ਪੰਜਾਬ ਵਿੱਚ ਗੈਰ-ਕਾਨੂੰਨੀ ਸੁਰੱਖਿਆ ਏਜੰਸੀਆਂ (Illegal Security Agencies) ਇੱਕ ਗੰਭੀਰ ਚਿੰਤਾ ਦਾ ਵਿਸ਼ਾ ਬਣਦੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ। ਇਸ ਸਮੱਸਿਆ ਦੇ ਮੁੱਖ ਪਹਿਲੂ ਹੇਠ ਲਿਖੇ ਹਨ:

ਮੁੱਖ ਸਮੱਸਿਆਵਾਂ

*ਬਿਨਾਂ ਲਾਇਸੰਸ ਦੇ ਕੰਮ: ਬਹੁਤ ਸਾਰੀਆਂ ਏਜੰਸੀਆਂ PSARA (Private Security Agencies Regulation Act) ਤਹਿਤ ਰਜਿਸਟਰਡ ਨਹੀਂ ਹਨ। ਇਹ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਕੇ ਚੋਰੀ-ਛਿਪੇ ਚੱਲ ਰਹੀਆਂ ਹਨ।

* ਹਥਿਆਰਾਂ ਦੀ ਗਲਤ ਵਰਤੋਂ: ਇਹਨਾਂ ਏਜੰਸੀਆਂ ਕੋਲ ਅਕਸਰ ਸਿਖਲਾਈ ਪ੍ਰਾਪਤ ਸਟਾਫ਼ ਨਹੀਂ ਹੁੰਦਾ। ਕਈ ਵਾਰ ਨਿੱਜੀ ਹਥਿਆਰਾਂ (Personal Weapons) ਦੀ ਵਰਤੋਂ ਵਪਾਰਕ ਸੁਰੱਖਿਆ ਲਈ ਕੀਤੀ ਜਾਂਦੀ ਹੈ, ਜੋ ਕਿ ਗੈਰ-ਕਾਨੂੰਨੀ ਹੈ।

* ਅਪਰਾਧਿਕ ਪਿਛੋਕੜ: ਬਿਨਾਂ ਪੁਲਿਸ ਵੈਰੀਫਿਕੇਸ਼ਨ ਦੇ ਗਾਰਡ ਭਰਤੀ ਕੀਤੇ ਜਾਂਦੇ ਹਨ, ਜਿਸ ਨਾਲ ਕਈ ਵਾਰ ਇਹ ਗਾਰਡ ਖੁਦ ਹੀ ਅਪਰਾਧਿਕ ਗਤੀਵਿਧੀਆਂ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋ ਜਾਂਦੇ ਹਨ।

* ਗੰਨ ਕਲਚਰ ਨੂੰ ਉਤਸ਼ਾਹ: ਅਜਿਹੀਆਂ ਏਜੰਸੀਆਂ ਪੰਜਾਬ ਵਿੱਚ "ਗੰਨ ਕਲਚਰ" ਨੂੰ ਵਧਾਵਾ ਦਿੰਦੀਆਂ ਹਨ, ਜਿਸ ਨਾਲ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਨੂੰ ਖਤਰਾ ਪੈਦਾ ਹੁੰਦਾ ਹੈ।

ਪ੍ਰਭਾਵ
* ਸੁਰੱਖਿਆ ਵਿੱਚ ਸੰਨ੍ਹ: ਜਦੋਂ ਸੁਰੱਖਿਆ ਗਾਰਡ ਹੀ ਸਿੱਖਿਅਤ ਨਹੀਂ ਹੋਣਗੇ, ਤਾਂ ਉਹ ਲੋਕਾਂ ਦੀ ਰੱਖਿਆ ਕਿਵੇਂ ਕਰਨਗੇ?

* ਸ਼ੋਸ਼ਣ: ਗਾਰਡਾਂ ਨੂੰ ਘੱਟ ਤਨਖਾਹ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ ਅਤੇ ਉਨ੍ਹਾਂ ਤੋਂ ਜ਼ਿਆਦਾ ਘੰਟੇ ਕੰਮ ਲਿਆ ਜਾਂਦਾ ਹੈ ਕਿਉਂਕਿ ਕੋਈ ਰਿਕਾਰਡ ਨਹੀਂ ਹੁੰਦਾ।

ਸਿੱਟਾ: ਪੰਜਾਬ ਸਰਕਾਰ ਅਤੇ ਪੁਲਿਸ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਅਜਿਹੀਆਂ ਏਜੰਸੀਆਂ 'ਤੇ ਨਕੇਲ ਕੱਸਣ ਲਈ ਸਖ਼ਤ ਚੈਕਿੰਗ ਅਭਿਆਨ ਚਲਾਉਣ ਦੀ ਲੋੜ ਹੈ ਤਾਂ ਜੋ ਸਿਰਫ਼ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਏਜੰਸੀਆਂ ਹੀ ਕੰਮ ਕਰ ਸਕਣ।
