CONDEMNATION AND URGENT CALL FOR ACTION ON THE BRUTAL VIOLENCE IN MANIPUR
The Asia Young Indigenous Peoples Network (AYIPN) strongly condemns the bomb attack on a civilian home at Tronglaobi, Bishnupur District, Manipur, in the early morning of 7th April 2026. The attack killed two minor children, including a 7-month-old infant, while they slept, and injured several others who remain hospitalized. AYIPN further condemns the killing of three unarmed protestors and the injuries sustained by many others in the same incident.
These acts constitute grave violations of international human rights and humanitarian law. The killing of children and unarmed civilians is an inhumane and indefensible act demanding urgent and decisive actions.
AYIPN urgently calls upon the Government of India and the Government of Manipur to:
*Immediately control the situation and stop all killings and violence.
*Ensure the immediate protection and safety of all civilians, especially children, youth, women, and girls.
*Establish an independent, impartial, and civilian-led investigation into all incidents of violence in line with international standards.
*Ensure prompt prosecution of all those responsible, regardless of rank or affiliation.
*Conduct a transparent review of the role, conduct, and accountability of central security forces.
*End practices that enable impunity, including misuse of AFSPA.
*Guarantee justice, rehabilitation, and adequate compensation for victims and affected families.
*Lift restrictions that impede access to information and emergency response, including internet shutdowns and freedom of movement.

AYIPN further condemns the killing of three unarmed protestors and the injuries sustained by many others in the same incident.
Since 2023, Manipur has been heavily militarized with the large-scale deployment of Central Security Forces or Central Armed Police Forces, purportedly to restore order. However, violence, displacement and civilian insecurity persist despite government militarization and deployments. The reality on the ground shows continued occurrence of violence and insecurity in areas with strong security presence raising urgent concerns about grave human rights violations.
The conflict, initially framed as inter-tribal and community conflict between the Meitei and Kukis, has deepened over time, and now extends to Naga areas. Recurring incidents of killings, armed clashes, and displacement across affected areas point not only to local tensions but also to systemic failures in preventing violence and protecting civilians.
Recent political developments, including the formation of a new state government under the new Chief Minister of Manipur Y. Khemchand, and reported rounds of dialogue with community representatives, have not translated into real safety on the ground. Repeated incidents continue to occur where there are large security deployments, reinforcing concerns over gaps in response and accountability.
AYIPN emphasizes that strongly militarized approaches especially in Indigenous Peoples areas, including the continued enforcement of laws such as the Armed Forces (Special Powers) Act (AFSPA), have long been criticized for enabling impunity, failing to ensure civilian protection while contributing to fear, instability, and human rights violations.
The continued imposition of internet shutdowns in Manipur further undermines fundamental rights. India has consistently led in the number of internet shutdowns, restricting access to information, communication, and emergency response during crises.
