📰 Supreme Court on TET
In a landmark judgment, the Hon’ble Supreme Court has made TET (Teacher Eligibility Test) compulsory not only for teacher recruitment but also for promotions. This move is being seen as a major reform to ensure quality and accountability in the education system.

Mr. Zakir Hossain, National President of the National Employees Legal ALLIANCE (NELA), has welcomed this decision and described it as a step in the right direction.

He has further requested the Hon’ble Minister for School Education, Sakina Itoo Ji , to bring in departmental examinations for all promotions, including:

Masters, Headmasters, Zonal Education Officers (ZEOs), Principals, Deputy CEOs
, Chief Education Officers (CEOs), Principals of DIET, Joint Directors

✅ Such a mechanism will ensure transparency, merit-based promotions, and long-term strengthening of the education sector.

On behalf of the National Employees Legal Alliance, President Mr Zakir Hussain requests Hon’ble School Education Minister Sakina Itoo Ji to consider the following for the current academic session:

15–20% syllabus relaxation to ease academic load and align teaching time with assessments.

Open choice in exams so students can attempt questions that best reflect their learning, promoting equity over rote.

These steps will:

Reduce stress and anxiety among students and families.

Support teachers in finishing courses meaningfully.

Ensure fair, transparent evaluation across schools.

We urge the Ministry to issue early guidelines so schools and boards can plan accordingly. We remain available to assist in policy drafting and implementation.

BREAKING: GP Fund Crisis Demands Immediate Action

Mr. Zakir Hussain, President of the National Employees Legal Alliance (NELA), has issued an urgent appeal to authorities regarding the critical situation of General Provident Fund (GP Fund) withdrawals pending across Jammu & Kashmir for several months.

Current Crisis:

Over 12,062 GP Fund withdrawal claims are currently stuck in J&K treasuries

7,359 claims have been pending for more than three months

Treasury records show Rs 1,803.37 crore in GPF bills among total pending liabilities of Rs 3,464.35 crore

Urgent Priorities Demanded:

Medical Withdrawals - Employees facing health emergencies cannot access their own savings for treatment

Educational Withdrawals - Parents unable to fund their children's education from their legitimate GPF accounts

Employee Impact:
The delays are causing severe hardship as employees cannot manage crucial expenses including medical treatment, children's education, marriage costs, and other emergency needs. Many retired employees are experiencing unacceptable delays ranging up to a year in receiving their rightful benefits.

NELA's Stand:
Mr. Zakir Hussain emphasized that withholding post-service dues constitutes a violation of constitutional rights under Article 21, as these are legal entitlements earned after years of dedicated public service, not favors from the government.

Call to Action:
Authorities must immediately:

Release all pending medical and educational GP Fund withdrawals

Ensure adequate fund allocation at treasury levels

Establish a fast-track process for emergency withdrawals

Provide regular updates on claim processing status

The situation demands urgent intervention as thousands of government employees across J&K continue to suffer due to bureaucratic delays in accessing their own legitimate savings.

Honourable Minister Sakina Itoo is requested to kindly ensure transparency in Annual Transfer Drive with an online grievance redressal system, eliminating office visits. Publicly display all transfer applications & preferences instantly upon submission. Launch an automated, transparent portal showing grievances (date, time, subject, status) in the public domain within a second of submission to avoid loopholes & manual interference. This ensures fairness & trust.

CAT stays transfer orders of Teachers in J&K
Jammu, July 22: In O.A./1019/2025 With M.A./1058/2025 Joint together titled SHAKEEL AHMED Vs EDUCATION after hearing CAT ordered as under:-

Miscellaneous Application No. 1058 of 2025. The instant M.A. has been filed by the applicants through counsel seeking permission of this Tribunal to join in and pursue O.A. No. 1019 of 2025 together.

For the reasons stated therein, the M.A. is allowed. Original Application Heard learned counsel for the applicants.

The grievance of the applicants as projected by the learned counsel for the applicants is that impugned Government Order No. 238-DSEJ of 2025 dated 14.07.2025 has been passed by Respondent no. 2 without citing any reason in as much as in compliance to the earlier order dated 09.07.2025 of Respondent no. 2, whereby Inter/Intra-zonal transfer of Teacher RReT/Teacher Grade-II/III/3rd teacher on reciprocal basis has been sanctioned, the applicants namely Shakeel Ahmed, Mohd. Yaseen, Mobeena Sohil and Vinod Kumar, after relieving, have joined at their new place of posting.

Issue notices to the respondents returnable by the next date of hearing.

Mr. Sudesh Magotra, learned A.A.G. appears and accepts notices on behalf of the respondents.

Learned A.A.G. seeks and is granted four weeks time to file objections.

List on 04.09.2025.

In the meantime, as an interim measure, the Order No. 238-DSEJ of 2025 dated 14.07.2025 is stayed qua the applicants till the next date of hearing.
