نحو شراكة فاعلة ومستدامة
جلسة تعزيز التعاون بين الدوائر الحكومية ومنظمات المجتمع المدني

برعاية ديوان محافظة البصـرة / شعبة شؤون المنظمات غير الحكومية، شارك مركز الإبداع العراقي في الجلسة التنسيقية الموسومة «تعزيز آليات التعاون والتنسيق المشترك مع أعضاء ممثلي الدوائر الحكومية في البصـرة»، والتي أُقيمت في قاعة المؤتمرات بديوان محافظة البصـرة يوم 11 آذار 2026، بحضور نخبة من ممثلي الحكومة المحلية ومنظمات المجتمع المدني والدوائر الرسمية في المحافظة.
وشهدت الجلسة حضور النائب الإداري الأستاذ ماهر العامري، ومدير مكتب المحافظ السيد عماد العيداني، وعضو مجلس محافظة البصـرة رئيس لجنة حقوق الإنسان السيدة إيمان المالكي، إضافة إلى عضو مجلس محافظة البصـرة رئيس لجنة المنظمات السيد جعفر الحجاج، ومدير مكتب مفوضية حقوق الإنسان السيد مهدي التميمي، إلى جانب حضور عدد من منظمات المجتمع المدني الفاعلة وممثلي الدوائر الحكومية في محافظة البصـرة.
وتضمنت الجلسة مناقشة آليات تعزيز التعاون المشترك بين المؤسسات الحكومية ومنظمات المجتمع المدني، وسبل تطوير قنوات التواصل والتنسيق بما يسهم في رفع كفاءة تنفيذ الأنشطة والفعاليات المشتركة، فضلاً عن تحديد دور ممثلي الارتباط وآليات متابعة الكتب الرسمية والإجراءات التنظيمية المتعلقة بعمل المنظمات.
كما تناولت محاور الاجتماع أهمية توحيد الإجراءات الإدارية بين الدوائر، واعتماد قنوات اتصال واضحة، وتنظيم الاجتماعات الدورية بما يضمن استمرارية التنسيق والتعاون المؤسسي، إضافة إلى التأكيد على أهمية الشراكة الفاعلة بين القطاع الحكومي ومنظمات المجتمع المدني في خدمة المجتمع المحلي ودعم المبادرات التنموية والإنسانية.
وأكد ممثلو الجهات الحاضرة خلال مداخلاتهم أهمية بناء بيئة عمل قائمة على التعاون والتكامل، بما يعزز من نجاح البرامج المجتمعية ويحقق أهداف التنمية المستدامة في محافظة البصـرة.
وفي ختام الجلسة، عبّر مركز الإبداع العراقي عن شكره وتقديره إلى ديوان محافظة البصـرة وشعبة شؤون المنظمات غير الحكومية على تنظيم هذه المبادرة المهمة، مؤكداً حرصه على تعزيز أواصـر التعاون مع المؤسسات الرسمية ومنظمات المجتمع المدني بما يخدم المجتمع ويعزز العمل المؤسسي المشترك تحت شعار: «التعاون أساس نجاح العمل».

Towards an Effective and Sustainable Partnership
Session to Enhance Cooperation between Government Departments and Civil Society Organizations

Under the auspices of the Basra Governorate Office / NGO Affairs Division, the Iraqi Creativity Center participated in the coordination session entitled “Strengthening Mechanisms of Joint Cooperation and Coordination with Representatives of Government Departments in Basra,” which was held in the conference hall of the Basra Governorate Office on March 11, 2026, in the presence of a select group of representatives from the local government, civil society organizations, and official departments in the governorate.
The session was attended by the Deputy Governor, Mr. Maher Al-Amiri; the Director of the Governor’s Office, Mr. Imad Al-Eidani; the Head of the Human Rights Committee of the Basra Governorate Council, Ms. Iman Al-Maliki; the Head of the Organizations Committee of the Basra Governorate Council, Mr. Jaafar Al-Hajjaj; the Director of the Human Rights Commission Office, Mr. Mahdi Al-Tamimi; and representatives from several active civil society organizations and government departments in Basra Governorate.
The session included discussions on mechanisms to enhance cooperation between government institutions and civil society organizations, and ways to develop communication and coordination channels to improve the efficiency of joint activities and events. It also addressed defining the role of liaison officers and mechanisms for following up on official correspondence and organizational procedures related to the work of these organizations.
The meeting also addressed the importance of standardizing administrative procedures across departments, adopting clear communication channels, and holding regular meetings to ensure continuous institutional coordination and cooperation. Furthermore, it emphasized the importance of effective partnerships between the government sector and civil society organizations in serving the local community and supporting development and humanitarian initiatives.
Representatives of the participating entities stressed the importance of building a collaborative and integrated work environment to enhance the success of community programs and achieve the Sustainable Development Goals in Basra Governorate.
At the conclusion of the session, the Iraqi Creativity Center expressed its gratitude to the Basra Governorate Office and the NGO Affairs Division for organizing this important initiative. The Center affirmed its commitment to strengthening cooperation with official institutions and civil society organizations to serve the community and promote joint institutional work under the motto: "Cooperation is the foundation of successful work."
