The Union Government is shortly notifying rules for the Citizenship Amendment Act 2019 (CAA), which will be implemented across India once Home Ministry notify the rules.
Most parts of the northeastern States are exempted from the Act. The tribal areas of Assam, Meghalaya, Mizoram or Tripura as included in the Sixth Schedule to the Constitution and the States of Arunachal Pradesh, Mizoram, Nagaland and Manipur are exempted from provisions of the Act.
However, the state of Sikkim is not yet exempted from CAA owing to the failure of State Government to bring resolution in State Assembly as advised by the Hon'ble Home Minister during the discussion on CAA at the Parliament of India.
Therefore, Sikkimey Nagarik Samaj once again remind and request the state government to immediately pass a resolution in State Assembly clearly stating the exemption of CAA implementation in Sikkim. If state government fails to bring resolution immediately and CAA is implemented in Sikkim, it will be a direct threat to Article 371F and identity of Sikkim.
Hence, we remind our legislatures from Sikkim Krantikari Morcha, Bharatiya Janata Party and Sikkim Democratic front to immediately act upon it before Union Government notify rules under Citizenship Amendment Act 2019.
