INECC India Indian Network on Ethics and Climate Change | Bringing voices of marginalised communities into climate and sustainability conversations.

INECC is an open, flexible and democratic network. The INECC team currently comprises 16 active members. INECC works through its partners who are present across key ecosystems in India: Coastal, Himalayan, Arid, Semi-arid, Forest and Urban ecosystems. Its outreach is 150 organisations and CBOs based in various locations across the country. Laya Resource Center, an NGO based in Visakhapatnam, Andhra Pradesh, functions as the Secretariat for the Network’s operations.

Meet the voices behind Cities Reimagined: Climate Finance Where It Matters — live at COP30 in Belém, Brazil.

This session brings together leaders and practitioners who are shaping just, community-led climate action across the Global South where local planning, green skills, and accessible finance are driving change that truly reaches the ground. From ministers and parliamentarians to researchers and policy innovators, each speaker brings a distinct lens to the question of how cities can finance resilience and justice at once.

This year, we are asking a bold question: What if climate finance truly met the people shaping our cities?

From 28 September – 4 October, Bangkok Climate Action Week (BKKCAW) 2025 united changemakers to shape a climate-safe and inclusive future for Southeast Asia under the theme “Living the Impacts, Leading the Change”.

On 30 September, INECC, along with other inspiring partners, co-hosted three workshop sessions, sparking insightful discussions and collaboration toward a more just and sustainable future.

At , the session Financing NDCs and NAPs in South East Asia: Just Transition opened a rich discussion on how to turn national climate commitments into local action.

Moderated by Martin Voss, Executive Director of Germanwatch e.V., the dialogue brought together Raju Pandit Chhetri of Prakriti Resources Centre, Joanna Klabisch of Stiftung Asienhaus, Giovanni Maurice Pradipta of Germanwatch e.V., and Harjeet Singh Satat of Sampada Climate Foundation.

Speakers explored how financing mechanisms for Nationally Determined Contributions and National Adaptation Plans can support a just transition across Southeast Asia. They stressed that without sufficient and equitable means of implementation, localising the Paris Agreement remains out of reach.

Green skills for real jobs. Justice at the centre.

At , INECC co-curated Green Skills for Resilience: Rethinking Capacity for a Just Transition, convening Jirapat Horesaengchai of New Energy Nexus - Philippines, Myron Mendes of INECC India, Victor G Dela Cruz of Barangay Bicos Rizal, and Oscar S Gabriel of People of Asia for Climate Solutions-PACS. Nandhitha Babuji of INECC India moderated.

This hands-on clinic focused on practical routes for youth into climate-aligned work. Speakers shared what is working, where gaps remain, and how to recognise emerging green skill pathways. Participants mapped ways to involve campuses, employers, startups, and communities with clear steps for training, simple certification, financing, and policy support so no one is left behind.

At , INECC co-curated Localising Adaptation and Mitigation: Finance, Power and Practice in the Asia Pacific, convening Edwin Tesaluna of the Philippine Movement for Climate Justice, Albay Gov. Noel E. Rosal, Suchita Shrestha of The Small Earth Nepal, Julia Theresya of Indonesia Research Institute for Decarbonization, and Winston Chow of Singapore Management University. The conversation was moderated by Dr Priyadarshini Karve of Clean Energy Access Network and Giovanni Maurice Pradipta of Germanwatch e.V..

Speakers were clear. Frontline communities know what works. The gap is power and finance reaching them. The call is to shift resources, centre women’s leadership, and strengthen bottom-up participation so climate resilience is real in people’s lives.

INECC and Sustera kicked off the second roundtable on climate finance in Kerala at the YMCA, Thiruvananthapuram.

Local governments, communities, and stakeholders from KILA, NABARD, MILMA, EMC, ANERT, Kerala University, WWF-India, WRI, ASAR, and panchayats joined forces to explore how climate finance can be more accessible, transparent, and impactful.

At INECC, we believe that inclusive climate finance is key to building resilient communities. A series of upcoming dialogues will continue to question, unpack, and reimagine how Kerala can be better prepared for a climate-ready future.

Our second APAN 2025 deep dive session took on the systemic gaps holding back adaptation finance.

Albay Gov. Noel E. Rosal, Provincial Government of Albay, Jeffrey Tong of AIGCC Singapore, Saffanah Rezky Azzahrah Andrian of Indonesian Center for Environmental Law Indonesia, Priyadarshini Karve of Clean Energy Access Network, and Geeta Pandey of Karnali Integrated Rural Development and Research Centre, Nepal joined moderator Myron Mendes of INECC India to unpack why a common understanding of adaptation and adaptation finance still feels out of reach and how that blocks the choice of the right instruments.

We kept justice at the centre of Just Transitions so people who need support most are not left behind by complexity in finance and access.
