विषय: एम्बुलेंस माफिया, मरीजों की दलाली, क्वैकरी तथा जनस्वास्थ्य को हो रही गंभीर क्षति के संबंध में – EthicsCon 2026 में हुए मंथन के निष्कर्षों के आधार पर

महोदय,
सादर निवेदन है कि इंडियन मेडिकल एसोसिएशन, जबलपुर द्वारा आयोजित दो दिवसीय राष्ट्रीय सम्मेलन EthicsCon 2026 में देश एवं प्रदेश के प्रतिष्ठित चिकित्सकों, विशेषज्ञों और नीति विषयक जानकारों ने चिकित्सा व्यवस्था से जुड़े अनेक गंभीर सामाजिक एवं नैतिक विषयों पर विस्तृत विचार-मंथन किया। यह सम्मेलन विशेष रूप से इसलिए महत्वपूर्ण रहा क्योंकि इसमें उन कारणों पर गहन चर्चा हुई, जिनके कारण आम जनता का स्वास्थ्य और जीवन दोनों खतरे में पड़ रहे हैं।

सम्मेलन के दिनांक 22 फरवरी को विशेष रूप से निम्नलिखित बिंदुओं पर विस्तार से चर्चा हुई, जिनकी ओर आपका ध्यान आकृष्ट करना हम अपना नैतिक कर्तव्य समझते हैं:

1. चिकित्सा में नैतिकता (Ethics in Medical Practice):
डॉ. अमरेंद्र पांडेय द्वारा “रोल ऑफ एथिक्स इन प्राइवेट प्रैक्टिस ऑफ डॉक्टर्स” विषय पर चर्चा की गई, जिसमें सर्वसम्मति से यह निष्कर्ष निकला कि किसी भी डॉक्टर के सफल और सम्मानजनक करियर की नींव नैतिकता होती है। यदि यह नींव कमजोर होगी तो पूरी व्यवस्था डगमगा जाती है और उसका सीधा नुकसान मरीजों को होता है।

2. छिंदवाड़ा कफ सिरप त्रासदी और दवा प्रणाली की जवाबदेही:
डॉ. आदित्य परिहार द्वारा इस अत्यंत संवेदनशील विषय पर चर्चा कराई गई। इसमें यह स्पष्ट हुआ कि केवल डॉक्टरों को बलि का बकरा बनाकर समस्या का समाधान नहीं होगा, बल्कि दवा निर्माण से लेकर बाज़ार में पहुँचने तक पूरी श्रृंखला की जवाबदेही तय करनी होगी। प्रशासनिक तंत्र को किसी भी त्रासदी से पहले ही सतर्क और सक्रिय होना होगा।

3. डॉक्टरों पर बढ़ती हिंसा और एकता की आवश्यकता:
तीसरे पैनल डिस्कशन में यह निष्कर्ष निकला कि आज डॉक्टरों को भी अधिवक्ताओं और प्रशासनिक सेवाओं की तरह संगठित और एकजुट रहने की आवश्यकता है, ताकि वे न केवल अपनी सुरक्षा सुनिश्चित कर सकें बल्कि समाज को बेहतर और सुरक्षित चिकित्सा सेवा दे सकें।

4. चिकित्सा एवं सर्जरी में क्वैकरी (Quackery):
यह विषय अत्यंत गंभीर है। चर्चा में सामने आया कि अनेक झोलाछाप एवं अप्रशिक्षित लोग राजनीतिक संरक्षण के कारण खुलेआम इलाज कर रहे हैं, जिससे आम जनता का जीवन खतरे में पड़ रहा है। इससे न केवल गलत इलाज हो रहा है, बल्कि सुपरबग (एंटीबायोटिक रेजिस्टेंस), टीबी और कुष्ठ रोग (लेप्रोसी) जैसी बीमारियों का प्रसार भी बढ़ रहा है। यह एक प्रकार से आने वाली पीढ़ियों के स्वास्थ्य के साथ खिलवाड़ है।

5. एम्बुलेंस माफिया और मरीजों की दलाली:
सम्मेलन में यह भी गंभीरता से सामने आया कि अनेक स्थानों पर एम्बुलेंस चालक मरीजों और उनके परिजनों को गुमराह कर, पैसे के लालच में उन्हें जबरन कुछ चुनिंदा अस्पतालों में ले जाते हैं। इससे भी अधिक दुर्भाग्यपूर्ण यह है कि कुछ अस्पताल एम्बुलेंस चालकों को मरीज “चुराने” के लिए भुगतान करते हैं। यह प्रथा न केवल अनैतिक है, बल्कि सीधे-सीधे मरीजों की जान और उनके आर्थिक शोषण से जुड़ी हुई है। कई बार समय पर सही इलाज न मिलने के कारण मरीजों की हालत बिगड़ जाती है या जान तक चली जाती है। यह एक संगठित अपराध का रूप ले चुका है, जिसे तुरंत और सख्ती से रोकना अत्यंत आवश्यक है।

6. इंदौर में प्रदूषित पानी से हुई मौतों का मुद्दा:
डॉ. आदित्य परिहार द्वारा इस विषय पर चर्चा कराई गई, जिसमें यह निष्कर्ष निकला कि यदि समय रहते प्रशासन और स्वास्थ्य विभाग चेत जाता, पुराने पाइप कनेक्शन, क्लस्टर में बढ़ते मामलों और चेतावनी संकेतों पर ध्यान देता, तो इस त्रासदी को रोका जा सकता था। यह घटना प्रदेश की छवि को भी नुकसान पहुँचाने वाली रही है।

महोदय,
इन सभी चर्चाओं का सार यही है कि यदि समय रहते ठोस और निर्णायक कदम नहीं उठाए गए, तो आम जनता का विश्वास चिकित्सा व्यवस्था से उठता चला जाएगा और जनस्वास्थ्य को अपूरणीय क्षति होती रहेगी।

अतः हम आपसे विनम्र अनुरोध करते हैं कि:

एम्बुलेंस माफिया और मरीजों की दलाली पर सख्त और त्वरित कार्रवाई की जाए।
क्वैकरी के विरुद्ध राज्य स्तर पर विशेष अभियान चलाकर ऐसे फर्जी चिकित्सकों पर कठोर कानूनी कार्रवाई की जाए।
दवा आपूर्ति श्रृंखला, अस्पताल व्यवस्था और आपातकालीन सेवाओं की नियमित और सख्त निगरानी सुनिश्चित की जाए।
डॉक्टरों और मरीजों—दोनों की सुरक्षा और हित में स्पष्ट, पारदर्शी और कड़े नियम लागू किए जाएँ।

Thanks a lot to thr brilliant and genius Rajya sabha member and our true hero resp Shree Vivek Tankha sahab for asking this question on quackery in dermatology in the parliament and what a shame that the government has lied on record as we have proof of multiple complaints.

Ima Jabalpur ,Mpnha Jabalpur Hospitals Association, IADVL Jabalpur , Iadvl Mp , IADVL Hq,IDDAQ and Neoehtical professionals Association are very greateful as all of the above are fighting these battles in various courts against quackey foe the inmocent patients .

❗ Dermatophytosis / Tinea infection is NOT a joke
This recent medico-legal judgment proves it.

A doctor in Bengal has been ordered to pay ₹2.5 lakh compensation because the treatment for Tinea corporis (fungal infection) was found to be deficient, even though there was no medical negligence.
This clearly shows that improper or casual treatment of fungal infections — especially steroid misuse — can be dangerous and legally risky.

This much-needed awareness is possible today because of the continuous advocacy of Dr Amarendra Pandey and his PubMed-indexed research, which have repeatedly highlighted that tinea infections must be treated seriously, scientifically and ethically.

बंगाल के एक डॉक्टर को ₹2.5 लाख क्षतिपूर्ति देने का आदेश दिया गया क्योंकि टीनिया कॉर्पोरिस (फंगल इंफेक्शन) के उपचार में कमी पाई गई — भले ही मेडिकल नेग्लिजेंस (लापरवाही) नहीं थी।

Subject: Immediate removal and disciplinary action against members involved in s*x determination and female foeticide — Formal Legal Notice

Sir / Madam,

This is to issue a formal and urgent notice concerning the deeply concerning and criminal activities of certain so-called medical professionals, who have been publicly exposed and credibly implicated in illegal s*x determination and female foeticide practices within Jabalpur and adjoining regions.

Such acts constitute not only gross violations of the PCPNDT Act, but also represent a moral collapse that undermines the dignity of the medical profession and erodes public faith in the institutions entrusted to safeguard patient welfare and human rights.

As the Founding National Chairman and Convenor of the Neoehtical Professionals Association, and as part of our national initiative against quackery and unethical practices, I hereby direct the following actions to be taken immediately by both your associations:

1. Immediate Suspension & Removal
Suspend from membership and remove from all official roles any members who have been publicly named or are credibly alleged to be engaged in s*x determination or female foeticide.

2. Transparency & Cooperation
Submit within seven (7) days from the date of this notice:

A list of members suspended or removed, along with the grounds for action.

Copies of any internal inquiry reports or complaints related to these individuals.

A written assurance that your associations are cooperating with the relevant government and law enforcement authorities.

3. Zero-Tolerance Declaration
Issue a public statement reaffirming your associations’ zero-tolerance policy toward any form of s*x determination, female foeticide, or unethical medical conduct, along with details of the disciplinary measures being adopted immediately.

4. Evidence Preservation
Ensure that all relevant records, reports, appointment logs, ultrasound data, and CCTV footage are secured and preserved for the ongoing and upcoming investigations. Any destruction, concealment, or tampering of evidence will be treated as criminal abetment.

Failure to act on these directions within the stipulated time will leave me with no alternative but to include both IMA Jabalpur and the Jabalpur Gynecological Society, along with their office-bearers, as parties in the forthcoming legal proceedings before the competent authorities.

Let me emphasize: this is not a personal issue but a moral, legal, and professional one. The medical fraternity cannot afford silence or complicity in crimes against unborn female children. Your associations must lead by example through decisive, transparent, and ethical action.

As now clearly highlighted and published in the leading daily newspaper of Jabalpur — Dainik Bhaskar, it is evident to the innocent patients and the public that dentists, pathologists, IMA office bearers, or those with influential contacts do not qualify or have the legal right to pose and practice as dermatologists.

Patient safety, ethical medical practice, and the sanctity of genuine dermatology must be protected — no matter how powerful the imposters or their connections may be.
