Indian Network on Ethics and Climate Change | Bringing voices of marginalised communities into climate and sustainability conversations.

INECC is an open, flexible and democratic network. The INECC team currently comprises 16 active members. INECC works through its partners who are present across key ecosystems in India: Coastal, Himalayan, Arid, Semi-arid, Forest and Urban ecosystems. Its outreach is 150 organisations and CBOs based in various locations across the country. Laya Resource Center, an NGO based in Visakhapatnam, Andhra Pradesh, functions as the Secretariat for the Network’s operations.

A solar installation needs more than panels and funding.

Climate-resilient agriculture needs more than a project plan.
Ecosystem restoration needs more than a target.

Every climate investment depends on people who can make it work, maintain it and adapt it to local realities.

Green skills are not only about preparing people for future jobs. They are about ensuring that climate solutions can take root and last.

Perhaps the question is not only, “How many green jobs will be created?”

It is also: “Who will have the skills, knowledge and support to shape the transition?”

A community should not have to experience a crisis repeatedly before its climate risk is considered “investment-ready.”

Local knowledge can show where livelihoods are changing, which households are most exposed and why existing responses are falling short. But this knowledge does not always fit the formats used to make financial decisions.

Moving from risk to investment requires more than data. It means connecting climate evidence with lived realities and turning both into action.

Because how we measure risk shapes where finance flows.

A climate solution can be effective, locally grounded and urgently needed, and still struggle to get funded.

Why? Because climate finance is shaped by more than the quality of an idea. Scale, visibility, risk, evidence and access to decision-making all influence what moves forward.

Futures Worth Funding asks us to look beyond how much climate finance is mobilised and consider where it flows, whose ideas it recognises and who gets to shape the future it builds.

When a good climate project doesn't get funded, it's easy to assume the project wasn't strong enough.

But what if the real challenge lies beyond the project itself?

Systems thinking encourages us to look beneath the surface. Instead of focusing only on visible outcomes, it helps us understand the patterns, structures, and assumptions that shape those outcomes.

At INECC, we use systems thinking to better understand climate finance at the sub-national level. Looking beyond individual funding decisions helps reveal what needs to change to make climate finance more accessible, equitable, and responsive to local realities.

What does it really take to build climate ready organisations?

The answer goes beyond funding.

Across communities, organisations are already doing incredible work to respond to climate change. But recognising that work as climate action, telling those stories clearly, and connecting them to bigger climate conversations can make all the difference.

That's why INECC, along with SCINDeA and ASPBAE - Adult Education and Lifelong Learning in the Asia South Pacific, brought together a Climate Readiness Learning Journey for civil society organisations working towards meaningful climate action.
Facilitated by Nandhitha Babuji (Organisational Capacity Building Expert), Rohan Chawla (Climate Finance Expert), and Devika Dinesh (Communications Expert), the learning journey explored climate communication, systems thinking, Theory of Change, ethical AI, and proposal development. More importantly, we reflected on how community knowledge and lived experience can be translated into stronger climate narratives and more impactful programmes.

Because climate readiness starts with recognising the work that's already happening.

$2 Trillion.
That’s the record-breaking amount of climate finance tracked globally in 2024. But if the money is flowing, why are local communities still struggling to access it?

The answer isn't just "more money." It’s a systemic problem.
Our team at INECC has been tracking the recent SB64 sessions in Bonn, and the takeaways are crucial before we head to COP31:
- The Access Gap: 80% of climate finance is still trapped in the world’s largest economies.
- ⁠The Debt Trap: Much of this "finance" comes in the form of loans, adding to the debt burden of those already struggling to adapt to climate change.
- ⁠The Systemic Web: Finance doesn't exist in a vacuum. It’s tied to trade, the speed of the just transition, and how we build climate intelligence.

At INECC, we are done looking at finance in isolation. We are examining how these systems connect finance, adaptation, trade, and resilience with communities at the centre.

We want to move from high-level global pledges to accessible, transparent, and locally-driven action.

Think of climate finance like an ecosystem, not a single pot of money.

To fund a transition that actually works, we need different types of capital to play different roles.

Here is the blueprint for a functioning climate finance system:
- The Spark (Early Stage): Philanthropy and public funds building the foundation.
- The Take-off (Derisking): Blended finance and concessional loans that make new ideas possible.
- The Scale (Growth): Green bonds and VC capital that turn projects into industry standards.
- The Protection (Resilience): Insurance and carbon markets that reward performance and secure communities.
- The Enablers (The Bridge): Technical assistance - the training and support that turns an idea into a bankable project.

At INECC, we believe in the Power of Proximity. Finance is most effective when it’s decentralised, when the people who understand their ecosystem best are the ones designing the solutions and managing the capital.

We aren't just chasing volume; we’re chasing value, equity, and long-term resilience.

Climate change is changing the way we think, plan, and work. But how can organisations make their programmes more climate-responsive?

INECC, along with SCINDeA and ASPBAE - Adult Education and Lifelong Learning in the Asia South Pacific, are bringing together a Hybrid Learning Journey to explore this question with civil society organisations working towards meaningful climate action.

Across 2 Online Learning Labs and a 2-Day Residential Lab, we’ll dive into:
- Understanding climate realities through community experiences
- Exploring changing funding trends and what they mean for civil society
- Designing climate-responsive programmes and proposals
- Strengthening organisational climate readiness

From understanding climate challenges to designing practical responses, this learning journey will create space for reflection, collaboration, and action.
