The single greatest operational bottleneck blocking Indian workers from securing live overseas job openings isn’t a lack of skills or demand

It’s the timeline to secure a Police Clearance Certificate (PCC).

In the global recruitment space, foreign employers operate on tight windows and will not wait for slow paper trails.

Consider the competing turnaround times:

• India: Takes up to two months in multiple jurisdictions, heavily bottlenecked at the local police station level.
• Nepal: 10 days standard.
• The Philippines & Vietnam: Seamless, worker-centric infrastructure built for rapid turnaround.

When an overseas employer can onboard a qualified Filipino or Nepali candidate in two weeks, but an equivalent Indian professional takes eight week, the hiring decision makes itself.

FIMCA members are seeing this trend accelerate rapidly through 2026, especially across European corridors.

The PCC is a taxpayer-funded service. In its current state, it acts less like a safeguard and more like an economic penalty on our workforce.

FIMCA calls for an integrated eMigrate-PCC track aiming for a strict 10-day service-level target to keep Indian talent competitive.

April 2026 data shows a troubling surge in worker exploitation tracing back to one single issue-

Recruitment via unauthorized channels bypassing the eMigrate system. Without official records, the State is blind when things go wrong. The data from recent investigations reveals the massive scale of this parallel network:

• 6,998 Indians were rescued from cybercrime syndicates in Southeast Asia between 2022 and 2025.
• 29,466 individuals traveled to Southeast Asian hubs on tourist visas within a two-year window and never returned.
• ~100 citizens were deceptively trafficked into active combat roles on the Russia-Ukraine front line through unregistered agents.
• 28% to 31% of first-entry seafarers are hit with illegal upfront fee demands, operating entirely outside of the RPS Rules, 2016.

FIMCA is urging the Ministry to make the licensed Recruiting Agent (RA) channel and eMigrate registration the absolute, single enforced gateway for all citizens deploying abroad. The data needed to crack down on the 3,094 notified illegal agents already exists across immigration, the CBI, and state police. What is missing is an active, coordinated cadence to unite these datasets, create a standing enforcement cell, and mandate pre-departure employer verifications for high-risk zones.

So how can you stay safe?

Only apply for overseas jobs through MEA-registered Recruiting Agents (RAs). Before paying any fees or accepting an offer, verify your recruiter’s licence number on the Government of India’s eMigrate portal (www.emigrate.gov.in). If the recruiter is not listed there, treat it as a major warning sign and proceed with caution.
