What happens when climate change begins to affect not just crops, but livelihoods?

The recent qualitative research done by CMID, in association with Gram Vikas, with support from Population Council Consulting, in Rayagada, Odisha, offers a sobering insight: as agriculture becomes increasingly vulnerable to erratic rainfall, cyclones and changing weather patterns, labour migration is emerging as an important adaptation strategy for rural households.

From damaged paddy and cotton crops to the loss of cashew and mahua trees, climate shocks are reshaping rural incomes and pushing seasonal migration towards longer-term circular migration.

How will the Odisha–Kerala migration corridor evolve by 2047?

A new article in The Migration Story-“Through the Looking Glass: Mapping the Many Futures of the Odisha-Kerala Migration Corridor”- explores this question, authored by Liby T. Johnson, Benoy Peter and Chandni Singh.

Drawing on the Climate Change Local Adaptation Pathways (CLAPs) initiative, involving Gram Vikas, the Centre for Migration and Inclusive Development (CMID), and IIHS, the article explores how climate change, livelihoods, aspirations and labour markets could shape migration in the years ahead.

The message is clear: the future of migration should be safer, more dignified and more resilient - and building that future requires collaboration across the entire migration corridor now.

Over the past few days, as Kerala remained on heavy rain alert, CMID's mobile medical unit for migrant workers, Bandhu Clinic, disseminates practical flood safety information in Bengali ensuring that migrant workers received life-saving information in a language they understand. Inclusive alerts can substantially improve disaster preparedness among migrants and reduce loss and damage. Bandhu Clinic is listed by the WHO as one of the 140 global experiences promoting refugee and migrant health.

Benoy Peter, executive director of CMID participated as a resource person in the regional training for journalists on reporting migration and climate change. Journalists from Nepal, Bhutan, Bangladesh, Pakistan and India participated in the training organised by the ICIMOD. He highlighted that transforming attitudes of the receiving societies is key to inclusion of migrants and that the media plays a crucial role in shaping inclusive narratives.

A comment that migrant workers “siphoning money from the state” by the Chief Minister has sparked a debate in Kerala. This does not augur well for a state that continues to be a remittance economy. The government should remember the arduous paths traversed by Keralites fast tracking human development through remittances.

Wage theft has been a major challenge faced by the migrant workers all over the country. Given the informality and conscious invisibilisation of migrant workers, it becomes difficult to establish employee-employer relationship to take the disputes legally. CMID is part of India Labourline, a national helpline for informal workers in distress. In the past three years, we were able to help workers in and around Kochi secure over two crore unpaid wages/dues. While this appears to be a large figure, we are able to resolve only one out of four cases that come to us.
