RESPONSE TO THE ADDRESS DELIVERED BY THE HON’BLE MINISTER, ROADS & BRIDGES DEPARTMENT, GOVERNMENT OF SIKKIM, AT LEGSHIP ON THE OCCASION OF BALA CHATURDASHI

In reference to the concerns raised regarding the condition of the Legship–Pelling road, this is to highlight the concrete steps already taken by the Hon’ble Zilla Panchayat of Gyalshing Territorial Constituency along with the Panchayat Members of Gyalshing–Omchung GPU.

On 04/12/2023, the Hon’ble Zilla Panchayat Members and the 28 Gyalshing–Omchung Gram Panchayat Members jointly submitted a formal application to the Superintendent Engineer, Gyalshing District, requesting urgent repair and maintenance of the Legship–Pelling road.

This representation was strongly supported by Gram Sabha resolutions from the following GPUs:
• 28 Gyalshing–Omchung GPU
• 14 Singyang–Chumbung GPU
• 27 Tikjek–Kyongsa GPU

Additionally, grievance and demand-recommendation letters from the following authorities were enclosed:
• Ward No. 06, Gyalshing Nagar Panchayat
• Gyalshing District Zilla Panchayat

To further reinforce this collective demand, Hon’ble Zilla Panchayat Shri Sagar Sharma personally visited the Office of the Secretary, Roads & Bridges Department, Government of Sikkim in June 2024 and submitted an additional appeal seeking immediate and necessary intervention.

The Legship–Pelling road remains a critical lifeline for the residents of the region, connecting several villages, supporting local livelihoods, and contributing significantly to regional development. Despite the demand being placed immediately after the Panchayat elections, no substantial action has been taken to date.

It is important to acknowledge that the construction and maintenance of roads do not fall within the jurisdiction of Zilla Panchayat or Ward Panchayat Members, nor are funds allocated to them for such works. Therefore, despite sincere and repeated efforts from the local government representatives, the condition of the road remains unimproved.
