JKTF Appreciates Govt for Filling CEO, DIET Principal Vacancies; Seeks Early Promotion of Headmasters

Jammu, June 12:
The Jammu & Kashmir Teachers Forum (JKTF), under the leadership of its State President Mohd Ashraf Sheikh, along with the entire Central Leadership, has expressed gratitude to the Hon’ble Education Minister Ms. Sakina Itoo, Commissioner/Secretary, School Education Department Shri Ram Niwas Sharma, Director School Education Jammu Dr. Naseem Javid Iqbal Choudhary, and Director School Education Kashmir Mr. Naseer Ahmad Wani for filling the vacant posts of Chief Education Officers (CEOs) and Principals of District Institutes of Education and Training (DIETs) across the Union Territory.

In a statement issued here today, JKTF stated that this decision reflects the commitment of the Government and the School Education Department towards strengthening educational administration and improving institutional functioning across Jammu and Kashmir.

The Forum observed that the timely filling of these important administrative and academic positions will enhance governance, strengthen monitoring mechanisms, and improve coordination within the education sector.

While welcoming this positive development, JKTF urged the authorities to initiate immediate steps for filling all vacant Headmaster posts across the Union Territory. The Forum emphasized that Headmasters constitute the backbone of school-level administration and academic supervision, and prolonged vacancies at this level are affecting the effective functioning of schools.

State President Mohd Ashraf Sheikh, along with the entire Central Leadership, appealed to the Government to prioritize the promotion and adjustment process so that schools are equipped with effective leadership at the grassroots level.

JKTF reiterated its commitment to extending constructive cooperation with the Government for strengthening public education and safeguarding the interests of teachers and students across Jammu and Kashmir.

Dear Teachers, Employees, and Well-Wishers,

Today, we seek your support for a cause that concerns not only teachers but the future of education, fairness, and justice.

Thousands of teachers in Jammu & Kashmir were appointed under the recruitment rules, qualifications, and eligibility criteria that existed at the time of their appointment. They accepted their responsibilities in good faith and have spent years—many of them decades—serving the education sector with dedication, sincerity, and commitment.

These teachers have worked tirelessly in villages, towns, far-flung areas, and challenging conditions to educate generations of children. They have stood by their students through every difficulty, helping shape responsible citizens and contributing immensely to society and nation-building.

Today, these very teachers are facing uncertainty regarding their service rights. We firmly believe that those who were lawfully appointed and have rendered long years of dedicated service deserve fairness, dignity, and protection of their legitimate rights.

To safeguard these rights, the Jammu & Kashmir Teachers Forum (JKTF) has launched a Union Territory-wide Online Signature Campaign seeking exemption from the mandatory TET requirement for teachers appointed prior to 31.10.2019 and protection of their service interests.

JKTF Launches UT-Wide Online Signature Campaign Seeking Exemption from Mandatory TET for All in- service Teacher's

Jammu, June 06, 2026:

The Jammu & Kashmir Teachers Forum (JKTF) has launched a Union Territory-wide Online Signature Campaign seeking exemption from the mandatory Teacher Eligibility Test (TET) requirement for teachers appointed in Jammu & Kashmir prior to 31 October 2019 and protection of their existing service rights.

In a statement issued by forum Chief Spokesperson Joginder Singh thakur said that the forum UT President Mohd. Ashraf Sheikh said that thousands of teachers presently serving in the School Education Department were appointed under the recruitment rules, eligibility criteria, and service conditions that were legally in force at the time of their appointment. These teachers have rendered dedicated and satisfactory service for many years and have played a vital role in strengthening the educational framework of Jammu & Kashmir.

He stated that the Right to Education Act, 2009, along with the NCTE Regulations relating to TET, became applicable to Jammu & Kashmir only on 31 October 2019 following the implementation of the Jammu & Kashmir Reorganisation Act, 2019. Therefore, imposing the TET requirement retrospectively on teachers appointed before that date would be unjust and would create serious concerns regarding their service security, seniority, promotions, and career progression.

Mohd. Ashraf Sheikh further informed that JKTF has prepared a comprehensive memorandum addressed to the Hon'ble Prime Minister of India, seeking complete exemption from the mandatory TET requirement for all in service Teacher's and protection of their service rights, and assurance that no adverse action is taken against serving teachers on account of non-possession of TET where such qualification was not prescribed at the time of appointment.

He emphasized that the issue concerns the livelihood, dignity, and legitimate expectations of thousands of teachers who entered service through lawful recruitment processes and have been serving the education department with commitment and dedication.

The Forum has appealed to teachers, employees, parents, students, citizens, and well-wishers across Jammu & Kashmir to actively participate in the online signature campaign and support this genuine and justified cause.

"Every signature strengthens our collective voice and reinforces our demand for justice, fairness, and protection of the rights of serving teachers. We urge all stakeholders to come forward and support this democratic initiative," the JKTF President said.

JKTF expressed confidence that the Government of India will sympathetically consider the concerns of the teaching community and take appropriate measures to safeguard the interests of all in-service teachers in accordance with the laws and regulations then in force.

The Forum also urged all stakeholders to sign the petition and share it extensively through social media platforms, educational forums, and public networks to ensure maximum participation in the campaign.

The decision of the Government to file a review petition before the Hon'ble Supreme Court on the TET issue marks a significant victory for the teaching fraternity of Jammu and Kashmir. This development is the result of the collective resolve, unity, and persistent efforts of thousands of teachers who stood together to defend their legitimate rights and service interests.

Under the able and dynamic leadership of our State President, Mohd Ashraf Sheikh, JKTF has relentlessly pursued this issue at every level. Through continuous engagement with the Government, representations, memoranda, awareness campaigns, and mass meetings, the Forum ensured that the concerns of affected teachers remained at the forefront of public and governmental attention.

While welcoming this important step, we firmly believe that the struggle is not yet over. The filing of the review petition is a crucial beginning, and we expect the Government to pursue the matter with utmost seriousness and commitment. Every available legal and constitutional remedy must be explored to ensure that the rights, dignity, seniority, and future prospects of in-service teachers are fully protected.

I extend my sincere appreciation to the Hon'ble Education Minister and all those who supported this just cause. The decision of the Government to file a review petition before the Hon'ble Supreme Court on the TET issue is a significant and hard-earned achievement for thousands of affected teachers across Jammu and Kashmir. This development has been made possible through the unwavering unity, determination, and sustained struggle of the teaching fraternity.

Under the dynamic and visionary leadership of our State President, Mohd Ashraf Sheikh, JKTF has consistently raised this issue at every available forum and fought tirelessly to protect the rights, dignity, seniority, and service interests of teachers. The historic meetings, awareness campaigns, representations, and memoranda organized across Jammu and Kashmir sent a clear message that teachers would not remain silent when their legitimate rights are at stake.

While we welcome the Government's decision, this is only the beginning of the legal battle. Jammu, May 31: Jammu and Kashmir Teachers Forum (JKTF), District Jammu, has welcomed the Government's decision to file a review petition before the Hon'ble Supreme Court on the TET issue, describing it as a significant breakthrough achieved through the collective strength, determination, and sustained struggle of the teaching fraternity.

Addressing the media, JKTF District President Ali Akbar said that the Government's move has infused fresh hope among thousands of affected teachers and stands as a recognition of the genuine concerns consistently raised by JKTF under the leadership of State President Mohd Ashraf Sheikh.
