Permanent sheltering sounds simple, but on the ground it’s nearly impossible.

Cities like Delhi have lakhs of stray dogs but nowhere near the shelters needed to house them humanely — making such directives unrealistic and unsafe.

This leads to more aggression, rapid breeding, and higher disease risk.
