The Maritime Union of India (MUI), under the leadership of Capt. Savio Ramos, has formally represented the concerns of Indian Electrical Officers before the Directorate General of Shipping regarding DG Circular No. 25 of 2026 on the issuance of ETR CoP and progression to ETO certification.

While supporting career progression opportunities for ratings, MUI has emphasised the need to safeguard vessel safety, professional standards, and employment opportunities for qualified Electrical Technical Officers (ETOs). The representation highlights the importance of clearly defining the roles and responsibilities of ETR CoP holders and ensuring that certified ETOs continue to be recognised as essential personnel on technologically advanced vessels.

MUI remains committed to protecting the rights, welfare, safety and professional future of seafarers while upholding the highest standards of maritime safety. ⚓

Capt. Savio Ramos represented the Maritime Union of India at the 39th ASSM and 31st NASCO Meeting held in Indonesia, hosted by the KPI Indonesian Union, with participation from Asian seafarers' unions.

During the meeting, Capt. Ramos highlighted the current global conflict situation and strongly appealed to all maritime unions to collectively advocate for the establishment of an International Safety Corridor for seafarers. He emphasised that such protection mechanisms should, in the future, be formally recognised by the IMO and ILO to safeguard seafarers working in conflict zones.

He also raised serious concerns regarding war zone allowances and stressed the urgent need to address mental wellness among seafarers. Capt. Ramos emphasised that mental health issues must be recognised as illnesses and that seafarers should receive proper medical attention and support without any discrimination.

Further, he strongly underlined the need for global policies to protect seafarers' employment in the era of AI and autonomous ships. He stated that formulating such policies is the need of the hour to secure the future of maritime professionals worldwide.

Capt. Ramos also highlighted the growing importance of Electrical Officers due to increasing automation onboard modern vessels and urged that Electrical Officers be included in safe manning requirements.

He stated that the Maritime Union of India remains committed to protecting the rights, welfare, safety and future of seafarers globally. ⚓
