القيادة والحوار المجتمعي، وتعزيز مشاركتهن في عمليات التخطيط المحلي.
كما ركّز الاجتماع على إبراز دور المرأة في الاستجابة المبكرة للأزمات، وصياغة استجابات نسوية استباقية، إلى جانب تجميع المخرجات ضمن إطار خطة محلية طويلة الأمد.
وشهد الاجتماع مشاركة عدد من مسؤولات وحدات وشُعب شؤون المرأة، وممثلين عن الشرطة المجتمعية، إضافة إلى عدد من الشخصيات المعنية، فيما أدارت الجلسة المهندسة زمن الحمداني.

The Ishraqat Organization for Development, in cooperation with the Women’s Affairs Department in Al-Muthanna Governorate, held a meeting as part of the project “Sustainable Peace Initiative: The Role of Women in Conflict Prevention and Response,” with support from UN Women in Iraq and funding from the Women’s Peace and Humanitarian Fund (WPHF).
The meeting took place on March 4, 2026, aiming to develop a local plan to respond to crises that threaten community peace. This was pursued through several key محورs, most notably training women in leadership and community dialogue skills, and strengthening their participation in local planning processes.
The meeting also focused on highlighting the role of women in early crisis response and formulating proactive, women-led responses, in addition to consolidating outcomes within a long-term local action plan framework.
The meeting was attended by a number of officials from Women’s Affairs units and divisions, representatives of the community police, and several concerned stakeholders. The session was moderated by Engineer Zaman Al-Hamdani.

ضمن أنشطة مشروع مبادرة السلام المستدام وبدعم من قبل هيئة الامم المتحدة للمرأة في العراق وبتمويل من صندوق المرأة للسلام والعمل الإنساني (WPHF ) نفذت منظمة اشراقات للتنمية (IDO) اجتماعاً تشاركياً في ذي قار حول صياغة الاستجابات وتحليل المخاطر المرتبطة بالأزمات ضمن هيكل خطة محلية طويلة الأمد.
حضر الاجتماع عدد من الشخصيات التي تمثل وجهاء وشيوخ عشائر والشرطة المجتمعية , وناقش الحاضرين مصادر التوتر التي تهدد السلم المجتمعي، ومشاركة النساء في اللجان المجتمعية الخاصة بالسلم والتعايش المجتمعي وتطوير أدوار المجتمع لرصد التوترات .

وتأتي هذه الأنشطة ضمن سلسلة اجتماعات في ثلاث محافظات مستهدفة لتوحيد اصدار خطة استجابة معنية بالنساء تحاكي تحليل المخاطر المرتبطة بتهديد السلم المجتمعي .

As part of the Sustainable Peace Initiative project, supported by UN Women in Iraq and funded by the Women’s Peace and Humanitarian Fund (WPHF), the Ishraqat Development Organization (IDO) conducted a participatory meeting on formulating responses and analyzing risks associated with crises within the framework of a long-term local plan.

The meeting was attended by a number of prominent figures representing tribal leaders, sheikhs, and community police. Participants discussed sources of tension that threaten social peace, women’s participation in community committees for peace and coexistence, and developing community roles in monitoring tensions.

This activity is part of a series of meetings in three targeted governorates to unify and issue a women-focused response plan that incorporates risk analysis related to threats to social peace

تبادل المشاركون الأفكار المستفادة من خلال سرد سيناريوهات الأزمات المحتملة, وطرح مسألة الأزمة الاقتصادية التي تؤدي الى ارتفاع معدلات البطالة وعدم الاستقرار في المجتمعات. ووضع التدابير الاستباقية قبل تفاقمها مما يضمن الاستقرار.

In the presence of community police officers, academics, and community leaders, the Ishraqat Development Organization (IDO) held a meeting on February 21, 2026, aimed at developing a local plan as part of its efforts to protect social peace.

Participants exchanged ideas by outlining potential crisis scenarios and discussing the economic crisis, which leads to increased unemployment and instability in communities. They also explored proactive measures to prevent the crisis from escalating and thus ensure stability.

The meeting was supported by UN Women in Iraq and funded by the Women’s Peace and Humanitarian Fund (WPHF) as part of the Sustainable Peace Initiative project.

عقدت منظمة إشراقات للتنمية (IDO)، ضمن أنشطة مشروع مبادرة السلام المستدام، وبالتعاون مع هيئة الأمم المتحدة للمرأة في العراق وبدعم وتمويل من صندوق المرأة للسلام والعمل الإنساني (WPHF)، يوم 14 شباط 2026 اجتماعاً تشاركياً في محافظة الديوانية بعنوان "إعداد خطة محلية للاستجابة للأزمات المهدِّدة للسلم المجتمعي"، وذلك بمشاركة عدد من الشخصيات الحكومية ووجهاء المدينة وممثلي الشرطة المجتمعية.
ويأتي هذا الاجتماع في إطار الجهود الرامية إلى تحليل ديناميكيات المجتمع المحلي وتحديد الأزمات المحتملة ومصادر التوتر التي قد تهدد السلم المجتمعي، فضلاً عن ربط تلك التحديات بالمناطق والفئات الأكثر عرضة للتأثر، بما يسهم في وضع استجابات واقعية قائمة على احتياجات المجتمع المحلي.
وشهد اللقاء نقاشات تفاعلية بين المشاركين ركزت على تحديد أبرز التحديات المجتمعية والسيناريوهات المحتملة للأزمات، إلى جانب صياغة استجابات نسوية استباقية تسهم في تعزيز الاستقرار المجتمعي والحد من التوترات، مع التأكيد على أهمية إشراك النساء في عمليات صنع القرار المرتبطة بإدارة الأزمات وبناء السلام.
كما تم الاتفاق على تجميع مخرجات الاجتماع ضمن هيكل متكامل لخطة نسوية محلية طويلة الأمد، تهدف إلى تعزيز قدرة المجتمع على الاستجابة للأزمات بصورة مبكرة وفعّالة، وبما يدعم جهود بناء السلام والاستقرار في محافظة الديوانية.

The Ishraqat Organization for Development (IDO) organized, as part of the activities of the Sustainable Peace Initiative Project, and in cooperation with UN Women Iraq and with support and funding from the Women’s Peace and Humanitarian Fund (WPHF), a participatory meeting on February 14, 2026, titled:
“Developing a Local Plan for Responding to Crises Threatening Community Peace.”
The meeting was attended by a number of government officials, community leaders, and representatives of the community police.
This meeting comes within ongoing efforts to analyze local community dynamics and identify potential crises and sources of tension that may threaten social peace. It also aimed to link these challenges to the most vulnerable areas and groups, contributing to the development of realistic responses based on local community needs.
The meeting featured interactive discussions among participants focusing on identifying the most prominent community challenges and possible crisis scenarios, as well as formulating proactive gender-responsive approaches that contribute to strengthening community stability and reducing tensions. Participants also emphasized the importance of women’s participation in decision-making processes related to crisis management and peacebuilding.
It was agreed that the outcomes of the meeting would be compiled into an integrated framework for a long-term local women-led plan aimed at strengthening the community’s capacity to respond to crises in an early and effective manner, thereby supporting peacebuilding and stability efforts in Diwaniyah Governorate.

في إطار الجهود الرامية إلى تعزيز السلم المجتمعي وتطوير قنوات الحوار بين مختلف فئات المجتمع، نظّمت منظمة إشراقات للتنمية (IDO) اجتماعاً حوارياً في محافظة ذي قار ضمن أنشطة مشروع مبادرة السلام المستدام، وذلك بدعم من هيئة الأمم المتحدة للمرأة في العراق وبتمويل من صندوق المرأة للسلام والعمل الإنساني (WPHF).

وشهد الاجتماع مشاركة ممثلين عن الشرطة المجتمعية إلى جانب عدد من الوجهاء وشيوخ العشائر ونشطاء المجتمع المدني، حيث جرى بحث آليات تطوير الحوارات المجتمعية وتعزيز ثقافة التفاهم المشترك بما يسهم في الحد من النزاعات وتعزيز الاستقرار المجتمعي.

وتضمن اللقاء مناقشة إعداد خطة محلية للاستجابة للأزمات التي قد تهدد السلم المجتمعي، من خلال تحليل الواقع الاجتماعي والأمني في المحافظة، وتحديد أبرز أنماط الهشاشة والتأثر بالأزمات لدى الفئات المختلفة في المجتمع.

كما ركزت النقاشات على اعتماد مقاربة مجتمعية من منظور نسوي تسعى إلى تعزيز دور المرأة في عمليات بناء السلام، والتأكيد على أهمية زيادة إشراك النساء في عمليات صنع القرار، بما يضمن دمج وجهات نظرهن واحتياجاتهن في خطط الاستجابة للأزمات.

وأكد المشاركون أهمية استمرار مثل هذه اللقاءات الحوارية التي تسهم في تعزيز الثقة بين المجتمع والمؤسسات، ودعم المبادرات المحلية الهادفة إلى ترسيخ مفاهيم السلم المجتمعي والتعايش المشترك في محافظة ذي قار.

As part of ongoing efforts to promote social peace and strengthen channels of dialogue among different segments of society, the Ishraqat Organization for Development (IDO) organized a dialogue meeting in Dhi Qar Province as part of the activities of the Sustainable Peace Initiative Project, with support from UN Women in Iraq and funding from the Women’s Peace and Humanitarian Fund (WPHF).
The meeting brought together representatives of the Community Police, along with a number of tribal leaders, community elders, and civil society activists, where participants discussed mechanisms for developing community dialogue and promoting a culture of mutual understanding in ways that help reduce conflicts and strengthen social stability.
The meeting also included discussions on preparing a local crisis response plan for situations that may threaten social peace, through analyzing the social and security realities in the province and identifying the main patterns of vulnerability and crisis impact affecting different groups within society.
Discussions also focused on adopting a community-based feminist approach aimed at strengthening women’s role in peacebuilding processes, and emphasizing the importance of increasing women’s participation in decision-making, ensuring that their perspectives and needs are integrated into crisis response plans.
Participants emphasized the importance of continuing such dialogue meetings, which contribute to strengthening trust between communities and institutions and supporting local initiatives aimed at promoting social peace and coexistence in Dhi Qar Province.
