Bihar MGNREGA Adhikar Manch was formed by a group of community based organizations and civil society groups working on the issues of MGNREGA and livelihood rights in Bihar. Manch is working to increase the participation of socially excluded groups under MGNERGA, focusing on the basic implementation issue of MGNRGEA starting from registration, job card, work demand and payment. Effectively run camp
aigns for awareness and advocacy, research and evidence gathering, capacity building, campaign on participatory planning and social accountability. Apart from campaigns, model building was done through pilot interventions primarily jointly conceptualized and implemented with government either district level or at state level. In last four years Manch has been successful in highlight strategies for enhancing participation by providing the community a stake in asset formation through the scheme. These include processes of Inclusive Planning and Social Audit. Further, a Work Demand Campaign implemented to educate and mobilize excluded communities to demand work under the scheme. Manch focuses on five major components:
