The International Commission of Blue Cross and Blue Crescent (ICmsnBC) or the International Commission, is a non-governmental autonomous humanitarian agency that is part of the Blue Cross and Blue Crescent movement, and is a standing commission advisory and regulatory body that establishes Standing Commission Working Groups to provide movement-wide strategic guidance in t

he interest of all component agencies of the movement. It prepares Movement-wide policies such as the Strategy for the Movement, which aim at harmonious coordination and cohesion in action, building on the strengths and specific mandates of each component. As well as its statutory role it operates as a “Think Tank” on Movement-wide issues. The International Commission is mandated by the International Movement to set standards in best practice, good governance, accountability and transparency within the IFBC National Blue Cross or Blue Crescent Societies and consequently public confidence and trust in the IFBC national societies work. The International Commission works to facilitate audit and compliance of IFBC national society delegations, and or FIBCO / GCoOp National Cooperative Member NGOs operating in a particular country, assisting them to become compliant, and ensuring they maintain compliance, with the applicable laws, regulations, guidelines, or other government requirements. The International Commission is responsible for developing operating guidelines and providing guidance on a countries regulations. Guidance is advisory only and is intended to be an overview of the key operating parameters, therefore, it is essential that information be confirmed accurate at national level and that both IFBC National Society delegations, and or FIBCO / GCoOp National Cooperative Member NGOs make their own inquiries as to the status of the law and seek professional legal advice when needed. The International Commission works in partnership with a number of organisations. Most, but not all, of these organisations are national or international charitable IGOs, NGOs, CSOs themselves. These organisations may be in cooperative membership of the Global Cooperative of the Blue Cross and Blue Crescent (GCoOp), and institutional members of the Federation of International Blue Cross and Blue Crescent Organizations (FIBCO). The International Commission also works with other bilateral partners, the International Federation of Blue Cross and Blue Crescent Societies (IFBC), and other component agencies that form the Blue Cross and Blue Crescent movement. The International Commission has defined the International Movement's fundamental principles, approved by the International Conference of the Blue Cross and Blue Crescent Movement, which are to be shared by all components of the International Movement, notably those of humanitarianism, volunteerism, moralism, transparency, impartiality, empowerment, sustainability, neutrality, benevolence and respect.
