New Delhi: The Vice President of Jamaat-e-Islami Hind (JIH), Prof. Salim Engineer has expressed deep concern over the renewed escalation of violence in Manipur, stating that the recent incidents reflect a serious humanitarian and civil liberties crisis that requires urgent and accountable intervention by the authorities.

In a statement to the media, Prof. Salim Engineer said, "The tragic killing of two young children in their home, along with the loss of civilian lives during protests and the killing of civilians and a security personnel in separate incidents, is deeply disturbing and reflects a grave failure to protect innocent lives. Such incidents must be unequivocally condemned, irrespective of who is responsible. The reported use of lethal force by security personnel against protesters raises serious questions about proportionality and adherence to established norms governing the use of force. It is essential that an independent, impartial, and time-bound investigation be conducted into all incidents, including the initial attack and subsequent firing, so that accountability is ensured and public trust is restored."

Prof. Salim Engineer stated, "The expansion of the conflict to involve Meitei, Kuki-Zo, and Naga communities marks a dangerous escalation and indicates a breakdown of dialogue and trust. The continuing imposition of curfews and suspension of internet services, while intended as security measures, have significant implications for civil liberties, including access to information and the ability to independently document developments on the ground. There is also concern that delayed investigations and the absence of visible progress in identifying those responsible may further deepen public anger and mistrust. The growing militarisation of civilian spaces, including the use of heavy weaponry and armed responses in populated areas, has made ordinary citizens increasingly vulnerable and insecure."

The Vice President of Jamaat-e-Islami Hind averred, "The situation also reflects deeper structural issues that have remained unresolved since the outbreak of violence in 2023, which has already resulted in significant loss of life and displacement of thousands of people. The widening of the conflict, coupled with competing narratives and mutual accusations among communities, risks further polarisation and instability. It is important that no community is collectively blamed, as such tendencies only aggravate tensions. The government must take urgent steps to ensure the protection of all communities and uphold the rule of law in a fair and impartial manner."

He further said, "Addressing the situation in Manipur requires more than security measures. There is a pressing need for a comprehensive approach that includes credible investigations, accountability for all acts of violence, restoration of civil liberties, and meaningful engagement with civil society and community representatives. Dialogue, reconciliation, and confidence-building measures must be prioritised to prevent further escalation. Jamaat-e-Islami Hind urges the authorities to ensure transparency, uphold constitutional rights, and take concrete steps towards restoring peace and normalcy. Sustainable peace can only be achieved through justice, accountability, and respect for human dignity and civil liberties."

โ€œSupreme Courtโ€™s Denial of Bail to Umar Khalid and Sharjeel Imam Is a Travesty of Justiceโ€

SIO welcomes the grant of bail to Gulfisha Fatima, Meeran Haider, Shifa Ur Rehman, Md. Saleem Khan and Shadab Ahmed, which brings long-delayed relief after years of incarceration without trial. However, this partial relief stands in stark contrast to the continued denial of bail to Umar Khalid and Sharjeel Imam, who have now spent more than five years in prison under the UAPA without conviction. The selective distinction drawn by Supreme court among accused allegedly linked to the same โ€œlarger conspiracyโ€ legitimises indefinite pre-trial detention and undermines the foundational constitutional principle that bail is the rule and jail the exception. Prolonged imprisonment without trial amounts to punishment by process, and the Courtโ€™s observation that their โ€˜continued detention has not crossed constitutional impermissibilityโ€™ yet reflects another dangerous shift.โ€

At a time when several right-wing individuals connected to an ecosystem of violence remain free, the continued incarceration of Umar Khalid and Sharjeel Imam exposes the political use of draconian laws like the UAPA to silence student activists and vocal Muslim voices. SIO demands the immediate release of all political prisoners, an end to the misuse of anti-terror laws against dissent, and time-bound trials with strict judicial scrutiny of prolonged detention. Freedom is not a concession; it is a right.
