Today, i.e. 16th May 2026, Youth's Forum for Protection of Human Rights in collaboration with Samaritan Resource Centre jointly organised a one-day Consultation on “Strengthening Child Protection Systems and Access to Justice in Manipur” at Kanglei Conference Hall, Palace Compound, Imphal East.

The programme was attended by distinguished dignitaries including , Keisam Pradipkumar, Chairperson of Manipur Commission for Protection of Child Rights (MCPCR) , Geetabalee Sanasam, Chairperson of Child Welfare Committee (CWC,), Imphal West; , R.K.Babina I.O., Women Police Station (WPS) Imphal East; and Amita Chanu Leishangthem representative of District Child Protection Unit (DCPU) , Imphal East . The programme was also attended by many community leaders, youth activists, media persons, and victims’ families.

During the consultation, the dignitaries shared the roles and challenges of their respective institutions and provided valuable recommendations and suggestions for strengthening child rights and protection mechanisms in Manipur. Key recommendations included collective efforts towards effective implementation of the Manipur State Policy for Children, the importance of mass community awareness programmes, and the need for greater public support and cooperation in addressing child-related cases.

The consultation concluded with a collective call for strengthening coordination among institutions, civil society organisations, youth groups, and communities to ensure a safer and more child-friendly environment in Manipur.

Glimpses from our two-day capacity strengthening program organised in collaboration with Asia Young Indigenous Peoples Network, aimed at empowering the youths of Manipur with a deeper understanding of Indigenous Peoples’ rights, international laws, and global human rights mechanisms.

The program highlighted the importance of recognising and protecting the collective rights of Indigenous Peoples, including their rights over land, territories, resources, culture, and identity.

The program also called for the importance of strengthening Indigenous youths in safeguarding our rich culture, environment, traditional knowledge systems, and distinct history rooted in the legacy of our forefathers.

Today, on this Khongjom Day we vow and remember our brave heroes of the Anglo-Manipur War of 1891 who sacrifice their lives to protect our land, dignity, and freedom.

Their sacrifice is part of who we are.
Their legacy lives on in us. It's our duty to follow and respect their legacy.

Let us honour them not just in words, but in how we live by standing strong, staying united, and carrying forward what they fought for.

CONDEMNATION AND URGENT CALL FOR ACTION ON THE BRUTAL VIOLENCE IN MANIPUR

The Asia Young Indigenous Peoples Network (AYIPN) strongly condemns the bomb attack on a civilian home at Tronglaobi, Bishnupur District, Manipur, in the early morning of 7th April 2026. The attack killed two minor children, including a 7-month-old infant, while they slept, and injured several others who remain hospitalized. AYIPN further condemns the killing of three unarmed protestors and the injuries sustained by many others in the same incident.

These acts constitute grave violations of international human rights and humanitarian law. The killing of children and unarmed civilians is an inhumane and indefensible act demanding urgent and decisive actions.

AYIPN urgently calls upon the Government of India and the Government of Manipur to:

*Immediately control the situation and stop all killings and violence.
*Ensure the immediate protection and safety of all civilians, especially children, youth, women, and girls.
*Establish an independent, impartial, and civilian-led investigation into all incidents of violence in line with international standards.
*Ensure prompt prosecution of all those responsible, regardless of rank or affiliation.
*Conduct a transparent review of the role, conduct, and accountability of central security forces.
*End practices that enable impunity, including misuse of AFSPA.
*Guarantee justice, rehabilitation, and adequate compensation for victims and affected families.
*Lift restrictions that impede access to information and emergency response, including internet shutdowns and freedom of movement.

Since 2023, Manipur has been heavily militarized with the large-scale deployment of Central Security Forces or Central Armed Police Forces, purportedly to restore order. However, violence, displacement and civilian insecurity persist despite government militarization and deployments. The reality on the ground shows continued occurrence of violence and insecurity in areas with strong security presence raising urgent concerns about grave human rights violations.

The conflict, initially framed as inter-tribal and community conflict between the Meitei and Kukis, has deepened over time, and now extends to Naga areas. Recurring incidents of killings, armed clashes, and displacement across affected areas point not only to local tensions but also to systemic failures in preventing violence and protecting civilians.

Recent political developments, including the formation of a new state government under the new Chief Minister of Manipur Y. Khemchand, and reported rounds of dialogue with community representatives, have not translated into real safety on the ground. Repeated incidents continue to occur where there are large security deployments, reinforcing concerns over gaps in response and accountability.
AYIPN emphasizes that strongly militarized approaches especially in Indigenous Peoples areas, including the continued enforcement of laws such as the Armed Forces (Special Powers) Act (AFSPA), have long been criticized for enabling impunity, failing to ensure civilian protection while contributing to fear, instability, and human rights violations.

The continued imposition of internet shutdowns in Manipur further undermines fundamental rights. India has consistently led in the number of internet shutdowns, restricting access to information, communication, and emergency response during crises.

These acts constitute grave violations of international human rights and humanitarian law. The killing of children and unarmed civilians is an inhumane and indefensible act demanding urgent and decisive actions.

Youth’s Forum for Protection of Human Rights (YFPHR) strongly condemned the bomb attack and killing of Two Minor Children including a 7 months old infant while others remained injured & hospitalized in the early morning of 7th of April, 2026 while the family were sleeping peacefully in their house .

This incident is an act of war crime and clear violation of International Humanitarian law and it’s not the last incident being occurred at the presence of the central security forces right in front of their nose. We have observed in many instances like the killing of father and son in Kwakta, Killing of 4 person including a father and son in Akasoi of Bishnupur District, Missing of Kamalbabu in Leimakhong, etc are some of the incident which clearly indicates that the Central Armed Forces are not deployed to protect the civilians but to instigate the violence in Manipur.

It is very painful to observe the two little innocent soul being killed, 3 unarmed protestors being killed while many remained injured in a country which claims to be the largest democratic country in the world and it is a very shameful act of the Indian security forces and state for their failure to protect the citizen.

We strongly condemned such an act of barbarism by the alleged Kuki terrorist groups in presence of Indian Security Forces who are deployed to protect the lives & properties of the civilians and we demand for immediate action & accountability of the Central & State Government to arrest all the involved criminals and conduct Independent and Impartial investigation in this inhumane act of killing of innocent civilians.
