Subject: Representation regarding urgent measures to enhance women’s safety in light of recent tragic incidents across Telangana.
Respected Sir,
We are writing to you on behalf of Citizen Forum (Telangana), Jan Seva Sangh, and Abhipray—a collective representation of civil society organizations dedicated to public welfare, social justice, and institutional accountability in Telangana.
While acknowledging the continuous efforts of the Telangana Police Department and initiatives like SHE Teams, recent horrifying incidents highlight severe safety vulnerabilities faced by working women, even within or near their places of residence.
We draw your immediate attention to the horrific r**e and murder of a 21-year-old nurse at Thukkuguda (Pahadishareef jurisdiction). The facts surrounding this case—where a working woman was stalked, targeted, and attacked inside residential quarters—have sent shockwaves among the general publicacross the state. If women are not safe in Hyderabad city - the seat of Government power- where will they be safe? This tragedy underscores critical gaps in local surveillance, neighborhood safety monitoring, and security protocols surrounding working women’s accommodations.
To address these vulnerabilities systemically,we suggest certain recommendations given hereunder:-
* Fast-Track Investigation and Strict Legal Action in all such cases particularly ensure time-bound, forensic-led investigations in the Thukkuguda nurse assault case to guarantee swift justice under relevant BNS and SC/ST Act provisions.
* Direct all police stations to maintain a zero-delay, zero-tolerance protocol for complaints involving physical safety risks to women.
* pursuing the trial and collecting and articulating the evidence in trial. Most of the trials fail in the court.
* proper street and road patrol, verification of vagabond and bad characters.
* regular police public meetings.
* real basic policing instead of image makeover exercise.
* proper training of the police officers in behaviour, case investigation and public interaction.
* posting of effective and well- meaning officers on the basis of merit and performance.
We request concrete action in this regard to send message to the public that they are in safe hands of police.
Letter submitted to Shri.Mahesh Murlidhar Bhagwat, IPS, Additional DGP Law and Order, Telangana.
Yours sincerely,
Citizen Forum,
Jan Seva Sangh,
Abhipray.
