ARWAC (Administration Reforms and Welfare for Accountability through Citizens) is a registered Non-Government Organization based in SAS Nagar, Punjab, and operates on a national level with a mission to reform government administration and policing systems across India. Founded and directed by Mr. Karn Singh Takkhar, ARWAC works meticulously to identify and address underperforming government departments—both at the central and state levels—through in-depth data analysis, citizen feedback, and documentation of corruption-related incidents.
Our primary focus is to provide constructive, actionable, and research-backed recommendations rooted in global best practices. We aim to enhance transparency, expedite decision-making processes, and establish systems of accountability in public administration.
Beyond identifying systemic failures, ARWAC also recognizes and promotes high-performing government departments as models of excellence. These benchmarks serve to inspire other departments toward more effective governance.
ARWAC's board comprises legal experts, retired bureaucrats, and law enforcement professionals who guide the organization’s initiatives on core issues such as:

Summary of Work Done by ARWAC
Below is a detailed overview of key interventions and impact-driven activities undertaken by ARWAC:
(a) Exposure of Land Mafia in Village Barri (SAS Nagar):
Uncovered and stopped land grabbing activities by the former Sarpanch of Village Barri, carried out using political influence and in collusion with corrupt government officials. Misappropriation of panchayat land and misuse of government funds were highlighted, leading to preventive actions.
(b) Protection of Public Property – PSPCL Transformer Sabotage:
Reported deliberate damage to Punjab State Power Corporation Limited (PSPCL) transformers by local land mafias in Village Barri. This caused obstruction of essential public services. An official inquiry was conducted by the PSPCL SDO and field staff, and legal action has been recommended.
(c) Action Against Crop Burning in Violation of Government Orders:
Exposed incidents of illegal stubble burning in violation of state regulations. Provided documented evidence to the SAS Nagar District Administration, resulting in official action against the offenders for contributing to severe air pollution in Punjab.
(d) Uncovering Land Manipulation Worth Crores:
Discovered fraudulent land transactions and manipulations involving the Panchayat Secretary of Village Barri. This led to a detailed report by the BDPO and further action being initiated by the Department of Rural Development and Punjab Vigilance Bureau.
(e) Reporting Illegal Constructions in GMADA-Notified Zones:
Identified large-scale unauthorized constructions including illegal colonies, showrooms, football fields, and business facilities developed on agricultural land without GMADA’s permission. Reports were submitted to the GMADA regulatory wing for enforcement.
(f) Electricity Theft and Infrastructure Deficiencies:
Highlighted issues such as poor wiring, transformer overloads, staff shortages, and theft of electricity in SAS Nagar. Brought attention to citizens consuming power far above their sanctioned loads, leading to damaged infrastructure and uneven supply.
(g) Reporting Corruption in Law Enforcement Investigations:
Identified and documented instances of biased or improperly conducted investigations by certain law enforcement personnel, involving misuse of authority. These cases have been escalated for review and corrective action.
