Goa Leads with First State Cooperative Policy 2026

Goa has become one of the first states in India to release its own State Cooperative Policy, aligning with the Centre’s National Cooperative Policy under the “Sahkar se Samridhi” vision.

The policy was released by Cooperation Minister Subhash Shirodkar and sets a five-year roadmap from 2026 to 2030 focused on modernizing the sector. It aims to bring efficiency and transparency through digitisation of cooperative societies and dedicated dispute resolution via a proposed cooperative tribunal. The policy expands cooperatives into high-potential areas like fisheries, horticulture, cold storage, logistics, dairy, fodder cultivation, and even IT, while strengthening traditional sectors like agriculture and small industries. A major thrust is autonomy with professionalism, supported by training institutes for cooperative staff and department officials. It also addresses financial health of cooperative banks and credit societies, with branch managers made accountable for recovery to reduce NPAs.

The framework was drafted by a committee led by Advocate Narendra Sawaikar and builds on the principles of the National Cooperative Policy 2025, adapted to Goa’s specific needs under “Swayampurna Goa@2037”.

GCCI was an active part of the policy process and gave valuable inputs through its President Ms Pratima Dhond & DG Sanjay Amonkar

At the launch in Porvorim, agreements were signed with GCCI, GIPARD and the Biodiversity Board, and nine online service modules for cooperative institutions were unveiled. GCCI President Pratima Dhond and Director General Sanjay Amonkar represented the Chamber at the event.

The way forward is clear: build capacity, digitize operations, strengthen governance, and link cooperatives to market demand. By handholding weaker societies, promoting youth participation, and creating sector-specific federations, Goa’s cooperatives can drive rural entrepreneurship, employment, and self-reliance.

This policy positions cooperatives as engines of inclusive growth for a self-reliant Goa and a developed India. GCCI remains committed to working with the Government, NABARD, and cooperative institutions to turn this roadmap into results on the ground.
