We, the Thadou Students` having solemnly resolved to constitute ourselves into Thadou Students` Association with a view to achieving unity, fraternity, well-being and advancement of both physical, mental education among the Thadou Students community in our constituent assembly this 9th day of June, 1995 do hereby adopt enact and give ourselves to this constitution.

TSA Rejects KZC's Contradictory Statements, Reaffirms Thadou's Distinct Constitutional Identity

1. The Thadou Students' Association (TSA) unequivocally rejects the contradictory and misleading statements issued by the Kuki-Zo Council (KZC) regarding the killing of six Naga civilians, including two pastors abducted from Leilon Vaiphei on 13 May 2026.

2. In a press conference on 25 June 2026, KZC Chairman Henlianthang Vaiphei publicly apologized "on behalf of my people." Within twenty-four hours, however, KZC attempted to dilute that apology by claiming it was merely a humanitarian expression and not an acknowledgment of responsibility. An apology cannot be followed by an immediate disclaimer without undermining its sincerity, credibility, and moral purpose. Genuine remorse must be unequivocal, wholehearted, and consistent.

3. TSA also strongly condemns KZC's attempt to justify the use of the obsolete and derogatory term "Kacha Naga." The fact that the term once appeared in historical legislation does not justify its continued use after the constitutional nomenclature was substituted in 2012. Respect for victims begins with respecting their identity.

4. TSA further rejects KZC's claim to speak on behalf of all non-Naga tribal communities. Constitutionally, there is no standalone Scheduled Tribe named "Kuki" or "Kuki-Zo" in Manipur. The Constitution recognizes "Any Kuki tribes" as one Scheduled Tribe entry, while Thadou and several other non-naga tribes are separately recognized as distinct Scheduled Tribes with their own constitutional identities. Likewise, the Zomi are a distinct ethnic community comprising seven constitutionally recognized tribes that have publicly rejected the labels "Kuki" and "Kuki-Zo."

5. Accordingly, any organization constituted under the banner of "Kuki" or "Kuki-Zo" cannot presume to represent constitutionally distinct tribes such as the Thadou or the Zomi without their express consent. At most, KZC can claim to represent those communities and individuals who voluntarily identify under the "Any Kuki tribes" category or subscribe to the Kuki separatist ideology. It has no constitutional, legal, or moral mandate to speak on behalf of the Thadou people or any other separately recognized tribe without authorization from their legitimate representative bodies.

6. The Thadou community has its own identity, history, institutions, and apex body, Thadou Inpi Manipur (TIM). No organization has the authority to appropriate that identity or issue apologies, political declarations, or public statements in the name of the Thadou people without the explicit consent of TIM.

7. TSA calls upon all organizations to respect constitutional identities, use respectful and contemporary terminology for all communities, and contribute to peace through truth, accountability, and responsible leadership rather than political expediency.

The Thadou Students' Association (TSA) extends its heartfelt congratulations to Pu Henlun Thadou on his election as the Thadou Mouzadar, Assam, succeeding Pu Lienkhojang Thadou, who has served the Thadou community with dedication.

The institution of the Mouzadar, established under the Assam Land and Revenue Regulation, 1886, represents traditional leadership in land and revenue administration while serving as an important link between the community and the civil administration.

We thank the outgoing Mouzadar for his invaluable service and wish the newly elected Mouzadar wisdom and success in serving the Thadou community of Assam.

TSA Condemns Politicisation of Haokhogin Lhouvum’s Killing,
Demands Respect for Family’s Wishes and NIA Probe

1. The Thadou Students Association (TSA) strongly condemned on the tragic killing of Mr. Haokhogin Lhouvum of Lasan Village, a Thadou village in Kangpokpi District, who was shot dead by armed miscreants while working on his farm on 9th June, 2026.

2. TSA firmly deplores attempts to politicise this tragic death by linking it to the recovery of the bodies of six abducted Naga individuals at Leilon Vaiphei on 10th June, 2026.

3. TSA is further concerned by reports that the mortal remains of Haokhogin Lhouvum were proposed to be buried at the “Kuki-Zo Martyrs' Park” under a narrative that does not reflect the wishes of the family or the distinct identity of the deceased as a Thadou.

4. TSA also notes public concerns regarding inconsistencies in the handling of funerals and mourning periods in recent incidents by Kangpokpi-based civil society organisations, including the Loibol killings. TSA calls upon the Committee on Tribal Unity (COTU) and other Kuki/Kuki-Zo organisations to respect the wishes of the family and refrain from exploiting the tragedy for political purposes.

5. TSA strongly opposes any attempt by any organisation to appropriate the Thadou identity of Haokhogin Lhouvum or to use his death to advance political agendas. The Thadou people possess a distinct identity, history, culture, and traditional institutions, which must be respected at all times.

6. TSA cautions that continued discrimination, intimidation, marginalisation, or coercion against the Thadou community by Kuki supremacist and extremism will only deepen divisions and make lasting peace and reconciliation more difficult to achieve. We therefore urge the Government of India and the Government of Manipur to safeguard the constitutional and human rights of the Thadou people and ensure their security.

7. Finally, TSA urges that the mortal remains of Haokhogin Lhouvum be buried in accordance with the wishes of his family at Motbung Thadou Village.

TSA Welcomes New DGP – Demands Immediate Justice and Action Against Terrorism

The Thadou Students’ Association (TSA) takes note of the appointment and assumption of charge by Shri Mukesh Singh, IPS, as the new Director General of Police, Manipur, on 1st June 2026 at the Police Headquarters, Mantripukhri.

TSA had earlier exposed the total breakdown of law and order, intelligence collapse, and complete failure of the state police apparatus following the brutal terrorist ambush on innocent Thadou Church leaders at Kotlen-Kotzim Inter Village Road on 13th May, 2026.

We had categorically demanded the removal of the previous DGP and a radical overhaul of the policing system. The installation of a new DGP is a long-overdue first step toward accountability. TSA commends the Governments of India and Manipur for initiating this leadership change at this critical hour. However, we make it crystal clear: a mere change of guard will mean nothing without swift, decisive, and visible results on the ground.

TSA welcomes Shri Mukesh Singh and expects him to translate his declared commitments to professionalism, constitutional governance, Rule of Law, inter-agency coordination, and absolute impartiality into immediate action. These principles must now be enforced ruthlessly. At the same time, TSA warns that time is not on anyone’s side. The cold-blooded murder of Rev. Dr. Vumthang Sitlhou and two other senior Thadou Church leaders, along with the injuries inflicted on church workers, constitutes a direct act of terrorism that cannot be allowed to fade into another unresolved case.

TSA therefore demands that the new DGP act urgently on the following - Transfer the Kotlen-Kotzim ambush case to the National Investigation Agency (NIA) immediately for a thorough, independent, and time-bound probe; provide fool-proof security to all surviving victims, eyewitnesses, church leaders, and vulnerable Thadou community members; launch aggressive intelligence-driven operations to identify, arrest, and prosecute every terrorist, conspirator, and accomplice involved; enforce strictly impartial, fearless, and unbiased policing without any favour or prejudice; rebuild public confidence through total transparency, accountability, and equal justice for all communities; and establish seamless coordination among all security forces to crush terrorism and prevent future attacks.

The Thadou people, despite being the largest tribal communities in Manipur, has not been able to speak out freely due to Kuki terrorism. This issue needs to be addressed. Such forces must be confronted head-on through the strength of democratic institutions and the full force of the law. We place our ultimate faith in the Constitution of India and the impartial enforcement of law. We will not further accept silence, appeasement, or political calculations in the face of systematic threats from Kuki supremacist and extremist elements.

The Thadou and Meitei communities have already reached a Community Understanding. Manipuri communities should be identified and referred to by their correct names, and the practice of labelling every non-Naga tribal community as "Kuki" should be stopped. Manipur is not tri-ethnic state, it is multi-ethnic society. Lasting peace in Manipur will not come from hollow assurances or temporary patch-ups. It will come only when the Rule of Law is applied equally, when human rights violations against the Thadou community are addressed honestly, and when every citizen — regardless of ethnicity — feels protected by the state.

The Thadou community has shown extraordinary restraint and faith in constitutional processes despite grave provocation and suffering. We now call upon the new DGP and all constitutional authorities to match this maturity with resolute action, deliver swift justice, restore public trust, and protect innocent lives.

The performance of the new DGP will be judged solely by results — not by statements.

In recent days, there has been a growing campaign through social media reels, videos, and public discourse claiming that “Thadou is Kuki and Kuki is Thadou.” Certain individuals and representatives of some organizations, with limited or incomplete understanding of history, have also made statements equating Thadou with Kuki. Such narratives only create further confusion and misidentification instead of focusing on meaningful solutions to the ongoing crisis. In this connection, the Thadou Students’ Association (TSA) wishes to categorically clarify and set the record straight on this matter.

1. Kuki is not an ethnic name. It is a separatist political ideology. Those who subscribe to or identify with this ideology are predominantly Thadou-speaking people who share the same attire, villages, clans, and bloodlines as the Thadou people. However, this ideological alignment does not make Thadou and Kuki synonymous or same. Likewise, individuals from tribes such as Hmar, Vaiphei, Simte, Gangte, Zou, etc., are also participating and part of Kuki separatist ideological bodies like Kuki Inpi and Kuki Students’ Organisations, etc.

2. Thadous are recorded as “Khongjai” in the original Meitei Mayek script of Cheitharol Kumbaba, the royal chronicle of the Kings of Manipur – not as “Kuki.” During the colonial period, when Cheitharol Kumbaba was translated and interpreted, notably after 1891, when Major Maxwell reportedly instructed an English translation through a Bengali clerk, the term “Khongjai” was rendered as “Kuki” instead of “Thadou.” Despite the persistence of the colonial-era label, the Thadou people continue to identify themselves as “Khongjai or Thadou” and not as “Kuki.” The mistranslation and subsequent legitimization of the equation “Khongjai = Kuki = Thadou” in relation to the Cheitharol Kumbaba by various scholars and academic works became the root cause of the later misidentification and confusion of the Thadou people as “Kuki.”

3. With the merger of Manipur into India in 1949, the identification of communities was carried out under the Scheduled Tribe (ST) category, as provided under Article 342 of the Indian Constitution, for the hill peoples of the state. In the 1956 Scheduled Tribe list Amendment and Presidential Order relating to Manipur, twenty-nine communities were separately identified and notified based on language and culture. In this list, Thadou, those identified or recorded as Khongjai before was distinctly notified under Entry No. 27. There was no separate mention of “Kuki” in the list.

4. Attempts to rename the “Thadou Bible” as the “Kuki Bible” since the 1940s, the Thadou language as the “Kuki language” (now referred to as the “Thadou-Kuki language” in the MIL subject) in 1972 after Manipur statehood, and the communal conflicts between Kuki and Thadou communities in Assam and Manipur during the 1990s are presented as examples of the Thadou people’s struggle to remain distinct from Kuki identity and to resist Kuki supremacist influence over Thadou people in Manipur. The term “Khongsai” is also one of the major causes of the Thadou–Kuki confusion. It was introduced among the Thadou people by certain anti-Thadou and Kuki supremacist groups to create confusion with the historical term “Khongjai” or “Thadou” and to dominate Thadou society in the name of Kuki organizations, initiated by “Khongsai” subscribers initially and now followed by many Thadous now. Furthermore, the continued use of churches, politicians, and militancy by those anti-Thadou and Kuki supremacist elements over the last seven decades has pushed many Thadou people toward the Kuki separatist ideology, including demands such as “Kuki County.” This is the primary reason why some Thadou individuals have come to identify themselves as Kuki. This historical and socio-political reality must be clearly understood before making statements or claims on this issue.

5. The Thadou Inpi (formerly the Thadou National Council and Thadou Tribe Council) and the TSA have opposed since the 1980s the recognition of “Kuki” or “Any Kuki tribes,” in the ST list of Manipur, viewing it as a threat to national security due to illegal immigration from neighboring countries under the idea of a universal Kuki identity. These concerns were ignored by the state government and indigenous communities, contributing today to a serious threat of demographic imbalance. The Thadou perspective on opposing and deleting “Any Kuki tribes” remains important for NRC updates, the Census, and related issues. Therefore, calling Thadou as Kuki, or Kuki as Thadou, does not make sense; at this point in time, it is more important to understand and respect the distinct Thadou identity and position as separate from Kuki.

6. The most unfortunate development was the recognition of “Any Kuki tribes” as Scheduled Tribes in Manipur in 2003. This move effectively duplicated the already recognized “Thadou tribe” or “Khongjai” people under the label “Kuki/Any Kuki tribes” and legitimized “Kuki” as a community in Manipur, even though Kuki did not possess a distinct language, customs, culture, attire, or traditions separate from those of the Thadou people but was the duplication of Thadou tribe. Unfortunately, a large section of the Thadou tribe has still not been able to free itself from what is described as Kuki supremacist radicalization due to strong influence and suppression by Kuki extremism and militancy. It is hope that the Thadou people will eventually free themselves from this influence in the days to come. Therefore, the recognition of “Any Kuki tribes” in Manipur remains one of the principal causes of the present problem.

7. Thadou is a distinct ethnic tribe with its own history, identity, language, culture, and traditional institutions. The Thadou community and its recognized leaders have never passed any resolution or declaration to rename the Thadou people as Kuki. Therefore, the Thadou Tribe cannot be renamed as the Kuki Tribe. Moreover, the All India Radio Thadou Programme cannot be renamed as the Kuki Programme. Thus, Thadou is not Kuki. Thadou identity, institutions, and nomenclature must be respected as they are — simply as Thadou.

8. Equating Thadou with Kuki reflects a shallow understanding of the complex socio-political realities of the region and is historically inaccurate. This deliberate conflation must stop, as it contributes to the continued misidentification of various communities and harms communal harmony.

9. The Kuki separatist ideology being promoted within certain sections of the Thadou community by anti-Thadou and Kuki supremacist elements has now gone beyond being merely an internal Thadou & Kuki issue. It is seriously disrupting stability, integrity, and peaceful coexistence in Manipur. Also, irrespective of being Meitei, Zomi, Naga, Hmar, Pangal, Mizo or Thadou, none of the indigenous Manipuri communities are safe and secure anymore under Kuki supremacism and extremism. Therefore, TSA appeals to all indigenous communities of Manipur to unite against Kuki supremacy. Hence, unless the threat pose by Kuki supremacy is addressed collectively and in unity by all indigenous Manipuri communities, lasting peace, mutual respect, and harmonious coexistence in Manipur will not be possible.

10. TSA stands firm in protecting and preserving Thadou identity, language, culture, and historical dignity and strongly appeals to all concerned individuals, organizations, media houses, and social media influencers to respect the distinct Thadou identity.

Criminal Neglect, Terror Shielding & Anti-Thadou Discrimination Must Stop

The Thadou Students’ Association (TSA) strongly condemns the barbaric terrorist ambush on innocent Thadou Baptist Church leaders at Kotlen - Kotzim Inter Village Road, Kangchup Geljang Sub-Division, Kangpokpi district, Manipur on 13th May, 2026, which martyred Rev. Dr. Vumthang Sitlhou and two other senior pastors, while injuring five other church leaders and workers. This cold-blooded attack exposes the criminal neglect, communal bias, and dangerous appeasement of terrorists by the Manipur Government under Chief Minister Yumnam Khemchand.

TSA places on record the following strong accusations and demands:
1. Gratitude to Security Forces & Failure of Manipur Police: Due to deep ethnic divisions within the Manipur Police, which rendered state forces unable to reach the ambush site immediately, TSA expresses heartfelt gratitude and sincere appreciation to Major Sahil Rishi, Captain Nando Babu, under the supervision of Col. Radha Krishna, CO, 33-AR and Brig. Pratyush Kumar, DIG, HQ 9 Sector, Assam Ri**es for their swift, courageous, and life-saving intervention. However, TSA strongly criticizes that Assam Ri**es, meant for combing operations and counter-terrorism operations, are being forced to act as caretakers for patients and dead bodies. This is a direct result of the complete failure of the DGP, who as head of the police force and Chairman of the Operational Intelligence Group (OIG) in the Unified Headquarters, has proven totally unfit to strategize or lead. Therefore, Manipur Police has become unsuccessful for maintaining law and order and exists only for legal formalities. Counter-insurgency personnel are used only for facilitating in transporting dead bodies and injured persons instead of hunting terrorists. There is practically no one left to conduct genuine counter-insurgency operations. The public is extremely unhappy with this total collapse of policing under the present DGP.

2. Criminal Neglect and Bias by Manipur Government: The Manipur Government, led by CM Yumnam Khemchand, has failed to take any substantive action or make any decision and announcement even five days after the cold-blooded killings of Thadou Church leaders, unlike in previous heinous attacks and killings. Despite two Deputy Chief Ministers — Ms. Nemcha Kipgen and Mr. Losii Dikho — having deep personal and spiritual ties with the Thadou Baptist Association and the martyred leader Rev. Dr. Vumthang Sitlhou, their complete silence, not uttered a single word demanding an impartial investigation, exposes brazen racial bias, deliberate discrimination, and the criminal abandonment of the indigenous Thadou community, as well as the religious fraternity.

3. Shielding of Terrorists and Appeasement Politics: The ambush was a clear and self-evident act of terrorism, yet the Chief Minister visited the victims only to condemn the incident without acknowledging the victims as Thadou Church leaders. Also, the silence of the two Deputy Chief Ministers — Ms. Nemcha Kipgen and Mr. Losii Dikho — over justice and identification of perpetrators as per law, is also extremely suspicious. Their complete silence, allegedly dictated by the Chief Minister, raises serious doubts that the state government itself has nurtured and protected these terrorist elements. Moreover, Churachandpur-based Kuki supremacist anti-Thadou bodies like the Indigenous Tribal Leaders' Forum (ITLF) and the Kuki-Zo Council (KZC) also intentionally avoided recognizing the victims as Thadou Church leaders. This collective and selective silence by CM Khemchand, KZC, and ITLF reflects the state government’s open appeasement of “Kuki-Zo” supremacist groups , at the cost of innocent Thadou lives.

4. Forced Hospital Shift and Cruel Denial of Medical Care, State Government - An Obstacle for Mistrust Between Communities: The state administration and police allegedly pressured doctors at Shija Hospital to issue discharge letters and shift the injured Thadou victims to Kangpokpi Civil Hospital just one day after major surgery on 15th May, 2026, and ordered the Assam Ri**es to es**rt them to Kangpokpi in a Casspir vehicle. This inhuman and cruel decision reveals the government’s malicious intent to deny Thadou people proper treatment in Imphal and professed Thadou are not safe in Imphal.

Despite the Thadou-Meitei Community Understanding reached in 6th August, 2025 and the absence of tension between the two communities, Thadou people continue to face restrictions by state government in freely living and receiving treatment in Imphal. Such actions reflect the bias of the state government and will never bring peace to Manipur. The fact that the Thadou Baptist Association Church at National Games Village, Langol, Imphal, was neither targeted nor harmed during the peak of the crisis, and is currently occupied by Tangkhul Baptist Church, further indicates that Thadou people were not harmed by the Meitei or Naga communities, but rather by Kuki groups. The state government is actively enforcing medical apartheid against Thadou citizens, denying them free movement in Imphal, and thereby allowing growing mistrust between Thadou and the other “35” Manipuri communities of Manipur.

5. Cowardly Intimidation & Narrative Framing by Kuki Organizations: With tacit support from the state machinery, after the survivors were successfully discharged from Imphal, Kuki organizations have intimidated them and attempted to force them into instinctively blaming Naga groups for the ambush. This is a dangerous conspiracy by the state government under the leadership of CM Yumnam Khemchand to shield actual Kuki terrorists and create fresh ethnic conflict between various communities of the state.

TSA demands an immediate end to such forced interviews, video statements, and pressure tactics on victims by the Kuki supremacist organisations. TSA further demands adequate protection for all victims and survivors. Any eventualities or harm to the survivors shall be the sole responsibility of the Manipur State Government. The delay in handing over the case to central investigative agencies under the leadership of CM Yumnam Khemchand upsurge serious questions and controversies surrounding the ambush and attack.

6. Kuki Supremacist Threat & Thadou Genocide Campaign: The systematic incorporation of Thadou as Kuki, and the use of churches, clan heads, CSOs, creation of proxy Thadou organisations and militancy by Kuki supremacists to carry out a Thadou genocide campaign thereby propagating the pseudo-Kuki nationalist ideology of a “Kuki Country” brainwash and radicalise the Thadou youth and use the Thadou population under gun power in the name of “Kuki” to fight against various communities of Manipur, are deeply concerning. The targeted killing of Thadou peace initiator Pu Nehkam Jomhao by Kuki militants in Assam in 2025, along with repeated attacks, demonstrates that Kuki supremacist militant groups pose the greatest existential threat to the Thadou community. This amounts to a slow and deliberate Thadou genocide through identity erasure and targeted violence. No other community, including the Meitei, Naga, or others, has exhibited such hostility toward the Thadou community. The stout advocacy for a distinct Thadou Bible, separate from the Kuki Bible published by the Bible Society of India, Bengaluru and the initiative led by Rev. Dr. Vumthang Sitlhou and the Thadou Baptist Association to promote a Thadou (not Kuki) Bible through the Trinitarian Bible Society, London, launched in 2020 cannot be ignored in the context of the decades-long conflict between Kuki and Thadou communities.

7. Thadou Community’s Maturity & Rejection of Dead-Body Politics: Despite the heinous killings and attacks, Thadou people buried the three martyrs with dignity and without any violence or disruption the very next day of the ambush in Christian spirit. Even when Kuki supremacists made desperate attempts to take the dead bodies to bury them at their “Kuki-Zo Martyrs Park” at Phaijang, Thadou Church leaders firmly denied and resisted. This incident clearly exposes how Thadou are overpowered and subjugated by Kuki supremacists in their own ancestral land and territory. Had the victims not been clearly identified as Thadou Church leaders, the Kuki supremacists would have forcibly taken the bodies and buried them as “Kuki-Zo” martyrs. We appeal to all communities of Manipur and beyond to recognize the genuine suffering and systematic persecution faced by the Thadou people at the hands of Kuki supremacists, actively supported by sections of the both the central and state government.

As responsible citizens of India, the Thadou community reposes its faith in the rule of law and refused to indulge in politics over dead bodies. The son of the late Rev. Dr. Vumthang Sitlhou publicly expressed forgiveness as a believer in Christ and left revenge to God. However, this Christian spirit of forgiveness does not compromise or weaken Indian law — the murderers and perpetrators must be punished as per the law of the land. This is absolute courage and strength, not weakness. TSA strongly rejects any attempt by Kuki supremacists to politicize the dead bodies and incite violence against any other communities, particularly Nagas, under the guise of seeking justice.

Our Non-Negotiable Demands are: -
1. Immediate transfer of the case to National Investigating Agency (NIA) for impartial and time-bound investigation.
2. Round-the-clock security protection to all surviving Thadou Church leaders and victims.
3. Strict action against Kuki organizations indulging in intimidation and false propaganda.
4. Removal of the unfit DGP and overhaul of the failed Manipur Police.
5. Public acknowledgment by CM Yumnam Khemchand the targeted killing of Thadou Church leaders.
6. End to discriminatory treatment and medical apartheid against Thadou in Imphal.

TSA warns that continued bias, appeasement of Kuki terrorists, persecution of the Thadou community, and the collapse of law and order will only deepen mistrust among the “36” Manipuri communities of Manipur and push the state into irreversible chaos. The Thadou people choose peace and forgiveness, but this must never be mistaken for weakness. Peace cannot be built on injustice, shielding of terrorists, and anti-Thadou discrimination. We demand immediate action on our non-negotiable demands. Justice must prevail and the killers must be punished without delay.
