In Loving Memory of Comrade, Brother, and Friend — Late Mr. Suren Rai.

We express our deepest sorrow and heartfelt condolences on the untimely passing of our comrade, brother, and friend, Mr. Suren Rai, whose vision, dedication, and leadership have left an enduring impact on the Sikkim Drug Users’ Forum (SDUF) and the larger community.

Suren was a steadfast advocate for community health, human rights, and harm reduction, whose tireless efforts advanced the cause of dignity, inclusion, and compassion for people who use drugs. His unwavering commitment to building an equitable and stigma-free society continues to inspire us all.

Throughout his journey, Suren embodied empathy, courage, and integrity — qualities that made him not only a respected leader but also a deeply compassionate human being. He will be remembered for his selfless service, humility, and his unshakable belief in the power of community and collective action.

As we mourn this great loss, we also celebrate his extraordinary contributions and the legacy he leaves behind. The Sikkim Drug Users’ Forum pledges to carry forward his vision and continue the work he so passionately championed, ensuring that his ideals of justice, dignity, and solidarity remain at the heart of our efforts.

“Violence Against People Who Use Drugs is Unacceptable”

We need to speak out against the rising incidents of harassment, physical assault, and intimidation faced by people who use drugs in our communities — including recent events here in Syari, Gangtok.

Such community policing, public shaming, and vigilante-style violence are not just morally wrong — they are illegal and dangerous. No one has the right to take the law into their own hands.

This is not justice.
This is mob mentality.
This is a threat to the safety and dignity of some of the most vulnerable members of our society.

Let’s be very clear:
👉 Using drugs does not strip someone of their human rights.
👉 They deserve support, not violence.
👉 They need access to healthcare, compassion, and legal protection — not abuse.

Such actions not only traumatize individuals but also encourage mob culture, create fear, and push people further into hiding — making it even harder to support recovery and public health. When we allow this kind of behavior, we allow our communities to become unsafe and unjust.

Let's work towards a society based on law, dignity, and support, not violence and fear.

⚖️ Yesterday, the UN Human Rights Council reset the terms of global drug policy — Resolution L.31, adopted by consensus, affirms that drug policy is firmly embedded within the human rights mandate. The Council will remain active on the issue and strengthen coherence with Vienna-based bodies — including the Commission on Narcotic Drugs (CND) — through systematic information sharing.

❌ Attempts to strip out harm reduction from the text backfired. Russia's amendment on this matter was defeated with 25 votes (vs. only 10 in favour), exemplifying the essential role of the concept and its implementation for rights-based drug policy.

🌱 The resolution also seeks to protect civil society space, recognises Indigenous rights and traditional uses, advances alternatives to incarceration, and acknowledges environmental rights — a first for the Council's involvement in drug policy.

🔄 L.31 is a turning point for the global drug policy debate, signalling clearer leadership by Geneva-based bodies, committed to enacting stronger safeguards and moving toward people-centred reform.

Prohibition mantra has duped us with 50yrs of propaganda, indoctrination and misinformation. We make the mistake of adopting it, continuing to use it, maybe sometimes to appease, maybe sometimes it just happens automatically, but in so doing we collude with it, and reinforce prohibition by the way we speak.

It's time change the narrative about drugs and replace it with facts, evidence and experience - and importantly tell it as it is using our own language, our own frameworks and concepts.
