Jammu and Kashmir Handicapped Association
We, the Specially Abled Persons of Jammu & Kashmir, wish to formally notify the UT Government, led by Chief Minister Mr. Omar Abdullah, that our protest at Dogra Chowk remains active and ongoing. Although eight full days have already passed, our resolve is unshaken. During this period, we have organized two peaceful marches toward the Assembly, both of which were intercepted by the police.
Our community held high expectations that the recent budget would address our long-standing needs. However, following its presentation on February 6th, we were deeply disappointed to find that our sector was entirely overlooked. Consequently, we reject this budget, as it offers no meaningful support or recognition for our community.
We express our sincere gratitude to the MLAs who visited us at Dogra Chowk to boost our morale and stand in solidarity. We place our trust in their commitment to championing our cause within the Assembly, particularly:
Mr. Mohammad Yusuf Tarigami
Mr. Waheed Ur Rehman Para
Mr. Reyaz Ahmed Khan
We call upon the opposition parties, including the BJP and others, to set aside political differences and provide their full support when our issues are raised on the Assembly floor. Advocacy for the marginalized should be a unified effort.
On February 6th, following a halted rally, we received written assurances from the Social Welfare and Revenue Departments promising a meeting with either the Hon’ble Lieutenant Governor or the Hon’ble Chief Minister by Monday or Tuesday. We remain hopeful that His Excellency the LG or the CM will honor this commitment and invite us for immediate negotiations.
However, let this serve as a clear warning: if our legitimate demands are not met and these meetings do not materialize, we will be forced to escalate our course of action. The government will be held solely accountable for any resulting unrest or consequences.

جموں و کشمیر ہینڈی کیپڈ ایسوسی ایشن کے بینر تلے پچھلے آٹھ دنوں سے ایسوسی ایشن کے صدر عبدالرشید بٹ کی قیادت میں ڈوگرہ چوک جموں میں جاری ہے
ہم، جموں و کشمیر کے خصوصی طور پر قابل افراد، وزیر اعلیٰ جناب عمر عبداللہ کی قیادت میں UT حکومت کو باضابطہ طور پر مطلع کرنا چاہتے ہیں، کہ ڈوگرہ چوک پر ہمارا احتجاج جاری و ساری ہے۔ اگرچہ پورے آٹھ دن گزر چکے ہیں لیکن ہمارا عزم متزلزل ہے۔ اس عرصے کے دوران، ہم نے اسمبلی کی طرف دو پرامن مارچ کا اہتمام کیا، جن دونوں کو پولیس نے روک لیا۔
ہماری کمیونٹی کو بہت زیادہ توقعات تھیں کہ حالیہ بجٹ ہماری دیرینہ ضروریات کو پورا کرے گا۔ تاہم، 6 فروری کو اس کی پیشکش کے بعد، ہمیں یہ جان کر سخت مایوسی ہوئی کہ ہمارے شعبے کو مکمل طور پر نظر انداز کر دیا گیا تھا۔ نتیجتاً، ہم اس بجٹ کو مسترد کرتے ہیں، کیونکہ یہ ہماری کمیونٹی کے لیے کوئی بامعنی حمایت یا شناخت پیش نہیں کرتا ہے۔
ہم ان ایم ایل اے کا تہہ دل سے شکریہ ادا کرتے ہیں جنہوں نے ہمارے حوصلے بلند کرنے اور یکجہتی میں کھڑے ہونے کے لیے ڈوگرہ چوک پر ہمارا دورہ کیا۔ ہم اسمبلی کے اندر اپنے مقصد کو آگے بڑھانے کے لیے ان کے عزم پر اعتماد کرتے ہیں، خاص طور پر:

ہم اپوزیشن جماعتوں بشمول بی جے پی اور دیگر سے مطالبہ کرتے ہیں کہ وہ سیاسی اختلافات کو ایک طرف رکھیں اور جب ہمارے مسائل اسمبلی کے فلور پر اٹھائے جائیں تو ان کی مکمل حمایت کریں۔ پسماندہ افراد کی وکالت ایک متحد کوشش ہونی چاہیے۔

6 فروری کو، ایک رکی ہوئی ریلی کے بعد، ہمیں سماجی بہبود اور محصولات کے محکموں کی طرف سے تحریری یقین دہانیاں موصول ہوئیں جس میں پیر یا منگل تک عزت مآب لیفٹیننٹ گورنر یا وزیر اعلیٰ سے ملاقات کا وعدہ کیا گیا۔ ہمیں امید ہے کہ عظمیٰ LG یا وزیراعلیٰ اس عزم کا احترام کریں گے اور ہمیں فوری مذاکرات کے لیے مدعو کریں گے۔
تاہم، یہ ایک واضح انتباہ کے طور پر کام کرتا ہے: اگر ہمارے جائز مطالبات کو پورا نہیں کیا گیا اور یہ ملاقاتیں عمل میں نہیں آتی ہیں، تو ہم اپنے عمل کو بڑھانے پر مجبور ہو جائیں گے۔ کسی بھی بدامنی یا نتائج کے لیے حکومت مکمل طور پر ذمہ دار ہوگی۔
