في هذا التقرير الذي يتناول واقع الحريات في العراق خلال السنوات الست الأخيرة، تنكشف طبقات معقدة من التضييق الممنهج على كل ما يرتبط بحرية التعبير والعمل المدني والصحافة. أصوات صحافيين ومدافعين عن حقوق الإنسان وخبراء ترسم صورة لبلد يبدو ديمقراطياً في مظهره، لكنه يعيش تحت وطأة ممارسات وسلوكيات تميل إلى القمع والهيمنة، تمارسها قوى متنفذة وبعض مؤسسات السلطة.
