FFFAI with the support of CBIC, celebrates 10 years of India's AEO Program

The Central Board of Indirect Taxes & Customs (CBIC), in collaboration with the Federation of Freight Forwarders’ Associations in India (FFFAI), celebrates 10 years of India’s Authorised Economic Operator (AEO) Programme today in New Delhi.

The landmark occasion commemorates a decade of the AEO Programme’s contribution towards trade facilitation, secure supply chains and a more trusted and efficient trade ecosystem.

The event was inaugurated by Chairman, CBIC, Shri Vivek Chaturvedi, marking an important milestone in India’s continuing journey towards greater facilitation and partnership between Customs and the trade.

FFFAI was represented by a delegation led by Immediate Past Chairman Mr Dushyant Mulani, Hon. Secretary Mr Sudip Dey along with Past Chairmen and Advisors Mr S. Ramakrishna and Mr Samir Shah.

The celebration brings together Customs, industry and other stakeholders to reflect on the programme’s journey, share experiences and deliberate on opportunities to further strengthen AEO implementation and trade facilitation.

The Federation of Freight Forwarders’ Associations in India (FFFAI) conducted a Short Learning Course on Origin Management, covering Rules of Origin, Free Trade Agreements, Certificates of Origin and CAROTAR 2020, with particular focus on their practical application in the day-to-day work of Customs Brokers.

Opening the programme, Chairman Mr. Amit Kamat stressed the importance of keeping professional knowledge up to date as India continues to expand its network of Free Trade Agreements. He also underlined the need for Customs Brokers to carry out proper due diligence while advising clients on FTA benefits.

Dr. Pramod Sant introduced Dr. Rajan Sudeesh Ratna, whose experience in trade policy, WTO matters, FTA negotiations and multilateral development brought valuable practical and policy perspectives to the programme.

Dr. Ratna explained the basic principles of Rules of Origin, including preferential and non-preferential origin, wholly obtained goods, substantial transformation, tariff classification, value addition and Certificate of Origin verification. He also stressed an important point: Rules of Origin are specific to each trade agreement and cannot be applied on a common basis across FTAs.

The interaction with industry members brought out several practical issues faced by Customs Brokers. FFFAI Advisor Mr. S. Ramakrishna, Vice Chairmen Mr. Sudhir Agarwal and Mr. Kartik Pancholi, along with other office-bearers, highlighted the need for better understanding of FTA provisions, proper documentation and careful verification of origin-related claims.

The programme concluded with the Vote of Thanks by Honorary Secretary Mr. Sudip Dey, who highlighted the scope for developing Origin Management and Origin Analysis as a value-added professional service for Customs Brokers.

The programme is another step in FFFAI’s efforts to strengthen professional knowledge and prepare Customs Brokers to deal with the growing importance and complexity of India’s Free Trade Agreements.
