An urgent and extraordinary meeting of the Provincial Body of the Food and Supplies Employees Association Kashmir was convened at the Head Office under the (chairmanship) of its President, senior trade union leader and Chairman of Jammu and Kashmir Employees Joint Consultative Committee (JKEJCC), Ajaz Khan.
The meeting witnessed the participation of all key provincial office bearers, including Senior Vice President Haji Abdul Qayoom Beigh , Convenor Muneer Phalgaroo , Vice President Shahnawaz Ahangar , General Secretary Ferooz Najar , along with prominent senior office bearers Noor Mohd Bhat , Manzoor Ishbari , Maajid Gulzar, Haji Fida Mohammad, Bilal Pathan, Mukhtar Wani , Afzal Parimoo , Saleem Shah , and District President Srinagar Syed Parvez Raja.
The agenda, presented by the General Secretary, focused on a comprehensive review of long-pending, critical, and genuine issues confronting the employees of the Food, Civil Supplies and Consumer Affairs Department Kashmir, besides deliberations on strengthening and consolidating the organizational structure of the Association.
After threadbare and exhaustive discussions, the Association expressed deep anguish and serious concern over the persistent neglect and inordinate delay in addressing employees’ legitimate demands. The house unanimously resolved that the following long-pending issues must be addressed immediately and without any further procrastination:
1. Placement of Store Keepers as TSOs in OPG:-
The Association strongly reiterated its long-standing and justified demand for the placement of Store Keepers as Tehsil Supply Officers (TSOs) in their Own Pay and Grade (OPG). It was categorically highlighted that nearly 130 posts of TSOs are lying vacant, creating a grave administrative vacuum at the field level. As a consequence, many TSOs are burdened with additional charges of multiple circles, severely hampering effective supervision of the Public Distribution System (PDS).
The Association warned that such a fragile and overburdened system not only compromises administrative efficiency but also poses a serious risk of irregularities, mismanagement, and misappropriation of public resources. Fixing responsibility in such circumstances becomes extremely difficult. Therefore, to safeguard transparency, accountability, and proper field supervision, immediate placement of eligible Store Keepers as TSOs in OPG is imperative and non-negotiable.
2. Finalisation of MTS Seniority List & Conduct of DPCs
The Association took strong exception to the unjustified delay in the finalisation of the seniority list of MTS employees appointed through SSRB since 2020. This delay is a blatant violation of established service norms and has severely affected the career progression and morale of employees.
The house demanded that the seniority list be finalised forthwith and Departmental Promotion Committees (DPCs) across all cadres be convened on a war footing, ensuring timely promotions and justice to deserving employees.
3. Removal of Pay Disparity & Grade Revision of ASKs
The Association also raised serious concern over the prevailing pay disparities affecting Assistant Storekeepers (ASKs). It was strongly demanded that ASKs be upgraded from Pay Level-2 to Pay Level-4, in line with their duties and responsibilities.
Furthermore, the Association demanded a reduction in the qualifying service for promotion from five years to three years, terming the existing condition as unjustified and detrimental to career advancement.
During the meeting, the Association accorded a warm welcome to the newly appointed Director, Mr Naazim Zai Khan, and appreciated his prompt, positive, and employee-friendly approach since assuming office. The Association expressed optimism that under his leadership, long-pending issues would receive due attention and resolution.
The house also reviewed the previously announced two-hour protest programme scheduled for 20th April 2026 against the indifferent attitude of former authorities who, despite repeated assurances, failed to deliver on employees’ genuine demands.
However, in a constructive and conciliatory approach, it was unanimously decided that before proceeding with the protest programme, a high-level delegation of the Association will meet the Director to present a detailed memorandum of demands and seek time-bound redressal. The Association made it unequivocally clear that while it remains committed to dialogue and resolution through institutional mechanisms, any further delay or indifference will compel the Association to intensify its agitation, and the entire responsibility shall lie with the concerned authorities.
Reaffirming its unwavering commitment, the Association assured all employees that there will be no compromise on their legitimate rights, dignity, and welfare under any circumstances. It also warned that any elements acting against the collective interests of employees or indulging in activities detrimental to the Association will be identified and dealt with strictly.
