M Altafdar Rajbagh welcomes the decision of the Hon’ble Supreme Court of India regarding the management of stray dogs. He stated that public safety, especially the safety of children, elderly citizens, and pedestrians, must remain a top priority.
The Supreme Court’s refusal to recall its earlier directions on not releasing stray dogs back into public places after vaccination or sterilisation is a significant step towards ensuring safer streets and localities.
M Altafdar Rajbagh urged the concerned authorities to strictly implement the Court’s directions and establish proper shelters and facilities for stray dogs in a humane and organised manner.

“Development must reach every doorstep, not remain limited to promises.” M Altafdar Rajbagh Srinagar, May 20: Senior trade union leader, socio-political activist, and civic reformer Mohammad Altaf Dar Rajbagh has expressed deep concern and anguish over the deteriorating condition of the Bund stairs/path situated in Kursoo Rajbagh, stretching from Bund up to the residence of Late Abdul Ahad Dar via Altaf Wani and Muneer Ahmed Dar.
Addressing the issue, M Altafdar Rajbagh stated that the pathway, which is used daily by a large number of local residents, has remained neglected for several years despite repeated public appeals and requests for repair and maintenance. He said the damaged stairs, broken edges, and uneven surface have turned the pathway into a serious inconvenience and safety hazard for pedestrians, particularly elderly citizens, women, school-going children, and patients.
He remarked that the continued neglect of such an important public access route reflects the failure to address the basic civic needs of the locality. He questioned why no effective measures have been taken so far to restore and maintain the pathway despite the hardships faced by the residents on a daily basis.
Mohammad Altaf Dar urged the concerned departments and the MLA of Lal Chowk constituency to personally visit and inspect the area and initiate immediate restoration work without any further delay. He emphasized that public safety and essential civic infrastructure cannot be ignored and demanded that the grievances of the residents be addressed on a priority basis.
M Altafdar Rajbagh further stated that every citizen has the right to proper roads, pathways, drainage systems, and other civic amenities. He stressed that development must reach every doorstep and should not remain limited to promises alone. He appealed to the authorities to take swift and concrete action so that the residents are relieved from the daily difficulties caused by the neglected pathway.

To
Hon’ble MLA Amira Kadal Constituency
Mr. Ahsan Pardesi Sahib
Subject: Urgent Public Demand for Immediate Redressal of Long-Pending Civic Issues in Pathan Bagh, Rajbagh, Zero Bridge and Adjacent Areas
Respected Sir,
With due respect and sincere hope, we, the residents of Mohalla Pathan Bagh, Rajbagh, Zero Bridge, and adjoining areas, wish to draw your kind attention towards several serious civic issues that have remained unresolved for years, causing immense hardship and distress to the local population.
Despite repeated concerns, these long-pending problems continue to affect the daily lives, safety, and well-being of residents, and now demand your immediate intervention.
Major Issues Requiring Urgent Attention:
1. Monsoon Drainage Crisis and Backflow of Water:
During the rainy and monsoon season, the drainage system fails badly, resulting in severe backflow of drain water into residential areas, particularly Mohalla Pathan Bagh, Zero Bridge, and nearby localities. This overflow often enters homes, damaging household property, creating unhygienic conditions, and causing tremendous mental and financial distress to residents. Immediate corrective measures are essential to protect families, homes, and public safety.
2. Scarcity of Street Lights:
A major shortage of proper street lighting in Pathan Bagh and Rajbagh continues to create serious inconvenience and security concerns, especially during evening and night hours. Women, children, elderly citizens, and commuters face difficulties due to poorly lit streets, increasing the risk of accidents and insecurity.
3. Blocked and Silt-Filled Drains:
The drains in several parts of the locality are heavily clogged with silt, waste, and blockages, reducing water flow capacity and worsening waterlogging issues. Immediate desilting, cleaning, and maintenance of drains is urgently required.
Our Collective Demand:
In the larger interest of public welfare, safety, and dignity, we respectfully urge your good office and the concerned departments to:
Undertake immediate drainage reforms to prevent monsoon backflow and flooding.
Clean, desilt, and repair all blocked drains on priority.
Install adequate street lights across Pathan Bagh, Rajbagh, and surrounding areas.
Ensure long-term infrastructure planning to safeguard residents from recurring civic problems.
Treat these issues as urgent public welfare matters rather than routine complaints.
Sir, the residents have waited patiently for years, but the continued neglect of these basic civic necessities has deeply affected the community. We believe in your leadership and sincerely hope that under your intervention, these pressing grievances will finally be resolved without further delay.
The people of our locality deserve safety, dignity, and equal civic rights like every other area.
Sincerely,
S.A. Rashid
