APCR West Bengal Chapter Submits Representation Across the State on SIR

On Thursday, 24 September 2026, the Association for Protection of Civil Rights (APCR), West Bengal Chapter, submitted a detailed representation regarding the Special Intensive Revision (SIR) to the District Magistrates of all districts of West Bengal simultaneously.

The representation was submitted across the state, from Darjeeling, Kalimpong, Alipurduar and Cooch Behar to North and South 24 Parganas, Malda, Murshidabad and other districts. Representations were also submitted to the Chief Electoral Officer, West Bengal, and the Governor of West Bengal.

The representation called for the early restoration/inclusion of the names of all eligible voters who were excluded during the SIR process, and sought legal protection against any unlawful arrest of individuals merely on the basis of their exclusion from the electoral roll or doubts regarding their citizenship.

APCR urged the concerned authorities to ensure due process of law, transparency, natural justice and the right to vote of every eligible citizen throughout the SIR process.

APCR West Bengal Intervenes

On the direction of Umar Awais, Secretary, APCR West Bengal, Malda District Coordinator Rafiqul Islam visited the area on 6 September 2026 and met the family members and neighbour Motiur Rahman, brother of 66-year-old Jalil Akhtar, son of Roshan Ali, a resident of Bagrai village, Uttar Dinajpur, to assess the situation.

According to the family, Jalil Akhtar was allegedly taken into custody late at night on 19 June 2026 on suspicion of being a Bangladeshi national. However, he has been a long-time resident of the area and possesses all necessary identity and government documents.

APCR West Bengal is closely monitoring the matter and will extend all possible support for appropriate action in accordance with law, justice and human rights.

APCR পশ্চিমবঙ্গের সেক্রেটারি উমর আওয়াইসের নির্দেশে, মালদা জেলার APCR কো-অর্ডিনেটর রফিকুল ইসলাম ৬ সেপ্টেম্বর ২০২৬ তারিখে উত্তর দিনাজপুর জেলার বাগরাই গ্রামের ৬৬ বছর বয়সী বাসিন্দা জলিল আখতার, পিতা রওশন আলী-এর পরিবারের সদস্য এবং তাঁর ভাই ও প্রতিবেশী মতিউর রহমানের সঙ্গে সাক্ষাৎ করে পরিস্থিতির খোঁজখবর নেন।

পরিবারের অভিযোগ, ১৯ জুন গভীর রাতে বাংলাদেশি নাগরিক সন্দেহে জলিল আখতারকে গোপনে আটক করে নিয়ে যাওয়া হয়। অথচ তিনি দীর্ঘদিন ধরে ওই এলাকার বাসিন্দা এবং তাঁর কাছে সমস্ত প্রয়োজনীয় পরিচয়পত্র ও সরকারি নথিপত্র রয়েছে।

APCR পশ্চিমবঙ্গ বিষয়টি গুরুত্ব সহকারে পর্যবেক্ষণ করছে এবং আইন, ন্যায়বিচার ও মানবাধিকারের ভিত্তিতে প্রয়োজনীয় পদক্ষেপের জন্য সবরকম সহযোগিতা করবে।

APCR পশ্চিমবঙ্গের কোচবিহার জেলা টিম ৩১ আগস্ট ২০২৬ সিতাই থানার অন্তর্গত সিঙ্গিমারি গ্রামে ৫ মে ২০২৬-এর মুন্নাফ মিয়ার নৃশংস হত্যাকাণ্ডের তদন্তে গিয়ে তাঁর পরিবারের সঙ্গে সাক্ষাৎ করে। ঘটনাটি নথিভুক্ত করে পরিবারকে আইনি সহযোগিতার আশ্বাস দেওয়া হয়।

MUNNAF MIAN MURDER CASE | POST-ELECTION VIOLENCE

On 31 August 2026, the APCR Cooch Behar District Team visited Singimari village under Sitai Police Station to investigate the brutal murder of Munnab Mian on 5 May 2026, following the 2026 Assembly Elections.

The team met the bereaved family, documented the matter and assured legal assistance in the pursuit of justice.
