JKEJCC Extends Full Solidarity and Support to 72-Hour NHM Employees’ Strike Across J&K.

Srinagar, September 9, 2026:-
The Jammu and Kashmir Employees Joint Consultative Committee (JKEJCC), under the leadership of its President Haji Abdul Qayoom Beigh, has extended its full, unequivocal and wholehearted solidarity and support to the 72-hour strike programme announced by the Jammu & Kashmir National Health Mission Employees Association (JKNHMEA), commencing from today September 9, 2026, across all District Headquarters of the Union Territory.
The entire leadership of JKEJCC has expressed its strong support for the NHM employees, who have decided to observe the 72-hour strike to draw the attention of the Government towards their long-pending and genuine demands concerning job security, salary/pay revision, retirement benefits and social security.
JKEJCC President Haji Abdul Qayoom Beigh said that NHM employees constitute an important and indispensable component of the public healthcare delivery system in Jammu & Kashmir. These employees have been rendering dedicated services in hospitals, health centres and various health programmes for years, and their contribution to the healthcare system cannot be overlooked.
The JKEJCC leadership stated that the concerns raised by NHM employees regarding secure job policy, equitable remuneration, retirement protection and social security are genuine and deserve serious, sympathetic and time-bound consideration by the Government.
The JKEJCC conveys its complete solidarity to the NHM employees and their representative organisation and stands firmly with them in their legitimate struggle for a fair, dignified and sustainable service framework.
The Committee also appreciates the decision of the NHM employees to conduct the programme in a peaceful, disciplined and democratic manner. JKEJCC further urges the Government to initiate immediate and meaningful dialogue with the representatives of NHM employees and take concrete steps towards resolving their long-pending issues through a constructive and mutually acceptable mechanism.
Haji Abdul Qayoom Beigh, President JKEJCC, on behalf of the entire leadership of the Jammu and Kashmir Employees Joint Consultative Committee, reiterated that the Committee will continue to extend its moral, organisational and fraternal support to the NHM workforce in its legitimate pursuit of justice, dignity, job security and social protection.

Food and Supplies Employees Association Kashmir Stands in Solidarity with Chief Organiser Bilal Ahmad Pathan Following the Demise of His Father-in-Law, Late Shabir Ahmad Tambaco.

Srinagar: The Food and Supplies Employees Association Kashmir (FSEAK), headed by President Haji Abdul Qayoom Beigh, has expressed profound grief and sorrow over the demise of Late Shabir Ahmad Tambaco, and conveyed its heartfelt condolences and solidarity with the bereaved family.
Late Shabir Ahmad Tambaco was the father-in-law of Shri Bilal Ahmad Pathan, Chief Organiser, Food and Supplies Employees Association Kashmir and a prominent Trade Union Leader of Jammu & Kashmir. The Association stands firmly with Shri Bilal Ahmad Pathan and the entire bereaved family in this hour of immense grief and sorrow.
A delegation of the Food and Supplies Employees Association Kashmir, led by President Haji Abdul Qayoom Beigh, visited the residence of the deceased to offer condolences, express solidarity with the bereaved family and pray for the departed soul.
The delegation comprised prominent Central Office Bearers, including Convener Muneer Phalgaroo, Senior Vice President Shahnawaz Ahanger, General Secretary Ferooz Najar, Additional General Secretary Maajid Gulzar, Manzoor Ishbari, Haji Fida Mohammad, Mukhtar Wani, Afzal Parimoo, District President Srinagar Syed Parvez Raja, besides several prominent Trade Union Leaders and dedicated members of the Food and Supplies Employees Association Kashmir.

Joint Delegation of J&K Employees Joint Consultative Committee and Food & Supplies Employees Association Kashmir Visits Residence of Late Tasleema Subhan, Expresses Deep Condolences.

Srinagar, July 24:- A joint delegation of the Jammu and Kashmir Employees Joint Consultative Committee (JKEJCC) and the Food and Supplies Employees Association Kashmir (FSEAK), led by its President and senior trade union leader Haji Abdul Qayoom Beigh, today visited the residence of Late Ms. Tasleema Subhan, former President of the Anganwadi Workers and Helpers Association, to offer heartfelt condolences and express solidarity with the bereaved family.
During the visit, the delegation conveyed its profound grief over the untimely demise of Late Tasleema Subhan, describing her as a committed, courageous and dedicated trade union leader who devoted her life to the welfare and empowerment of Anganwadi Workers and Helpers across Jammu and Kashmir. The members recalled her invaluable services to the labour and employees' movement and said that her contribution towards safeguarding the rights and dignity of grassroots workers would always be remembered with respect and gratitude.
Haji Abdul Qayoom Beigh, while interacting with the bereaved family, prayed for eternal peace to the departed soul and for strength, patience and fortitude to the family to bear this irreparable loss. The Jammu & Kashmir Employees Joint Consultative Committee (JKEJCC), under the leadership of its President and senior trade union leader Haji Abdul Qayoom Beigh, has expressed profound grief and sorrow over the sad demise of Ms. Tasleema Subhan, former President of the Anganwadi Workers and Helpers Association.
In a condolence message, Haji Abdul Qayoom Beigh described the late Tasleema Subhan as a courageous, dedicated and committed trade union leader who devoted her life to safeguarding the rights and welfare of Anganwadi Workers and Helpers across Jammu & Kashmir. He said that her unwavering commitment, leadership and tireless struggle for the cause of employees will always be remembered with great respect and admiration.

Ajaz Khan Extends Full Support to Pensioners’ Protest Call on March 25.

Srinagar, March 13:-
Chairman of the Jammu & Kashmir Employees Joint Consultative Committee (JKEJCC), Mr. Ajaz Khan, has expressed complete solidarity with the protest programme and the observance of “Black Day” on March 25, 2026, as called by the All India State Pensioners Federation, and strongly supported by the Jammu & Kashmir Pensioners United Front.
In a statement issued here today, Ajaz Khan said that the JKEJCC, which represents a large number of government employees’ associations across Jammu and Kashmir, stands firmly with the pensioners of the country in their struggle to safeguard their legitimate rights and dignity. He said that pensioners are an integral part of the government workforce and any attempt to undermine their rights will naturally raise serious concern among serving employees as well.
Ajaz Khan said that the recently enacted Validation Act 2025 relating to Central Civil Services (Pension) Rules, which was passed through the Finance Bill, has created widespread apprehension among lakhs of pensioners across the country. The move is being viewed by pensioners’ organisations as detrimental to their long-established pensionary protections and is perceived as a step that could weaken the legal safeguards of pension benefits.
He said that pension is not a charity or favour from the government but a deferred wage earned by employees after decades of dedicated public service. Any policy decision or legislative step that raises doubts about the security of pensionary benefits naturally becomes a matter of serious concern not only for pensioners but also for lakhs of serving employees who will retire in the coming years.
The JKEJCC Chairman further stated that the concerns raised by the All India State Pensioners Federation regarding the implications of the Validation Act and its alleged conflict with judicial directions must be addressed through meaningful dialogue and reconsideration by the Government of India. He said that the demand to revoke the Validation Act 2025 deserves careful attention in order to protect the interests of retired employees and maintain confidence in the pension system.
Ajaz Khan emphasized that pensioners and in-service employees have always remained on the same page, as both belong to the same service fraternity. “Today’s employees are tomorrow’s pensioners, and therefore any issue affecting pensioners directly concerns serving employees as well,” he added.
Expressing solidarity with the leadership of the Jammu & Kashmir Pensioners United Front, Ajaz Khan said that the entire leadership of the Jammu & Kashmir Employees Joint Consultative Committee fully supports the peaceful protest programme and the submission of memorandums to the Hon’ble Prime Minister through District Collectors and Deputy Commissioners on March 25.
He further urged all employee organisations affiliated with JKEJCC to extend moral support to the pensioners’ movement and stand united for the protection of the rights, dignity, and social security of retired employees.
Ajaz Khan also appreciated the long and valuable services rendered by pensioners in building public institutions and strengthening governance in the country. He said their welfare and dignity must always remain a priority for any responsible government.
“The JKEJCC leadership reiterates that it will continue to stand shoulder to shoulder with the Jammu & Kashmir Pensioners United Front and the All India State Pensioners Federation in every democratic and peaceful effort aimed at safeguarding the rights and interests of pensioners,” he added.

Ajaz Khan Appeals for Early Finalisation of Seniority List of MTS Employees.

Srinagar:-

Chairman of the Jammu and Kashmir Employees Joint Consultative Committee (JKEJCC) and President of the Jammu and Kashmir Food and Supplies Employees Association, Ajaz Khan, has made a sincere appeal to the concerned authorities for the early finalisation of the seniority list of Multi-Tasking Staff (MTS) employees appointed through the Jammu and Kashmir Services Selection Recruitment Board (SSRB) in various departments of Jammu and Kashmir from the year 2021 onwards.
In a statement issued today, Ajaz Khan said that these employees have been working with dedication and commitment in their respective departments for the past several years. He said that the finalisation of the seniority list is an important administrative step which will provide clarity regarding service matters and help employees plan their future career progression.
Ajaz Khan humbly appealed to the Worthy Chief Secretary, Shri Atal Dulloo Ji, the Worthy Commissioner Secretary, General Administration Department (GAD), the Worthy Commissioner Secretary, Food Civil Supplies and Consumer Affairs Department J&K, Shri Saurabh Bhagat Ji, and the Worthy Director, Food Civil Supplies and Consumer Affairs Department Kashmir to kindly look into the matter and facilitate the early finalisation of the pending seniority lists of the MTS employees particularly in FCS&CA Department Kashmir.
He expressed hope that the concerned authorities will give sympathetic consideration to this genuine matter so that the employees receive clarity regarding their service records at the earliest.

عزت مآب عمرعبداللہ صاحب: ہم اس بات کو جانتے ہیں کہ حکومت کیلئے یکمشت سبھی عارضی ملازمین کی ملازمتوں کو باقاعدہ یا مستقل بناناکوئی آسان کام نہیں ہے ،کیونکہ اس دیرینہ مسئلے کے قانونی اور مالیاتی پہلو ہیں ،جن کو ہم بخوبی سمجھتے ہیں ،لیکن ہم آپ سے یہ اُمید کرتے ہیں کہ آپ کی حکومت عارضی ملازمین اور دیگر محنت کشوں کے حقوق کی محافظ بن کر ایک مربوط لائحہ عمل کیساتھ آگے آئے گی۔ جناب ، یہاں میں آپ کی یاددہانی کیلئے عرض کرﺅں کہ مختلف سرکاری محکموں میں کام کرنے والے لگ بھگ ساٹھ ہزار سے زیادہ عارضی ملازمین میں سے بیشتر کو آپ کی جماعت نیشنل کانفرنس کی حکومتوں نے 1996-2002اور پھر 2009-2014کے دوران تعینات کیاتھا ، اسلئے یہ آپ اور آپ کے ساتھیوں و رفقاء کی اخلاقی ذمہ داری ہے کہ عارضی ملازمین کواُن کی فرض شناسی اور صبر و ثبا ت کا صلہ دیاجائے ۔
جناب محترم : آپ کی یاددہانی کیلئے عرض ہے کہ اسمبلی انتخابات 2014 سے قبل آپ (وزیراعلیٰ جموں وکشمیر) کی زیر صدارت کابینہ کی آخری میٹنگ میں محکمہ خوراک ،سیول سپلائز و امورصارفین میں تعینات سینکڑوں فیئر پرائس شاپ ڈیلروں کو مستقل ملازمت فراہم کرنے کا فیصلہ لیاگیاتھا ، اور اس حوالے سے ایک گورنمنٹ آرڈر بھی جاری کیاگیاتھا لیکن ان محنت کشوں کا مسئلہ بھی گزشتہ12برسوں سے لٹکا ہوا ہے ۔آپ سے یہ اُمید ہے کہ آپ برسوں سے عوام کی خدمت میں مصروف سینکڑوں’فیئرپرائس شاپ ڈیلروں ‘کو بھی جلد انصاف فراہم کرنے کی پہل کریں گے۔
جناب والا ، میں آپ کو یہ بھی یاددہانی کرانے کی جسارت کرتا ہوں کہ آپ اور آپ کے ساتھیوں کو ووٹ دیکر منتخب کرانے والوں میں عارضی ملازمین اور اُن کے اہل خانہ بھی شامل ہیں ،کیونکہ اُن کو آپ پر بھروسہ ہے کہ آپ ہی اُن کی داد رسی کریں گے ۔آپ کی یاد دہانی کیلئے یہ بھی عرض کرﺅں کہ آپ کے دادا مرحوم شیخ محمد عبداللہ کا قول ہے کہ سرداری عوام کا حق ہے ،اور اسی قول کے ناطے ہم یہ یقین رکھتے ہیں کہ آپ عوام کی سرداری کی پاسداری کو یقینی بنائیں گے ۔
واجب الحترام : جمہوری طرز نظام یاطرز حکومت میں عوام اور سماج کے سبھی طبقوں اور حلقوں کو اُن کے جائز حقوق ملنے کی ضمانت ہے ،اور اپنے مسائل یا جائز مطالبات کیلئے پُرامن انداز میں آواز بلند کرنا بھی جمہوری حق ہے اور اگر ملازمین اس جمہوری حق کا استعمال کرتے ہیں تو ا س میں کوئی خرابی نہیں ہے ۔ میں سمجھتا ہوں کہ جب ارباب حل وعقد سماج کے کسی طبقے کے تئیں عدم توجہی اور عدم دلچسپی کی پالیسی کو اپنائیں تو سماج کے اس طبقے کی جانب سے پُرامن اور جمہوری انداز میں اپنی آواز بلند کرنے میں نہ کوئی قباحت ہے اور نہ یہ کوئی خلاف قانون یا غیر جمہوری طرز عمل ہے ۔ ملازمین کا سڑکوں پر نکل کر اپنے مسائل و مطالبات کو اُجاگر کرنا اُن کا مستند جمہوری حق ہے ،جس پر قدغن لگانا کوئی جمہوری عمل نہیں ہے ۔
عزت مآب عمرعبداللہ صاحب : اب میں آپ کی خدمت میں مستقل ملازمین کو درپیش مسائل اور اُنکے دیرینہ مطالبات گوش گزار کرنے کی جسارت کررہاہوں۔جناب والا، مختلف سرکاری محکموں میں تعینات تقریباً 5 لاکھ ملازمین کو گزشتہ کئی برسوں سے مختلف نوعیت کی ناانصافیوں ،مشکلات ،مسائل اور دشواریوں کا سامنا کرنا پڑرہا ہے ،اور کوئی اُن کی مکمل داد رسی کرنے کو تیار نہیں ،ہم نے زبانی جمع خرچ میں بہت کچھ سنا لیکن زمینی سطح پر حاضر سروس ملازمین یا ریٹائرڈ ملازمین کا کوئی مسئلہ حل نہیں ہوا ہے ،بلکہ نت نئے مسائل اور مشکلات پیدا کردئیے گئے ہیں۔
جناب وزیراعلیٰ : تنخواہوں میں تفاوت ، مرکزی ملازمین کے مقابلے میں کافی کم مراعات ، وقت پر جی ، پی فنڈ کی واگزاری نہ ہونا، ریٹائرڈ ملازمین کا واجبات کے حصول کیلئے مہینوں تک سرگرداں رہنا ، اورٹال مٹول کی پالیسی بڑی ناانصافی ہے جس کی جانب فوری توجہ دینے کی ضرورت ہے ۔جناب محترم حاضر سروس ملازمین کا GP فنڈ ہو یا سبکدوش ہونے والے ملازمین کے واجبات ، یہ تو ملازمین کااپنا پیسہ اور اپنا حق ہے ،جسکی ادائیگی یا واگزاری میں تاخیر نہ صرف سراسر زیادتی و ناانصافی ہے ، بلکہ یہ ایک قسم کی وعدہ خلافی بھی ہے ،جس کا ارتکاب گزشتہ کئی برسوں سے ایک معمول بن چکا ہے ۔ اولڈ پینشن سکیم ( OPS ) کو لاگو کرنا ملازمین کے مستقبل کی ضمانت ہیں ۔ ایس آر او 43 کو اپنی اصل ہیئت میں بحال کرنا ایک انسانی مسلئہ ہیں ۔
عزت مآب وزیراعلیٰ : عمرعبداللہ صاحب : مذکورہ بالا گزارشات کوآپ کے گوش گزار کرنے کے بعد اُمید ہے کہ آپ ان پرتوجہ مرکوز کرکے عارضی ، حاضر سروس اور ریٹائرڈ ملازمین کو درپیش مسائل کا ازالہ کرنے کیساتھ اُن کے جائز مطالبات کو پورا کرنے کے حوالے سے بھی عملی اقدامات روبہ عمل لائیں گی ۔
