The Union Health Ministry has issued a fresh notification expanding curbs on Fixed Dose Combinations (FDCs) containing Chlorpheniramine maleate and Phenylephrine hydrochloride.

Following warnings issued in 2023 and a formal restriction in 2025, the latest notification extends the restriction to ALL such FDC formulations for children below four years of age.

Why has this decision been made?
The government highlighted that these combinations pose risks to young children and that there is very limited scientific evidence showing they substantially improve uncomplicated colds. Furthermore, safer alternatives are readily available.

What manufacturers must now do:
Under Section 26A of the Drugs and Cosmetics Act, 1940, manufacturers are legally required to prominently display the warning: “Fixed Dose Combination shall not be used in children below four years of age.” This warning must appear on the label, package insert, and promotional literature.

This announcement aligns India with international health standards, as countries including the US and Australia have already adopted strict age restrictions or safeguards for pediatric cough-and-cold medicines.

Please check your home medicine cabinets and safely dispose of any cold syrups containing these ingredients if you have children under 4. Always consult a licensed pediatrician for safe alternatives to treat colds.

A Major Step Towards Better Access to Assistive Devices in Tamil Nadu

The Tamil Nadu Medical Services Corporation (TNMSC) is reportedly taking up the procurement of various assistive devices and mobility aids for the Welfare of Differently Abled Persons Department for the first time.

According to the report, nearly 15 tenders have been floated covering a range of essential devices, including battery-operated wheelchairs, tricycles, hearing aids, reflective folding sticks, modular reading devices, electronic Braille readers and retrofitted petrol scooters.

This move has the potential to strengthen access to assistive technology and improve mobility, independence and quality of life for thousands of persons with disabilities.

However, procurement is only the beginning. The real measure of success will be transparent procurement, high-quality devices, timely distribution, proper beneficiary identification, after-sales service and effective maintenance support.

We hope this initiative is implemented efficiently and reaches every eligible person who genuinely needs these devices—especially those in rural and underserved communities.

Major Plea in High Court to Secure Dindigul Dams and Maintenance Funds 🏗️💧

The Madurai Bench of the Madras High Court has sought a response from the State government regarding a Public Interest Litigation (PIL) focused on the safety of dams in Dindigul district.

Filed by petitioner V. Periyasamy, the plea highlights critical concerns regarding the maintenance and safety of major water sources like the Palaru Porunthalaiyaru dam, Varadhamanadhi dam, and Kuthiraiyar dam, which serve as vital lifelines for drinking water and agriculture in the region.

Why is this plea significant?
The petitioner has requested the formation of a district-level monitoring committee to ensure that the funds allocated annually for maintenance are actually utilized properly. Furthermore, it has been brought to the court's attention that Assistant Engineers appointed to supervise repairs and monitor water inflow are not staying in the residential quarters provided at the dam sites.

Because they are not on-site, it makes it difficult to promptly monitor reservoir storage levels, anticipate potential dam breaches, and prevent flooding during monsoons. The petitioner has urged the court to direct these officials to operate from their quarters to ensure round-the-clock safety.

The Division Bench of Justices C.V. Karthikeyan and R. Sakthivel has posted the matter for further hearing on October 7.

Important Health Alert for All Parents and Caregivers 👶💊

The Union Health Ministry has issued a clear directive banning the use of certain common cold medicines for children under 4 years of age.

Expanding on last year's restrictions, the government has now restricted all fixed-dose combinations (FDCs) containing Chlorpheniramine maleate and Phenylephrine hydrochloride. Manufacturers must now include a clear warning that these must not be used in children below four.

Why the change?
Young children are particularly vulnerable to dosing errors and adverse effects. While these are common ingredients in over-the-counter syrups used to treat runny noses and nasal blockages, they can cause dangerous side effects in toddlers, including:

· Marked drowsiness (or paradoxically, excitability)
· Increased heart rate
· Changes in blood pressure

Centre set to expand mechanised sanitation scheme to rural India, include more workers
The Social Justice Ministry has moved a proposal to expand the scope of the National Action for Mechanised Sanitation Ecosystem (NAMASTE) scheme from towns and cities to rural parts of the country. The expanded scheme, with a proposed outlay of around ₹498.73 crore (this fiscal year to 2030-31), will now include drain cleaners, workers in sewage treatment plants (STPs), and faecal sludge treatment plant workers — in addition to sewer and septic tank workers and waste pickers already covered.
Launched in 2023-24 to eradicate sewer and septic tank deaths, the scheme helps manual scavengers and sanitation workers set up their own sanitation-related projects through capital subsidies of up to 50% of project cost, along with training, PPE, and emergency response sanitation units.
However, the National Commission for Scheduled Castes (NCSC) has repeatedly flagged the high rate of rejections for applications under the self-employment and capital subsidy components. According to Ministry data, only 810 sewer/septic tank workers have been approved for capital subsidies (with just 147 having actually received funds), and only 2,652 of 58,000 identified manual scavengers have approved projects.
The Ministry told Parliament that 498 people died across the country while cleaning sewers and septic tanks between 2019 and June 2026 — underscoring why closing these implementation gaps matters as the scheme scales up.

Census 2027: Rights groups flag gaps in disability categories
Disability rights organisations and activists have raised concerns over the proposed classification of disabilities for enumeration in Census 2027, saying the nine-category framework doesn't adequately reflect the 21 "specified disabilities" recognised under the Rights of Persons with Disabilities (RPwD) Act, 2016.
The National Platform for the Rights of the Disabled (NPRD) points out that six of the nine proposed categories simply carry forward the 2011 Census classifications, with only a few additions (acid attack survivors, chronic neurological disease, and blood disorders).
This is despite an assurance from the Union Minister of State for Social Justice and Empowerment, Ramdas Athawale, that data on all 21 disabilities would be captured in the Census.
Activists say conditions like autism spectrum disorder, specific learning disabilities, and dwarfism are at risk of being left out — and that broad categorisation could hurt data quality and lead to an undercount of specific disability groups.

Important Update: Dedicated Grievance Redressal Officer Appointed for Persons with Disabilities in Dindigul
​In a welcoming initiative to ensure accessible justice, Dindigul Superintendent of Police S. Jeyakumar has issued an order appointing Additional SP (Headquarters) S. Karunakaran as the Special Grievance Redressal Officer for Persons with Disabilities.
​The appointment is enacted in compliance with Section 23 (1) of the Rights of Persons with Disabilities Act, 2016.
​Responsibilities assigned to the Special Officer include:
​Facilitating a smooth and barrier-free process for submitting grievance petitions.
​Ensuring full enforcement and compliance with all laws protecting differently-abled individuals.
​Conducting proper, time-bound inquiries and taking necessary action on received complaints.
​This move comes after petitions and representations submitted by the Tamil Nadu Association for the Rights of All Types of Differently Abled and Care-givers (TARATDAC), who expressed their gratitude to the District Police administration for addressing their long-standing demand.
