The Brahmaputra Basin is experiencing some of the most complex humanitarian and climate challenges of our time intensifying floods, rapid riverbank erosion, large-scale displacement, and shifting hydrological patterns that continue to reshape lives across Assam.
To collectively understand these realities and chart a roadmap for resilience, a two-day People’s Consultation on Strengthening Humanitarian Response and Climate Resilience in the Brahmaputra Basin was held in Jorhat.
Organised by NEADS, in collaboration with IAG Assam and various local humanitarian actors, and supported by Start Network, the consultation brought together humanitarian practitioners, climate experts, youth groups, women’s collectives, and community leaders from across the valley.
The discussions highlighted institutional gaps, ground experiences of vulnerable communities, and the evolving risks influenced by climate change. Participants also explored climate-resilient livelihoods, community-driven disaster response, ecosystem restoration, inclusive social protection, and the crucial role of localization.
The event concluded with the adoption of the People’s Declaration for a Resilient Brahmaputra Basin, calling for people-centred, climate-informed, locally led humanitarian action anchored in anticipatory strategies and community leadership.

During the 16 Days of Activism, the world comes together to speak loudly against gender-based violence but our commitment does not end here. Violence doesn’t happen only for 16 days, and we don’t stand against it only for 16 days. These days are simply a reminder… a spark to keep fighting every single day of the year.
NEADS, in collaboration with SNASM (Sanmilata Nari Adhikar Suraksha Mancha) and various organisations across Jorhat district, joined hands to raise awareness and stand with survivors. Through our street plays and community outreach, we brought real stories to the community stories of struggle, courage, and hope that too many women carry in silence.
We saw people pause, listen, reflect.
We saw conversations begin.
And that is where change starts.
To every woman who has suffered quietly we see you, we hear you, and we walk beside you.
To every girl dreaming of safety and freedom, this movement is for you.

What began as support for Juruna Bhuyan has now become a beautiful chain of sharing. After raising her goat with care, Juruna passed the first goat kid to Julekha Khatun — helping her begin her own livelihood journey.

is honoured to participate in the Panel on Transboundary Water Cooperation and the Future of Humanity at the South Asia Regional Dialogue on Climate Adaptation and Resilience held in Bangkok.

The dialogue was organised by the Asian Disaster Preparedness Center (ADPC) in partnership with South Asian Association for Regional Cooperation (SAARC), bringing together experts, practitioners and civil society leaders from across the region.

Madhulika Shome represented NEADS at this important event, contributing to the exchange of ideas on climate resilience, regional collaboration and the shared responsibility of managing transboundary water resources from Barak-Meghna River Basin, Assam.

Thanks to ADPC, SAARC and fellow participants for this platform of learning and collaboration. Together, we continue to strive for a resilient and cooperative South Asia.

A meaningful two-day workshop on ‘Community-led Disaster Risk Reduction and Humanitarian Response & Advocacy in the Context of Floods and River Erosion in Assam’ was held at Dibrugarh University.

Organised by in collaboration with the Centre for Social Work Studies, and supported by the Start Network, the workshop brought together 30+ participants including Community Based Organisations (CBOs), local humanitarian and development CSOs, flood & erosion-affected community members, youth leaders, women’s groups, students and academia.

Together we:
✅ Shared knowledge and lived experiences from the ground
✅ Strengthened community-led disaster preparedness and advocacy
✅ Built stronger coordination for humanitarian response
✅ Designed advocacy plans for systemic change

In inaugural remarks, Tirtha Prasad Saikia, Director of NEADS, emphasised the urgent need for community-led approaches to disaster preparedness and advocacy, particularly in the face of Assam’s recurring floods and riverbank erosion. Dr. Manuj Dutta, Assistant Professor at the Centre for Social Work Studies, extended a warm welcome to all participants.

The technical sessions featured inputs from Luit Goswami (RVC), Rajen Saikia (IAG Dhemaji) and Deborah Sangma (IAG Assam) on grassroots resilience, coordination in emergencies and strategies for policy influence.

The workshop strengthened capacities in DRR, improved stakeholder collaboration and paved the way for advocacy initiatives among the members. Participants expressed optimism that the learning and connections built will help shape more resilient communities across the flood-prone areas.

This initiative reaffirmed that real resilience begins with communities themselves. A heartfelt thanks to all trainers, speakers, partners and participants for making this workshop impactful. Together, we move forward to build stronger and more resilient communities along the Brahmaputra river basin.

is proud to partner in the Meghna Knowledge Forum – II (MKF II) held from 23–25 July 2025 at Asian Institute of Technology (AIT), Bangkok, co-organised by International Union for Conservation of Nature (IUCN), South Asian University and AIT.

Held under the theme ‘Building Community and Ecosystem Resilience to Climate Change,’ the forum brought together 120+ participants from over 80 organisations across the Barak-Meghna River Basin.

A delegation from NEADS actively participated in the forum, contributing local knowledge, grassroots perspectives and frontline experiences from North-East India. NEADS also co-organised a side event on ‘Community-Led Adaptation Strategies for Resilience in the Barak-Meghna River Basin’ in collaboration with the Centre for Natural Resource Studies (CNRS).

In addition, NEADS took part in the exhibition booth, showcasing its ongoing work on community-based climate adaptation, nature-based solutions and resilience-building initiatives in flood-prone riverine regions of Assam.

We thank IUCN and all co-conveners for creating this dynamic platform for regional dialogue, shared learning and community-driven climate action.

'Strengthening Local Voices for Stronger Communities!'

organised a day-long capacity building workshop at Jhanjimukh, Jorhat, focused on 'Strengthening Community-Based Institutions for Local Governance and Development.'

The training brought together active members from various Self Help Groups (SHGs), Village Development Committees, Youth and Women’s Forums and other community-based platforms. Together, we explored ways to enhance grassroots leadership, participatory governance and community-led development.

Strengthening Community Leadership in Disaster Response | Majuli,

in collaboration with Inter Agency Group - Assam, recently hosted a two-day workshop in district as part of its ongoing programme on Strengthening Community Leadership in Disaster Response. The initiative is focused on empowering local communities to lead Disaster Risk Reduction (DRR) and humanitarian response, especially in the face of recurring floods and riverbank erosion that continue to impact lives and livelihoods in the region.

With the generous support of the Start Fund Learning Initiative, the workshop brought together grassroots leaders, community task force volunteers and frontline responders from various local institutions. Over the two days, participants engaged in powerful dialogues, shared lived experiences, and co-developed locally led solutions aimed at building a more resilient and prepared future.

This is an initiative that reaffirms the importance of local leadership and indigenous knowledge in disaster preparedness and humanitarian action.

📍 Situation Update: Assam Floods – 3rd June 2025

The flood situation in Assam has drastically worsened, according to the official SitRep released by Assam State Disaster Management Authority (ASDMA) today. 21 districts are now reeling under floodwaters, affecting over 1506 villages and impacting more than 6.33 lakh people across the state.

🔹 People affected: 6,33,114+
🔹 Villages inundated: 1,506+
🔹 People in relief camps: 39,746 across 223 camps
🔹 Relief distribution centres: 288 operational

With continuous rainfall, the situation remains critical, especially for vulnerable communities in low-lying and riverine areas of the Brahmaputra and Barak valley regions. The need for coordinated humanitarian response is more urgent than ever.

Humanitarian actors, local authorities and community responders are actively engaged on the ground, but the scale and intensity of the floods call for enhanced coordination, urgent resources and swift action to support the most vulnerable.

Let’s unite in responding to this escalating emergency. Coordinated relief efforts and solidarity are critical to mitigate the impact on affected communities and help them recover with dignity.

Mapping Risks, Empowering Communities!

As part of ongoing initiative ‘Strengthening Local Communities to Lead Disaster Risk Reduction & Humanitarian Action against Floods & River Erosion’- supported by Start Network- we are working closely with flood- and erosion-prone communities across Jorhat, Golaghat, Majuli & Dibrugarh districts in the Upper Brahmaputra Basin.

Through participatory risk and vulnerability mapping, local communities are taking the lead in identifying high-risk zones, locating safe shelters and marking available resources. This process is not only generating critical, ground-level data- it is also helping to build community ownership in disaster preparedness and response.

By putting the power of knowledge in the hands of the people, we are building stronger, faster and more inclusive systems- led by the people, for the people.
