The Transgender Persons (Protection of Rights) Amendment Bill, 2026 has raised serious concerns within the transgender community. The proposed changes may weaken the principle of self-identification, exclude trans men from recognition, and introduce medical certification requirements—going against the spirit of the landmark NALSA v. Union of India judgment that affirmed dignity and the right to self-identify one’s gender.

At Snehbandhan – Bond of Love, we continue to work with community organizations, institutions, and government bodies to support dialogue, sensitization, and collective advocacy for transgender rights. Policies that affect our lives must be shaped with our voices and lived realities at the center.

It is important to remember that the Bill has not yet been passed in Parliament, and discussions with national community leaders and the government are ongoing.

As part of the ongoing Transgender & Gender-Diverse Community Livelihood Policy work led by the National Institute of Rural Development and Panchayati Raj under the Ministry of Rural Development, a Demographic, Livelihood, Skills, and Aspirations Mapping Study will be conducted in collaboration with Snehbandhan – Bond of Love.

The implementation of this study across 8 states, including Assam, has been entrusted to the Pleqsus India Foundation. This initiative aims to generate critical data and insights that will help inform inclusive livelihood policies, skill development opportunities, and sustainable economic pathways for transgender and gender-diverse communities in rural India.

We look forward to contributing to this significant effort that centers community voices and strengthens evidence-based policy for inclusive development.

Snehbandhan – Bond of Love was honored to have its Board Members participate in the Consultative Meeting with CBOs on Advancing Livelihood Opportunities in Rural India for Transgender & Gender Diverse Communities, held on 11 February 2026 at NERC, Guwahati, Assam.

Organized by the National Institute of Rural Development and Panchayati Raj and supported by the Canadian Fund for Local Initiatives, the consultation focused on advancing sustainable and wage-based livelihood opportunities for transgender and gender diverse communities in rural India through dialogue, consultation, and policy advocacy.

The participation of Snehbandhan – Bond of Love’s board members reflects our continued commitment to strengthening community-led initiatives and ensuring that transgender voices remain central in shaping inclusive livelihood policies and rural development frameworks.

Sneh Bandhan – Bond of Love, in collaboration with Alliance India under Project SAHAS, conducted a Community Advisory Board (CAB) meeting on media sensitisation on transgender issues. The discussion focused on promoting accurate, respectful, and community-led media narratives while addressing the challenges of stereotypical representation.

Panel members present included Kiri Sinha, Indrani Chakraborty, Eleana Gogoi, and Dilip Sharma, who shared insights on ethical media engagement and amplifying transgender voices.

A Transgender Welfare Meeting was held on 31 January 2026, with the presence of Transgender Welfare Board members Ms. Nipuni Das and Ms. Neha Deka, along with Advisory Member Ms. Indrani Chakraborty.
The meeting focused on key welfare and policy issues affecting the transgender community across Assam. Detailed discussions were held on:
Inclusive education policies and the appointment of complaint officers in schools
Employment opportunities and job reservations for the transgender community
Strengthening the active Transgender Protection Cell and establishing additional protection cells in different districts
Housing policies under Pradhan Mantri Awas Yojana
Cultural and social barriers faced by the transgender community
Lack of health facilities and sensitization, and the need for greater awareness among hospitals across Assam
Skill development initiatives for economic empowerment
The importance of having strong community representatives within the Transgender Welfare Board
The absence of a separate shelter home for transmen under Garima Griha, and the need to address this critical gap
During the meeting, a draft proposal was prepared, which will be submitted to the Directorate of Social Justice and Empowerment and the concerned Ministry for further consideration and necessary action.

Snehbandhan – Bond of Love organized a Social Entitlement Camp along with a Legal Aid Camp for Transgender Persons on 17th January at Chhaygaon Dera, Kamrup (Rural) District, with the aim of strengthening access to government welfare schemes and legal support for the transgender community.

The Social Entitlement Camp focused on creating awareness and facilitating access to identity documents, social security benefits, and health-related entitlements, ensuring participants are better connected to government welfare mechanisms.

The Legal Aid Camp provided guidance on health rights, property and inheritance rights, and legal remedies against discrimination, empowering participants with practical knowledge to seek justice and protection under the law.

A total of 17 members of the Hijra community actively participated, making the camp a meaningful step towards inclusion, empowerment, and equal rights.
