NHM Representatives Meet Governor of Himachal Pradesh

Jammu, April 17, 2026

A delegation of NHM Employees Association (NHMEA-REG JK UT), led by President Mr. Rohit Seth along with senior representative Mr. Mohit Seth, called on Sh. Kavinder Gupta, Hon’ble Governor of Himachal Pradesh, at his residence in Jammu today.

At the outset, the delegation extended warm congratulations to the Hon’ble Governor on the upcoming marriage of his son and conveyed their best wishes for the occasion. They also wished his son a happy and prosperous married life along with good health and long life.

During the meeting, the delegation held a detailed discussion regarding the issues and challenges faced by NHM employees in Jammu & Kashmir. The representatives highlighted that NHM employees are being subjected to step-motherly treatment, while in neighboring states, governments are continuously extending benefits and incentives to their NHM workforce.

The delegation specifically informed the Hon’ble Governor that the Himachal Pradesh Government has recently provided significant relief to NHM employees by enhancing their salaries during the Assembly session. They urged him to use his good offices to advocate for similar measures in Jammu & Kashmir.

Various categories of NHM staff including Medical, Paramedical, CHOs, BAM's, DAM's, RNTCP staff, ANMs, ASHAs, and other allied employees were discussed in detail.

Key demands such as salary hike, implementation of equal work equal pay, provision of loyalty bonus, and a clear transfer policy were also put forth before the Hon’ble Governor.

The Hon’ble Governor gave a patient hearing to the delegation and assured that the genuine concerns of NHM employees would be taken into consideration.

Hard work paid of....!!
A significant development from Government Medical College, Jammu regarding the grant of 2½ days’ pay and allowances in favour of non-gazetted employees of the Health & Medical Education Department.

As per the official communication issued by the Principal & Dean, all concerned authorities have been directed to submit the financial implications of the concerned posts within a strict timeline of three days. The matter has been marked as MOST URGENT and TIME BOUND, indicating that further action is expected soon.

This step reflects a positive move towards addressing the long-pending concerns of non-gazetted employees. Now, all eyes are on the concerned departments to respond promptly so that the process can move forward without delay.

Let’s stay united and hopeful for a favorable outcome for all employees.

Enhancement of Financial Benefits for AYUSH Medical Officers in Odisha

The Government of Odisha, Health & Family Welfare Department, has issued an order dated 06.03.2026 regarding the enhancement of financial benefits for AYUSH Medical Officers engaged under the National Health Mission (NHM) and State-funded MHU (Mobile Health Unit) schemes.

Recognizing the continuous demands and valuable contributions of AYUSH Doctors in the successful implementation of various health programs, the Government has approved additional monthly financial benefits based on years of service experience.

The revised structure is as follows:

Less than 5 years: ₹20,000 per month
5 to less than 10 years: ₹25,000 per month
10 to less than 15 years: ₹30,000 per month
More than 15 years: ₹40,000 per month

These additional benefits will be:
Paid monthly from the State Budget
Independent of NHM (PIP) norms
Continued alongside existing remuneration as per norms

However:
No additional performance incentives or annual increments will be applicable on this benefit.
The benefit is co-terminus with the scheme duration.
It comes into effect from the date of issue of the order.

This decision reflects the Government’s acknowledgment of the dedication and service of AYUSH Medical Officers and aims to boost their morale and financial stability.

Unions push for Rs 69,000 minimum pay and 6% annual hike

At the centre of the demands is a sharp jump in minimum basic pay to Rs 69,000. The committee has suggested a fitment factor of 3.83, which would significantly raise existing salaries and pensions.

The proposals focus on higher basic pay, better pension security and improved allowances.

Central government employees may see a major overhaul in salaries and benefits if the latest set of demands placed before the 8th Pay Commission is accepted. The draft committee of the National Council (Joint Consultative Machinery), known as NC-JCM, has submitted its final memorandum, outlining what it believes should change from 2026.

The proposals focus on higher basic pay, better pension security and improved allowances, reflecting rising living costs and changing family needs.

NHMEA-REG JK UT

Mr. Rohit Seth, President of NHM Employees Association (Regd.) JK UT, along with Mr. Mohd Azam, Media Incharge, held an important meeting with NHM employees at GMC Jammu.

During the meeting, the issues and concerns of the employees present were carefully heard and discussed in detail.

Prior to this, the President had convened an internal meeting with Dr. Ashraf Giri, Chief Spokesperson, and Dr. Nazir, General Secretary.
In that meeting, it was unanimously decided that the Association will focus on strengthening its presence at the ground level by actively engaging with employees and building a strong, united platform across all districts.

The initiative began today with the visit to GMC Jammu, marking the first step towards achieving the larger goal of uniting all NHM employees under one platform.

Although not all employees could attend this meeting, it was assured that in the upcoming meetings, participation from all sections of employees will be ensured.

In the coming days, similar meetings will be organized at GMC Jammu and various hospitals across the city to establish strong units at every hospital.
From these units, dedicated and active employees will be inducted into the District Unit to further strengthen the organizational structure.

Furthermore, NHM Employees Association (Regd.) JK UT is committed to taking significant and impactful steps in the near future for the welfare of employees and to effectively address their concerns.

All employees are requested to stay connected, remain united, and actively participate so that the Association becomes stronger and more effective in representing their collective voice.

NHM Review Meeting Postponed

Srinagar/Jammu, April 10, 2026:

It is hereby informed that the review meeting of the National Health Mission (NHM), which was scheduled to be held on 15th April 2026 at Civil Secretariat, Jammu under the chairmanship of the Chief Secretary, J&K, has been postponed till further orders.

The meeting was convened to review the overall functioning and progress of NHM in the Union Territory of Jammu & Kashmir.

The fresh date and time for the meeting will be communicated separately by the concerned authorities.

All concerned officers and stakeholders are advised to take note of the postponement and await further communication.

We welcome the convening of the high-level review meeting of the National Health Mission (NHM) by the Chief Secretary, J&K, scheduled for 15th April 2026 at Civil Secretariat Jammu. This meeting reflects the government’s attention towards reviewing the functioning and implementation of NHM across the Union Territory.

On this important occasion, we, on behalf of NHM employees across Jammu & Kashmir, wish to draw the attention of the administration towards the long-pending and genuine issues faced by NHM staff. Despite playing a crucial role in strengthening public healthcare services, NHM employees continue to work under uncertainty, without job security, fair wages, and adequate service benefits.

We strongly urge the authorities to utilize this review platform not only to assess program performance but also to address the concerns of the workforce who are the backbone of NHM.

Key issues such as regularization policy, timely salary disbursement, implementation of SNA SPARSH guidelines, provision of loyalty bonus for long-serving employees, and strengthening of financial and administrative structures must be given due priority.

The demand for a loyalty bonus is especially justified for employees who have rendered more than a decade of dedicated service under NHM and continue to serve in challenging conditions without recognition of their commitment.

We remain hopeful that this meeting will bring positive outcomes and concrete decisions for the welfare of NHM employees and overall improvement of healthcare services in J&K.

Important Update for NHM Employees (J&K)

A new order has been issued by the Mission Director, NHM J&K regarding the time-bound disposal of complaints related to NHM employees.

👉 All complaints related to financial irregularities and professional conduct will now be strictly examined by the concerned authorities.
👉 Most importantly, all such complaints must be resolved within 15 days from the date of receipt.
This step aims to ensure transparency, accountability, and timely justice within the system.

We hope this brings more clarity and fairness for all NHM employees across J&K.

*NHMEA-REG JK UT Core Committee Meeting at Jammu: Call for Unity and Resolution of Key Issues*

A meeting of the core members of NHMEA-REG JK UT was convened today at Jammu to discuss the pressing concerns of NHM employees and to chart out a unified strategy for the future.

The committee emphasized the urgent need for unity among all employees and resolved that leadership must now come from the front with a strong and collective approach. Members reiterated that only a united platform can effectively address the long-pending issues faced by NHM employees.

Key issues and demands discussed during the meeting included timely release of salaries, transfer policy, job security and a clear regularization policy, enhancement of wages, implementation of service benefits at par with regular employees, improvement in working conditions across all districts, and full implementation of SNA SPARSH guidelines as directed by the MD NHM. The committee also demanded that all accounts-related work be reassigned back to BAMS and DAM cadres.

The core committee assured all NHM employees that the registered union remains fully committed to resolving these issues and urged everyone to maintain trust in the organization. It was unanimously decided that all employees willing to work for the welfare of NHM staff should come together under one umbrella, NHMEA-REG JK UT.

The union has given a period of 15 days for all employees to unite and support the collective cause, failing which further course of action will be decided in the interest of employees.

The NHMEA-Reg JK UT Jammu Division expresses its deepest condolences on the sad demise of Smt. Brij Bala, beloved mother of our esteemed colleague Dr. Rohit Bhardwaj.

Her passing is an irreparable loss to the family, and we stand in solidarity with them during this time of profound grief. Her life was a reflection of strength, values, and grace, and her memories will always remain a source of inspiration.

Mr. Rohit Seth, Provincial President, NHMEA-Reg JK UT Jammu Division, conveyed his heartfelt sympathies and stated:

NATIONAL HEALTH MISSION EMPLOYEES ASSOCIATION (NHMEA-REG), J&K UT

The National Health Mission Employees Association (NHMEA-REG), J&K UT expresses serious concern over the continued neglect of the genuine and long-pending demands of NHM employees across the Union Territory.

Despite rendering dedicated and tireless services for more than a decade, particularly in remote, rural, and far-flung areas, NHM employees are still deprived of basic job security, fair wages, and equitable service benefits. The recent developments, including protest actions and strikes by NHM employees in various parts of Jammu & Kashmir, clearly reflect the growing frustration and discontent among the workforce.

The Association strongly supports the legitimate demand of “Equal Pay for Equal Work” and condemns any unjustified salary deductions or delays that further demoralize the employees. It is highly unfortunate that even after years of service, NHM employees continue to work under contractual uncertainty without a concrete regularisation policy.

NHMEA-REG, J&K UT urges the Government to:
Formulate and implement a comprehensive regularisation policy for NHM employees

Ensure timely and full disbursement of salaries without deductions

Address the issue of pay disparity in a just and transparent manner

Provide social security and service benefits at par with other employees

The Association also appeals to all NHM employees to remain united, disciplined, and vigilant, and to continue their struggle in a peaceful and lawful manner under the banner of the registered union.

If the concerns of NHM employees are not addressed in a time-bound manner, the Association will be compelled to intensify its course of action in the coming days.
