Darjeeling and the Question of National Security

When we talk about national security, we often think of borders, armies, and territorial integrity. But true national security goes beyond that. It is about the permanent protection of our beliefs, values, way of life, institutions, and the unity and well-being of our people.
For decades, the constitutional and democratic aspirations of the people of Darjeeling have been left unheard. This long-standing neglect has weakened not just administrative trust, but also the cultural and moral security of the people — who see themselves as proud Indians, yet unheard citizens.
The demand from Darjeeling has never been a separatist movement. It has always been a movement rooted in nationalism, dignity, and inclusion — a call to be recognized within the democratic framework of the Indian Constitution.
When genuine democratic voices are ignored, it creates a vacuum — a space that can be easily exploited by external forces seeking to divide us. Addressing the concerns of Darjeeling is not just about regional development or statehood debates. It is about strengthening India’s unity and national security from within.
Let us remember: National security is not maintained through fear or force, but through trust, justice, and inclusion.

If the present situation continues unaddressed, the following concerns are likely to persist:

These factors collectively threaten national security in its holistic sense.

It is therefore recommended that:
1. A comprehensive review of the governance and development framework for the Darjeeling region be undertaken immediately.

3. The Ministry of Home Affairs recognize Darjeeling’s issue not merely as a “law and order” or “state subject,” but as a matter of national integration and security.
4. A coordinated approach involving the Ministries of Defence, External Affairs, and Tribal Affairs be considered, given the region’s strategic and ethnic sensitivities.
