LEAVE RULES UNDER CCS (Leave) Rules, 1972 β Simplified Guide for Central Govt Employees
Dear colleagues,
This post provides a clear and updated summary of the major leave types available to Central Government employees under the CCS (Leave) Rules, 1972, as amended from time to time.
This information helps all BRMS & MMS staff understand their entitlements better.
Earned Leave (EL)
30 days EL per year for non-vacation staff
Credited in two instalments: 15 days each in January & July
Maximum accumulation allowed: 300 days
EL can be encashed during: LTC, Retirement, On quitting service (as per rules)
Advance EL may be granted in special cases.
Half Pay Leave (HPL)
20 days HPL per year
Credited on 1st January Credited on 1st January & 1st July
Can be combined with Commuted Leave
HPL can be used for: Medical reasons, Personal matters, Study leave support situations
Commuted Leave
Granted for medical grounds or certain special purposes
2 days of HPL = 1 day of Commuted Leave
Requires valid medical certificate (unless specified otherwise)
Can be taken during maternity/paternity conditions if eligible
Leave Not Due (LND)
Granted only when no HPL is left
Limited to maximum 360 days in entire service
Granted only on medical grounds
Must be adjusted against future HPL
Not granted to temporary staff unless conditions allow
Child Care Leave (CCL)
Applicable for female employees and single male parents
730 days for entire service
For children up to 18 years
Can be used for: Sickness of child, Education, Exam support
First 365 days = 100% salary
Remaining 365 days = 80% salary
Minimum 5 days at a time (as per updated guideline)
Maternity Leave
180 days for female employees
For confinement and childbirth
Can be combined with any other leave
Also granted for miscarriage/abortion (as per rules):
Six weeks leave admissible
Paternity Leave
15 days for male employees
For the birth of a child
To be taken:
15 days before or
Up to 6 months after childbirth
Extra-Ordinary Leave (EOL)
Leave without pay
Granted when no other leave is available
Also allowed on employee request
Does not count for increment unless taken on medical grounds (as per rules)
Casual Leave (CL)
8 days per calendar year
Not carried forward
Can be combined with Special Casual Leave
CL is not a part of CCS Leave Rules, but given as per administrative instructions
Special Casual Leave (SCL)
Granted for:
Family welfare programme
Blood donation
Cultural/scout activities
Physical disability related activities (as applicable under departmental rules)
Important General Rules
Leave cannot be claimed as a right. Sanctioning authority may refuse/curtail leave in public interest
Employee must apply in advance (except emergencies)
Willful absence from duty without leave β Misconduct
Overstay of leave may lead to:
Leave Without Pay
Disciplinary action
