The Federation Model is SPARC's set of core activities that build the organizational base, capacities and confidence of communities and enable them to better negotiate for and implement development solutions. These activities both meet specific needs and build a foundation for continued participation in the development processes. SPARC’s Federation Model activities include:

Building Area Resource

Centers, meeting spaces and bases for community organization

Facilitating Savings and Credit Programs that build financial assets and local capacity. Completing community-led Enumerations, Surveys, and Maps to create a strong informational base for strategy and awareness. Facilitating Educational Peer Exchanges on local, regional, and national levels. Organizing Housing Exhibitions to showcase existing urban technologies
Supporting Dialogue and Negotiation of communities with relevant authorities. Housing -- SPARC undertakes two types of housing projects:

In-situ or on-site, projects for slum dwellers who are able to get secure tenure for their land. Resettlement and Rehabilitation Projects for people who cannot secure land tenure. Sanitation -- SPARC constructs toilet blocks to improve sanitation in slums.

The has driven profound changes in how people live and work. Vast real estate investments in homes and offices are no longer a safe bet. Financing is becoming harder to acquire, and insurance is becoming costlier and more difficult to obtain. As we think about building for climate change, how might this shift in real estate present an opportunity to think differently? How might global construction firms, material scientists, insurance and real estate magnates work together to offset climate and environmental risk? How can we redesign our built environment to put us on the path to net zero?
