Shri Keshvendra Kumar, IAS, Joint Secretary, Ministry of MSME, Government of India joined the Launch of India MSME Digital Procurement Report 2026 said the following, โ€œI congratulate the India SME Forum for bringing out the India MSME Digital Procurement Report, which provides valuable insights into one of the most important yet underexplored aspects of MSME competitiveness. Strengthening procurement is essential for improving productivity, reducing costs, and enabling sustainable growth for small businesses. The National Small Industries Corporation (NSIC) has been playing a significant role in aggregating MSME demand and supplying raw materials at competitive prices, with an ambitious plan to substantially expand its outreach in the coming years. At the same time, government procurement from MSMEs has witnessed remarkable progress, reflecting the positive impact of sustained policy efforts. The next step is to build a collaborative procurement ecosystem where government, digital platforms, and industry work together to enable MSMEs to source efficiently from one another through trusted digital channels. Shri Shree Ateesh Kumar Singh, Additional Secretary, DPIIT, Ministry of Commerce and Industry joined the Launch of India MSME Digital Procurement Report 2026 said the following, โ€œIndia has already established a strong policy framework to support MSMEs in public procurement, the next phase must focus on effective implementation and continuous reform. Existing provisions including procurement mandates for MSMEs, quality- and cost-based selection (QCBS), procurement relaxations, Make in India preferences, and startup-friendly procurement norms have created a solid foundation, but enforcement gaps, restrictive eligibility conditions, and inconsistent adoption continue to limit their impact. There is a need for collaborative reforms to modernize procurement by expanding QCBS to goods procurement, revising procurement thresholds, strengthening mobilization advances, converging performance security with credit guarantee mechanisms, and introducing sector-specific procurement relaxations. Greater accountability and recognition should be accorded to government agencies that effectively implement MSME-friendly procurement policies. Policymaking must remain consultative, with active participation from industry stakeholders to shape practical reforms and build a more transparent, inclusive, and growth-oriented public procurement ecosystem.โ€

The report was unveiled at the High-Level Policy Dialogue on "Democratising Procurement for Indian MSMEs: The Digital Dividend," hosted by the India SME Forum at The Claridges, New Delhi โ€” bringing together policymakers, industry leaders, and digital commerce experts to shape a more inclusive, transparent procurement future for India's MSMEs.

The event commenced with the Lamp Lighting Ceremony by Shri Bharat Khera, IAS, Hon'ble Secretary MSME, Government of India ; Shri Ateesh Kumar Singh, Addl Secretary DPIIT; โ โ Ms. Vidhya Srinivasan, VP/GM, Ads & Commerce, Google; Shri Vinod Kumar, President, India SME Forum; Ms. Sushma Morthania, Director General, India SME Forum; and Ms. Preeti Lobana VP & Country Manager, Google India.
