The government is relentlessly forcing hazardous, cancer-causing industries onto Uttara Kannada—ports and harbours that handle deadly carcinogens such as coal dust and toxic chemicals. Once these ports are established, ancillary industries like thermal power plants and petrochemical complexes will inevitably follow. Every one of these falls under the most dangerous “Red Category” industries.
At the same time, despite repeated RTI applications, Tata Memorial Hospital continues to withhold its report on the impact of the Kaiga nuclear reactor and its possible link to the rising cancer incidence in Uttara Kannada. This deliberate silence is deeply disturbing and raises serious questions about transparency and accountability.
Let us be absolutely clear: building a cancer hospital is not a solution. Cancer is not truly cured—only the suffering is prolonged—while the real causes are ignored and allowed to multiply.
Some blindly claim that projects like the Ankola–Hubballi railway line, mega ports, and highways are for the welfare of the people of Uttara Kannada. This is a dangerous illusion. If these projects are imposed on this ecologically fragile region, Uttara Kannada risks becoming a national hotspot for cancer, crime, restricted zones, drug trafficking, slums, landslides, ecological disasters, and irreversible social damage.
The extraordinary enthusiasm shown by politicians from other regions of Uttara Karnataka—particularly Belagavi and Hubballi—to push these projects raises serious doubts about their true intentions. It is certainly not the welfare of the people of Uttara Kannada that is driving this agenda.

ಸರ್ಕಾರವು ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯ ಮೇಲೆ ನಿರಂತರವಾಗಿ ಅಪಾಯಕಾರಿ, ಕ್ಯಾನ್ಸರ್ ಉಂಟುಮಾಡುವ ಕೈಗಾರಿಕೆಗಳನ್ನು ಬಲವಂತವಾಗಿ ಹೇರುತ್ತಿದೆ—ಕಲ್ಲಿದ್ದಲು ಧೂಳು ಮತ್ತು ವಿಷಕಾರಿ ರಾಸಾಯನಿಕಗಳನ್ನು ನಿಭಾಯಿಸುವ ಬಂದರುಗಳು ಮತ್ತು ಹಾರ್ಬರ್‌ಗಳು. ಈ ಬಂದರುಗಳು ಸ್ಥಾಪನೆಯಾದ ಕ್ಷಣದಿಂದಲೇ, ಉಷ್ಣ ವಿದ್ಯುತ್ ಸ್ಥಾವರಗಳು ಮತ್ತು ಪೆಟ್ರೋರಾಸಾಯನಿಕ ಕೈಗಾರಿಕೆಗಳಂತಹ ಸಂಬಂಧಿತ ಕೈಗಾರಿಕೆಗಳು ಒಂದರ ಹಿಂದೆ ಇನ್ನೊಂದು ಅನುಷ್ಠಾನ ಗೊಳಿಸಲಾಗುವುದು. ಇವೆಲ್ಲವೂ ಅತ್ಯಂತ ಅಪಾಯಕಾರಿ ‘ರೆಡ್ ಕ್ಯಾಟಗರಿ’ ಕೈಗಾರಿಕೆಗಳಾಗಿವೆ.
ಇದರ ನಡುವೆ, ಆರ್‌ಟಿಐ ಅರ್ಜಿಗಳನ್ನು ಸಲ್ಲಿಸಿದ್ದರೂ ಸಹ, ಕೈಗಾ ಅಣು ವಿದ್ಯುತ್ ಸ್ಥಾವರದ ಪರಿಣಾಮ ಮತ್ತು ಉತ್ತರ ಕನ್ನಡದಲ್ಲಿ ಹೆಚ್ಚುತ್ತಿರುವ ಕ್ಯಾನ್ಸರ್ ಪ್ರಮಾಣದ ನಡುವಿನ ಸಂಬಂಧದ ಕುರಿತು ಟಾಟಾ ಮೆಮೊರಿಯಲ್ ಆಸ್ಪತ್ರೆ ವರದಿಯನ್ನು ಇನ್ನೂ ಬಹಿರಂಗಪಡಿಸಿಲ್ಲ. ಈ ಉದ್ದೇಶಪೂರ್ವಕ ಮೌನ ಅತ್ಯಂತ ಕಳವಳಕಾರಿಯಾಗಿದ್ದು, ಪಾರದರ್ಶಕತೆ ಮತ್ತು ಹೊಣೆಗಾರಿಕೆಯ ಕುರಿತು ಗಂಭೀರ ಪ್ರಶ್ನೆಗಳನ್ನು ಎಬ್ಬಿಸುತ್ತದೆ.
ನಾವು ಸ್ಪಷ್ಟವಾಗಿ ಅರಿತುಕೊಳ್ಳಬೇಕು: ಕೇವಲ ಕ್ಯಾನ್ಸರ್ ಆಸ್ಪತ್ರೆ ಕಟ್ಟುವುದರಿಂದ ಸಮಸ್ಯೆಗೆ ಪರಿಹಾರ ಸಿಗುವುದಿಲ್ಲ. ಕ್ಯಾನ್ಸರ್ ಸಂಪೂರ್ಣವಾಗಿ ಗುಣವಾಗುವುದಿಲ್ಲ—ಸಂಕಷ್ಟ ಮತ್ತು ನೋವನ್ನು ಮಾತ್ರ ದೀರ್ಘಗೊಳಿಸಲಾಗುತ್ತದೆ—ಆದರೆ ಮೂಲ ಕಾರಣಗಳನ್ನು ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಕಡೆಗಣಿಸಲಾಗುತ್ತಿದೆ.
ಅಂಕೋಲಾ–ಹುಬ್ಬಳ್ಳಿ ರೈಲು ಮಾರ್ಗ, ಮಹಾಬಂದರುಗಳು ಮತ್ತು ಹೆದ್ದಾರಿಗಳು ಉತ್ತರ ಕನ್ನಡದ ಜನರ ಕಲ್ಯಾಣಕ್ಕಾಗಿ ಎಂಬುದಾಗಿ ಕೆಲವರು ಅಂಧವಾಗಿ ನಂಬುತ್ತಾರೆ. ಇದು ಅಪಾಯಕಾರಿ ಭ್ರಮೆ. ಪರಿಸರದ ದೃಷ್ಟಿಯಿಂದ ಅತೀ ಸೂಕ್ಷ್ಮವಾದ ಈ ಪ್ರದೇಶದ ಮೇಲೆ ಈ ಯೋಜನೆಗಳನ್ನು ಬಲವಂತವಾಗಿ ಹೇರಿದರೆ, ಉತ್ತರ ಕನ್ನಡ ಕ್ಯಾನ್ಸರ್, ಅಪರಾಧ, ನಿರ್ಬಂಧಿತ ಪ್ರದೇಶಗಳು, ಮಾದಕ ವಸ್ತು ಸಾಗಣೆ, ಕೊಳಚೆ ಪ್ರದೇಶಗಳು, ಭೂಕುಸಿತಗಳು, ಪರಿಸರ ವಿಪತ್ತುಗಳು ಮತ್ತು ಮರಳಿಸದ ಸಾಮಾಜಿಕ ಹಾನಿಯ ರಾಷ್ಟ್ರೀಯ ಕೇಂದ್ರವಾಗುವ ಅಪಾಯ ಎದುರಿಸಬೇಕಾಗುತ್ತದೆ.
ಬೆಳಗಾವಿ, ಹುಬ್ಬಳ್ಳಿ ಮುಂತಾದ ಉತ್ತರ ಕರ್ನಾಟಕದ ಇತರೆ ಪ್ರದೇಶಗಳ ರಾಜಕಾರಣಿಗಳು ಈ ಯೋಜನೆಗಳನ್ನು ಜಾರಿಗೆ ತರಲು ತೋರುತ್ತಿರುವ ಅತಿಯಾದ ಆಸಕ್ತಿ ಅವರ ನಿಜವಾದ ಉದ್ದೇಶಗಳ ಬಗ್ಗೆ ಗಂಭೀರ ಅನುಮಾನಗಳನ್ನು ಹುಟ್ಟಿಸುತ್ತದೆ. ಇದು ಖಂಡಿತವಾಗಿಯೂ ಉತ್ತರ ಕನ್ನಡದ ಜನರ ಕಲ್ಯಾಣಕ್ಕಾಗಿ ಅಲ್ಲ

2025 ಏಪ್ರಿಲ್ 15ರಂದು, ರಾಷ್ಟ್ರೀಯ ಮೀನುಗಾರರ ವೇದಿಕೆ (ಎನ್‌ಎಫ್‌ಎಫ್)ಯ ಹಿರಿಯ ಪ್ರತಿನಿಧಿಮಂಡಳಿ, ಎನ್‌ಎಫ್‌ಎಫ್ ಅಧ್ಯಕ್ಷ ರಾಮಕೃಷ್ಣ ಟಾಂಡೆಲ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ, ಕರ್ನಾಟಕದ ಗೌರವಾನ್ವಿತ ಮುಖ್ಯಮಂತ್ರಿ ಶ್ರೀ ಸಿದ್ಧರಾಮಯ್ಯ ಅವರನ್ನು ಭೇಟಿಯಾಗಿ, ಹೊನ್ನಾವರ ಬಂದರು ಯೋಜನೆ ಹಾಗೂ ಇತರೆ ಕರಾವಳಿ ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿಗೆ ಸಂಬಂಧಿಸಿದ ತುರ್ತು ಚಿಂತೆಗಳನ್ನು ಅವರು ಮುಂದಿಟ್ಟರು. ಈ ಯೋಜನೆಗಳು ಉತ್ತರ ಕನ್ನಡದ ಮೀನುಗಾರ ಸಮುದಾಯಗಳ ಜೀವನೋಪಾಯ ಹಾಗೂ ಪರಿಸರ ವ್ಯವಸ್ಥೆಗೆ ಗಂಭೀರ ಬೆದರಿಕೆಯಾಗಿವೆ. ಈ ಸಭೆಯು ಕರ್ನಾಟಕದ ಮೀನುಗಾರರ ಹೋರಾಟದ ಚಲನವಲನಕ್ಕೆ ಮಹತ್ವದ ಕ್ಷಣವಾಗಿದ್ದು, ಕೇಂದ್ರ ಸರ್ಕಾರದ ಸಾಗರಮಾಲಾ ಯೋಜನೆ ಹಾಗೂ ಅದರೊಂದಿಗೆ ಸಂಬಂಧಿಸಿದ ಖಾಸಗಿ ಬಂದರುಗಳ ವಿಸ್ತರಣೆಗೆ ವಿರೋಧವನ್ನು ಮುಂದುವರಿಸಿದೆ.

ಕೆನಿ, ಕಾರವಾರ, ಅಂಕೋಲಾ ಹಾಗೂ ಹೊನ್ನಾವರ ಕರಾವಳಿ ಪ್ರದೇಶಗಳಿಂದ ಬಂದ ಮೀನುಗಾರ ಪ್ರತಿನಿಧಿಗಳು, ಪರಂಪರागत ಮೀನುಗಾರರ ಭೂಮಿಶಾಯಿ ವಾಸ್ತವಿಕತೆಯನ್ನು ಹಂಚಿಕೊಂಡರು, ಹಾಗೂ ಈ ಯೋಜನೆಗಳಿಂದಾಗಿರುವ ಸಾಂಸ್ಕೃತಿಕ, ಪರಿಸರ ಮತ್ತು ಆರ್ಥಿಕ ಹಾನಿಯನ್ನು ಎತ್ತಿ ತೋರಿಸಿದರು.

ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ಧರಾಮಯ್ಯ ಅವರು ಈ ಚಿಂತೆಗಳನ್ನು ಗಮನದಿಂದ ಆಲಿಸಿ, ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆಗಳಿಂದ ಸಭೆಗಳನ್ನು ಕರೆದು ವಿಷಯವನ್ನು ಸವಿವರವಾಗಿ ಪರಿಶೀಲನೆ ಮಾಡುತ್ತೇವೆ ಎಂಬ ಭರವಸೆ ನೀಡಿದರು.

ಪ್ರತಿನಿಧಿಮಂಡಳಿ ಇತ್ತೀಚೆಗೆ ಹೊನ್ನಾವರದಲ್ಲಿ ಶಾಂತಿಪೂರ್ಣವಾಗಿ ಪ್ರತಿಭಟನೆ ನಡೆಸುತ್ತಿದ್ದ ಮೀನುಗಾರರ ಮೇಲೆ ನಡೆದ ಪೊಲೀಸ್ ದೌರ್ಜನ್ಯವನ್ನು ತೀವ್ರವಾಗಿ ಖಂಡಿಸಿತು ಮತ್ತು ಅಂಥ ಘಟನೆಗಳಿಗೆ ಕಾರಣರಾದ ಪೊಲೀಸರ ವಿರುದ್ಧ ತಕ್ಷಣದ ಕ್ರಮಕ್ಕೆ ಆಗ್ರಹಿಸಿತು. ಜನರಿಂದ ಆಯ್ಕೆಯಾದ ಸರ್ಕಾರದ ಕಾಲದಲ್ಲಿ ಇಂತಹ ಒತ್ತಡ ಹಾಗೂ ಹಿಂಸಾಚಾರವನ್ನು ಸಹಿಸುವಂತಿಲ್ಲ ಎಂದು ಎನ್‌ಎಫ್‌ಎಫ್ ಸ್ಪಷ್ಟಪಡಿಸಿತು.

ಎನ್‌ಎಫ್‌ಎಫ್ ಪ್ರತಿನಿಧಿಮಂಡಳಿಗೆ ಅಧ್ಯಕ್ಷ ರಾಮಕೃಷ್ಣ ಟಾಂಡೆಲ್, ಮಹಾ ಕಾರ್ಯದರ್ಶಿ ಓಲೆನ್ಸಿಯೋ ಸಿಮೋಸ್, ಎನ್‌ಎಫ್‌ಎಫ್ ಕರ್ನಾಟಕ ಕಾರ್ಯಕಾರಿಣಿ ಸದಸ್ಯ ವಿಕಾಸ್ ಟಾಂಡೆಲ್ ನೇತೃತ್ವ ವಹಿಸಿದ್ದರು. ಪ್ರತಿನಿಧಿಗಳಲ್ಲಿ ಎನ್‌ಎಫ್‌ಎಫ್‌ನ ಕಾರ್ಯಕಾರಿಣಿ ಸದಸ್ಯೆ ಉಜ್ವಲಾ ಪಾಟೀಲ್, ಆಂಧ್ರಪ್ರದೇಶದ ಪರಂಪರাগত ಮೀನುಗಾರರ ವೇದಿಕೆ ಅಧ್ಯಕ್ಷೆ ಲಕ್ಷ್ಮಿ, ಮಹಾರಾಷ್ಟ್ರ ಮಚ್ಚಿಮಾರ್ ಕ್ರುತಿ ಸಮಿತಿ (ಎಂಎಂಕೆಎಸ್) ಹಾಗೂ ಎನ್‌ಎಫ್‌ಎಫ್‌ನ ಯುವ ಪ್ರತಿನಿಧಿ ಮೃಣ್ಮಯಿ ವಟ್ಕರೆ ಇದ್ದರು.

ಎನ್‌ಎಫ್‌ಎಫ್ ಮಂಡಿಸಿದ ಪ್ರಮುಖ ಬೇಡಿಕೆಗಳು:

1. ಸಮುದ್ರ ಜೈವವಿವಿಧತೆ ಮತ್ತು ಸಾವಿರಾರು ಪರಂಪರಾಗತ ಮೀನುಗಾರರ ಜೀವನೋಪಾಯಕ್ಕೆ ಅಪಾಯವಾಗುವ ಹೊನ್ನಾವರ ಬಂದರು ಯೋಜನೆಯ ತಕ್ಷಣದ ರದ್ದುಪಡಿಕೆ.

2. ಶಾಂತಿಪೂರ್ಣ ಪ್ರತಿಭಟನೆಗಳಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದ ಮೀನುಗಾರರ ಮೇಲಿನ ಕ್ರಿಮಿನಲ್ ಆರೋಪಗಳ ಹಿಂಪಡೆ ಮತ್ತು ಬಂಧಿತರ ಬಿಡುಗಡೆ.

3. ಪರಂಪರাগত ಕರಾವಳಿ ಸಮುದಾಯಗಳ ಸಮುದ್ರ ಹಾಗೂ ಕರಾವಳಿ ಸಂಪತ್ತುಗಳ ಮೇಲೆ ಅವರ ಹಕ್ಕುಗಳನ್ನು ಕಾನೂನುಬದ್ಧವಾಗಿ ಗುರುತಿಸುವುದು.

4. ಯಾವುದೇ ಕರಾವಳಿ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಗಿಂತ ಮೊದಲು ಸಾರ್ವಜನಿಕ ಸಲಹೆ-ಸೂಚನೆಗಳಿಗೆ ಅವಕಾಶ ಕಲ್ಪಿಸುವ ಪಾರದರ್ಶಕ ಮತ್ತು ಜನತಾಂತ್ರಿಕ ಪ್ರಕ್ರಿಯೆಗಳ ಜಾರಿಗೆ ತಕ್ಷಣ ಕ್ರಮ.

5. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಸಾಗರಮಾಲಾ ಯೋಜನೆಗೆ ಹಾಗೂ ಅದನ್ನು ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳಿಗೆ, ವಿಶೇಷವಾಗಿ ಅಡಾಣಿ ಗುಂಪಿಗೆ ಬಂದರು ವರ್ಗಾವಣೆ ಮಾಡುವ ಪ್ರಕ್ರಿಯೆಗೆ ಕಠಿಣ ವಿರೋಧ.

6. ಇತ್ತೀಚೆಗಿನ ಪ್ರತಿಭಟನೆಗಳ ಸಂದರ್ಭದಲ್ಲಿ ಹೊನ್ನಾವರದಲ್ಲಿ ನಡೆದ ಪೊಲೀಸ್ ದೌರ್ಜನ್ಯಕ್ಕೆ ತಕ್ಷಣದ ಕ್ರಮ ಮತ್ತು ಹೊಣೆಗಾರಿಕೆ.

ಈ ಭೇಟಿಯನ್ನು ಎನ್‌ಎಫ್‌ಎಫ್ ಕರ್ನಾಟಕ ಸರ್ಕಾರವನ್ನು ಕರಾವಳಿ ಸಮುದಾಯಗಳಿಗೆ ಹೊಣೆಗಾರವನ್ನಾಗಿ ಮಾಡಲಿರುವ ಮೊದಲ ಹೆಜ್ಜೆಯೆಂದು ಪರಿಗಣಿಸುತ್ತಿದೆ. ಈ ಹೋರಾಟ ಮುಂದುವರಿಯಲಿದ್ದು, ವಿನ್ನಾಶಕಾರಿ ಬಂದರು ಯೋಜನೆಗಳು ಸಂಪೂರ್ಣ ಹಿಂಪಡೆಯಲ್ಪಟ್ಟು ಶಾಂತಿಪೂರ್ಣ ಪ್ರತಿಭಟನಾಕಾರರಿಗೆ ನ್ಯಾಯ ದೊರೆಗೂವವರೆಗೆ ಎನ್‌ಎಫ್‌ಎಫ್ ಚಲನವಲನವನ್ನು ಉತ್ಕೃಷ್ಟಗೊಳಿಸುವುದಾಗಿ ತಿಳಿಸಿದೆ.

Demands Immediate Withdrawal of the Proposed Port Projects in Uttara Kannada; Demands action against police atrocities on fisher people

On 15th April 2025, a senior delegation of the National Fishworkers’ Forum (NFF) under the leadership of NFF Chairperson Ramakrishna Tandel, met with the Hon’ble Chief Minister of Karnataka, Shri Siddaramaiah, to raise urgent concerns regarding the proposed Honnavar Port Project and other coastal infrastructure development, threatening the livelihoods and ecosystems of Uttara Kannada fishing communities. The meeting was a significant moment for the fisherpeople’s movement in Karnataka, which continues to resist the central government’s Sagarmala initiative and associated private port expansions.

Fisher representatives from the coastal belts of Keni, Karwar, Ankola, and Honnavar voiced the ground-level realities of traditional fisherpeople, emphasizing the cultural, ecological, and economic damage these projects have already caused.

Chief Minister Siddaramaiah acknowledged the concerns raised and assured the delegation that meetings would be convened with relevant departments to address the issues in detail.

The delegation also strongly condemned the recent police violence in Honnavar against peacefully protesting fisherfolk and demanded immediate accountability and action against those police officers responsible. NFF emphasized that such repression under a government elected by the people, cannot not be tolerated.

The NFF delegation was led by Ramkrishna Tandel, Chairperson of NFF, Olencio Simoes, General Secretary of NFF andv Vikas Tandel, NFF Karnataka Executive Commitee memberIt included Ujwala Patil, Executive Committee Member of NFF; Lakshmi, President of the Traditional Fishworkers Forum (Andhra Pradesh); and Mrunmayi Vatkare, Youth Representative of Maharashtra Machhimar Kruti Samiti (MMKS) and NFF.

Key Demands Presented by NFF:
1. Immediate cancellation of the Hunawar Port Project, which threatens marine biodiversity and the livelihoods of thousands of traditional fisherpeople.

2. Withdrawal of criminal charges and release of all arrested fisherpeople involved in peaceful protests.

3. Legal recognition of traditional coastal communities’ sovereign rights over marine and coastal commons.

4. Implementation of transparent and democratic processes, including mandatory public consultations before any coastal development project.

5. Strong opposition to the central government’s Sagarmala project, particularly the transfer of public ports to private corporations like the Adani Group.

6. Immediate action and accountability for police violence in Honnavar during recent protests.

The NFF considers this meeting a first step in holding the Karnataka government accountable to the coastal communities. NFF will intensify its mobilization efforts and remain vigilant until there is a full withdrawal of destructive port projects and justice is served for the violence inflicted on peaceful protestors.

A Mother’s Agonizing Separation During Honnavar Protest:

In a heart-wrenching moment, local fisher people alleged that police personnel arrested women who were protecting their community, separating a mother from her daughter during the protest against the construction of Honnavar port. The poignant image of this mother’s tear-streaked face and her daughter’s anguished cries leaves us pondering: Is this the dawn of a lawlessness in Uttara Kannada district?

Allegations have emerged that the police permitted the port department to conduct illegal surveys on the private lands of fisherfolk without prior notice. This supposed illegal survey is being conducted despite ongoing Lokayukta enquiry on previously attempted alleged illegal land surveys by the same department. The beleaguered community further claims that numerous false FIRs have been filed against impoverished fishermen, deepening their plight. The Honnavar port is being constructed on a highly eroding coast as notified by NCCR, which is not permissible according to CRZ notification. The fisher people had earlier alleged that rowdy sheeters were employed by the company to threaten the villagers. FIR were filed on the rowdy sheeters and return FIR were also filed on the fisher people. The Company had denied any association with rowdy sheeters.

A pressing question looms large—Why is there a push to construct multiple coal-based ports in the ecologically fragile Uttara Kannada district when existing ports languish underutilized? An Indian Institute of Science (IISc) report from 2014 reveals that the district has already surpassed its ecological carrying capacity and cannot endure further development. The devastating Shirur landslide stands as a grim reminder of the environmental havoc wreaked by reckless projects.

The environmental impact assessment of Karwar port underscores several critical concerns:

Population density will surge due to migration.

Daily wages will diminish as increased competition strains the job market.

Poor sanitation will lead to health crises and diseases.

Intense competition for daily sustenance will arise between locals and migrants.

Increase in criminal elements, escalating issues like drug trafficking and criminal activities.

It might become a volatile social and political issue, with racism exploiting existing tensions.

These concerns compel us to ask—Do we truly require such so-called developments? Are these projects genuinely for the common good, or do they merely serve powerful corporate interests?

Note: The Superintend of Police, UttaraKannada district in his recent interview to media has stated that everything is done as per law. Everything was discussed with ministers, Deputy commissioner and Port officials. There will be no hindrance to fishing activities due to port construction. Action will be taken against law breakers and who spread false information. The people who respect law will be respected.
