✈️ வேலூர் விமான நிலையத் திட்டம்: மறுசீரமைப்பில் இருந்து 2026 வரை — என்ன நடந்தது? என்ன முடிந்தது? பயணிகள் விமான சேவை மட்டும் ஏன் இன்னும் தொடங்கவில்லை?
வேலூர் அப்துல்லாபுரம் விமான நிலையம் கடந்த பல ஆண்டுகளாகப் பேசப்பட்டு வரும் முக்கியமான உள்கட்டமைப்புத் திட்டமாகும். பல ஆண்டுகளாக அறிவிப்புகள், நிதி ஒதுக்கீடுகள், கட்டுமானப் பணிகள் மற்றும் மேம்பாட்டுப் பணிகள் நடைபெற்றுள்ளன.
ஆனால் இன்று வேலூர் மக்கள் கேட்க வேண்டிய கேள்வி:
> “வேலூருக்கு விமான நிலையம் வருமா?” என்பது அல்ல.
விமான நிலையம் ஏற்கனவே உள்ளது.
“விமான நிலைய மேம்பாட்டுப் பணிகள் முடிந்ததாக அறிவிக்கப்பட்ட பின்னரும், வழக்கமான பயணிகள் விமான சேவை எப்போது தொடங்கும்?” என்பதே உண்மையான கேள்வி.
2026 ஆகஸ்ட் 10 வரை கிடைக்கும் அரசு மற்றும் இந்திய விமான நிலைய ஆணையம் (AAI) தொடர்பான தகவல்களின் அடிப்படையில், விமான நிலையத்தின் உள்கட்டமைப்பு கணிசமாக மேம்படுத்தப்பட்டுள்ளது. ஆனால் வழக்கமான திட்டமிட்ட பயணிகள் விமான சேவை இன்னும் தொடங்கவில்லை.
🛫 1. தொடக்கம் — வேலூரில் ஏற்கனவே விமானத் தளம் இருந்தது
வேலூர் விமான நிலையம் அப்துல்லாபுரத்தில் அமைந்துள்ளது. வேலூர் நகர மையத்திலிருந்து சுமார் 11 கி.மீ. தொலைவில் உள்ளது.
இந்த விமானத் தளத்தின் வரலாறு 1934ஆம் ஆண்டுக்குச் செல்கிறது. பின்னர் பயிற்சி விமானங்கள் மற்றும் ஹெலிகாப்டர்கள் உள்ளிட்ட பயன்பாடுகளுக்கு இது பயன்படுத்தப்பட்டது.
2006ஆம் ஆண்டு, செயலற்ற விமான நிலையங்களை மீண்டும் செயல்படுத்தும் இந்திய விமான நிலைய ஆணையத்தின் திட்டத்தில் வேலூர் விமான நிலையமும் சேர்க்கப்பட்டது.
அதன் அடிப்படை நோக்கம்:
ஏற்கனவே உள்ள விமானத் தளம் → உள்கட்டமைப்பு மேம்பாடு → விமானப் பாதுகாப்பு மற்றும் ஒழுங்குமுறை அனுமதிகள் → பயணிகள் விமான சேவை
ஆனால் இந்த செயல்முறை எதிர்பார்த்த வேகத்தில் நடைபெறவில்லை.
📅 2. 2006 — விமான நிலைய மறுசீரமைப்புத் திட்டத்தில் வேலூர்
2006 ஜூலை மாதத்தில், செயலற்ற விமான நிலையங்களை மீண்டும் செயல்படுத்தும் AAI திட்டத்தில் வேலூர் விமான நிலையம் சேர்க்கப்பட்டது.
இதன் மூலம் வேலூர் மற்றும் சுற்றியுள்ள பகுதிகளுக்கு விமானப் போக்குவரத்து வசதி கிடைக்கும் என்ற எதிர்பார்ப்பு ஏற்பட்டது.
ஆனால் உள்கட்டமைப்பு மேம்பாடு, நிர்வாக ஒருங்கிணைப்பு மற்றும் தேவையான அனுமதிகள் உள்ளிட்ட பல காரணங்களால் திட்டம் நீண்ட காலம் தாமதமானது.
🏗️ 3. 2009 — முதல் முக்கிய காலக்கெடு தவறியது
விமான நிலையத்தை மேம்படுத்தி செயல்பாட்டுக்கு கொண்டு வருவதற்கான ஆரம்பத் திட்டங்களில் 2009ஆம் ஆண்டு முக்கிய காலக்கெடாகக் கருதப்பட்டது.
ஆனால் அந்தக் காலக்கெடுவுக்குள் திட்டம் செயல்பாட்டுக்கு வரவில்லை.
இதன் பின்னர் வேலூர் விமான நிலையம் பல ஆண்டுகள் பெரும்பாலும் செயலற்ற நிலையிலேயே இருந்தது.
✈️ 4. 2017 — மீண்டும் வேகம் பெற்ற விமான நிலையத் திட்டம்
2017 நவம்பர் மாதத்தில் வேலூர் விமான நிலையத்தை மீண்டும் செயல்படுத்துவதற்கான திட்டங்கள் குறித்து செய்திகள் வெளியாகின.
விமான நிலையத்தை மேம்படுத்தி விமான சேவையைத் தொடங்கும் முயற்சிகள் மீண்டும் முன்னெடுக்கப்பட்டன.
வேலூரின் முக்கியத்துவத்தைக் கருத்தில் கொண்டால் இந்த விமான நிலையம் பல்வேறு துறைகளுக்கு பயனுள்ளதாக இருக்கும்:
🏥 மருத்துவ சுற்றுலா – CMC வேலூர்
🎓 கல்வி – VIT மற்றும் பிற கல்வி நிறுவனங்கள்
🛕 சுற்றுலா – ஸ்ரீபுரம் மற்றும் வேலூர் கோட்டை

🇮🇳 5. 2018 — UDAN திட்டத்தில் வேலூர் விமான நிலையம்
2018ஆம் ஆண்டு வேலூர் விமான நிலையம் பிராந்திய விமான இணைப்புத் திட்டமான UDAN (RCS) கீழ் கொண்டுவரப்பட்டது.
UDAN திட்டத்தின் நோக்கம், விமான சேவை குறைவாக உள்ள அல்லது விமான சேவை இல்லாத நகரங்களுக்கு விமான இணைப்பை ஏற்படுத்துவதாகும்.
இந்தத் திட்டத்தின் கீழ் வேலூர் விமான நிலையத்தில் பல்வேறு மேம்பாட்டுப் பணிகள் மேற்கொள்ளப்பட்டன.
அவற்றில்:
🛬 ஓடுதளம் (Runway)
🚕 விமானப் பாதை / டாக்ஸிவே (Taxiway)
🛩️ விமானங்கள் நிறுத்தும் தளம் (Apron)
உள்ளிட்ட பணிகள் அடங்கும்.
2018 செப்டம்பர் மாதம் AAI வெளியிட்ட ஒப்பந்தப் பதிவிலும்:
> “Development of Vellore Airport under RCS UDAN-2”
என்று குறிப்பிடப்பட்டுள்ளது.
🏗️ 6. 2019–2020 — கூடுதல் உள்கட்டமைப்புப் பணிகள்
விமான நிலைய மேம்பாடு ஓடுதளம் மற்றும் விமானங்கள் நிறுத்தும் தளம் அமைப்பதுடன் முடிவடையவில்லை.
விமான நிலைய செயல்பாட்டிற்கு தேவையான பாதுகாப்பு மற்றும் பிற வசதிகளும் உருவாக்கப்பட்டன.
அவற்றில் முக்கியமான ஒன்று தீயணைப்பு அமைப்பு.
2020 ஜனவரி 27 அன்று, “Development of Vellore Airport under RCS UDAN II – Provision of Fire Fighting System” என்ற பணிக்கான ஒப்பந்தம் வழங்கப்பட்டது.
இதன் மதிப்பு சுமார் ₹10.16 லட்சம்.
இதன் மூலம் விமான நிலையத்தை பயணிகள் பயன்பாட்டுக்கு கொண்டு வர பல்வேறு கட்டமைப்புகள் அவசியம் என்பதை புரிந்துகொள்ள முடிகிறது.
🛬 7. திட்டமிடப்பட்ட விமானம் எது?
ஆரம்பகட்ட UDAN திட்டத்தில் சிறிய பிராந்திய விமானங்கள் இயக்கப்படுவதாகத் திட்டமிடப்பட்டது.
முக்கியமாக:
✈️ வேலூர் → சென்னை
✈️ வேலூர் → பெங்களூரு
என்ற விமானச் சேவைகள் முன்மொழியப்பட்டன.
Air Taxi நிறுவனமே தேர்வு செய்யப்பட்ட இயக்குநராக குறிப்பிடப்பட்டது.
ஆரம்பத் திட்டத்தில் 9 இருக்கைகள் கொண்ட விமானம் பயன்படுத்தப்படும் என குறிப்பிடப்பட்டது.
📢 8. 2022 — தாமதம் குறித்து அதிகரித்த மக்கள் அதிருப்தி
2022ஆம் ஆண்டுக்குள் விமான நிலையத் திட்டத்தின் தாமதம் குறித்து பொதுமக்கள் மற்றும் பல்வேறு தரப்பினரிடையே கேள்விகள் அதிகரித்தன.

2023 டிசம்பர் 4 அன்று மாநிலங்களவையில் அளிக்கப்பட்ட மத்திய அரசின் பதிலில் மிக முக்கியமான தகவல் வெளியானது.
அதில்:
> “வேலூர் விமான நிலையத்தின் மேம்பாட்டுப் பணிகள் முடிக்கப்பட்டுள்ளன.”
என்று மத்திய அரசு தெரிவித்தது.
மேலும்:
வேலூர் விமான நிலையம் UDAN திட்டத்தின் கீழ் தேர்வு செய்யப்பட்டது.
மேம்பாட்டுப் பணிகள் முடிக்கப்பட்டன.
விமான நிலைய உரிமம் பெறும் நடைமுறை நடைபெற்று வந்தது.
Air Taxi நிறுவனம் தேர்வு செய்யப்பட்டிருந்தது.
சென்னை மற்றும் பெங்களூருவுக்கு விமான இணைப்பு திட்டமிடப்பட்டது.
9 இருக்கைகள் கொண்ட விமானம் பயன்படுத்த திட்டமிடப்பட்டது.
என்று தெரிவிக்கப்பட்டது.
இது திட்டத்தின் இறுதிக்கட்டத்தை நெருங்கியதாகவே பொதுமக்களுக்கு தோன்றியது.
ஆனால் விமான சேவை உடனடியாக தொடங்கவில்லை
✈️ 10. 2023 இறுதி — “விரைவில் விமானம்” என்ற எதிர்பார்ப்பு
2023 டிசம்பர் மாதத்தில் வெளியான தகவல்களின் அடிப்படையில், விமான நிலையத்தின் கட்டுமானப் பணிகள் முடிவடைந்ததாகவும், உரிமம் பெறும் நடைமுறை நடைபெற்று வருவதாகவும் தெரிவிக்கப்பட்டது.
அப்போது விமான நிலையம் தொடர்பாக குறிப்பிடப்பட்ட தகவல்கள்:
சுமார் 51.5 ஏக்கர்
800 மீட்டர் ஓடுதளம்
முக்கிய கட்டுமானப் பணிகள் நிறைவு
9 இருக்கைகள் கொண்ட Air Taxi திட்டம்
வேலூர்–சென்னை சேவை
வேலூர்–பெங்களூரு சேவை
என இருந்தன.
அப்போது பொதுமக்களின் எதிர்பார்ப்பு:
“உரிமம் → விமான நிறுவனம் → விமான சேவை”
என்பதாக இருந்தது.
ஆனால் இந்த இறுதிக்கட்டமும் நீண்ட காலம் எடுத்துக்கொண்டது.
🇮🇳 11. 2024 — நாடாளுமன்றத்தில் மீண்டும் கேள்வி
2024 நவம்பர் 28 அன்று வேலூர் விமான நிலையத்தின் தாமதம் குறித்து மக்களவையில் கேள்வி எழுப்பப்பட்டது.
அதில்:
விமான நிலையப் பணிகளின் நிலை
விரிவாக்கப் பணிகள்
மத்திய அரசின் நடவடிக்கைகள்
விமான நிலையம் எப்போது செயல்படும்?
என கேள்விகள் எழுப்பப்பட்டன.
மத்திய அரசின் பதிலில்:
> வேலூர் விமான நிலையத்தின் UDAN மேம்பாட்டுப் பணிகள் 19 இருக்கைகள் கொண்ட விமானங்களுக்குப் பொருத்தமான Code-2B செயல்பாடுகளுக்காக முடிக்கப்பட்டுள்ளன.
என்று தெரிவிக்கப்பட்டது.
மேலும் Air Taxi நிறுவனம் தேவையான உரிமம் மற்றும் விமான நிலையத் தயார்நிலை முடிந்த பின்னர் 9 இருக்கைகள் கொண்ட விமானத்துடன் UDAN சேவையைத் தொடங்கலாம் என்றும் தெரிவிக்கப்பட்டது.

2025 டிசம்பர் 1 அன்று மாநிலங்களவையில் அளிக்கப்பட்ட மத்திய அரசின் பதிலில் முக்கியமான நிதி விவரம் வெளியானது.
தமிழ்நாட்டில் UDAN திட்டத்தின் கீழ் RCS விமான நிலையங்களின் மேம்பாட்டிற்காக வெளியிடப்பட்ட நிதியில்:
