Bangladesh DPO Coalition The Bangladesh DPO Coalition (BDC) stands as a united voice for the rights, dignity, and inclusion of persons with disabilities across the nation.

The Bangladesh DPO Coalition (BDC) organizes its activities under six main program areas, each with several subcategories.
These categories are emphasized in every project proposal. All DPOs are therefore advised to maintain their programs, photos,

and related data according to these categories.

1. Education
BDC works to make the education system inclusive and disability-friendly.
Subcategories:

Training: Organizing regular training to enhance the skills and educational support for persons with disabilities.

Educational Materials Distribution: Providing textbooks, Braille books, notebooks, pens, bags, etc.

Training Materials Supply: Supplying necessary materials and resources for education and training centers.

2. Health
BDC promotes improved quality of life through healthcare and nutritional support for persons with disabilities.
Subcategories:

Health Camps: Organizing regular medical camps to provide healthcare services.

Free Food Distribution Program: Providing food assistance to poor and vulnerable persons with disabilities.

Health Equipment Distribution: Distributing assistive devices such as wheelchairs, crutches, and hearing aids.

Nutrition Support: Supplying nutritious food items to improve health and well-being.

3. Rehabilitation
BDC undertakes multi-dimensional initiatives for the rehabilitation of distressed and vulnerable persons with disabilities.
Subcategories:

Assistive Device Support: Providing mobility and daily-use aids for persons with disabilities.

Winter Clothing Distribution: Distributing warm clothes among those affected by cold.

Relief Distribution: Providing emergency aid to disaster-affected individuals.

House Construction: Supporting home construction or repair for homeless persons with disabilities.

Tube Well Installation: Ensuring access to safe drinking water.

4. Environment
BDC promotes an environmentally friendly and climate-resilient society.
Subcategories:

Climate Change: Raising awareness and supporting adaptation programs related to climate change impacts.

Disaster Management and Prevention: Promoting preparedness and rehabilitation measures before and after disasters.

5. Rights
BDC works to ensure human rights, social justice, and active participation of persons with disabilities.
Subcategories:

Women’s Empowerment: Enhancing leadership and participation of women and girls with disabilities.

CRPD Implementation: Promoting and monitoring the implementation of the UN Convention
on the Rights of Persons with Disabilities (CRPD).

Disability Rights and Protection Act 2012: Advocacy for the implementation of national disability laws and policies.

SDGs (Sustainable Development Goals): Ensuring disability inclusion in SDG implementation.

Observance of Days and Rallies: Raising awareness through observance of national and international days.

Public Campaigns: Spreading awareness through media and social campaigns.

Press Conferences for Advocacy: Conducting press briefings and movements for policy reform.

Publications and Articles: Writing and publishing articles on disability rights and inclusion.

Inclusion and Accessibility: Promoting access in education, workplaces, and public infrastructure.

Prevention of Violence Against Women: Conducting awareness programs to stop violence against women with disabilities.

Child Protection: Ensuring safety, education, and healthcare for children with disabilities.

6. Employment
BDC strives to create employment opportunities to make persons with disabilities self-reliant and economically empowered.
Subcategories:

Job Placement: Creating and facilitating employment opportunities in government and private sectors.

Business Support: Assisting small and medium enterprises run by persons with disabilities.

Entrepreneurship Development: Providing training and financial assistance to disabled entrepreneurs.

Technical Skill Development: Offering training on modern technology and digital skills enhancement.

Through these six core areas—Education, Health, Rehabilitation, Environment, Rights,

and Employment—the Bangladesh DPO Coalition (BDC) is dedicated to promoting inclusive development

and ensuring equal rights and opportunities for persons with disabilities across the country.

Bangladesh DPO Coalition’s Nine-Point Proposal
These demands represent the most basic and essential needs of people with disabilities across Bangladesh. They have long been raised in writings, newspapers, and on social media. However, successive governments have failed to pay attention to these demands. Therefore, these proposals are now being presented to the interim government. The nine demands are as follows:

1. Increase in Disability Allowance:
Most persons with disabilities are financially disadvantaged. To improve their living standards, it is urgent to increase the disability allowance. The minimum allowance should be 5,000 BDT per month.

1(b). For persons with severe disabilities, we propose a minimum monthly allowance of 20,000 BDT.

2. Employment for Graduated Students with Disabilities:
A major challenge is the lack of employment opportunities for students with disabilities after completing higher education. The government must ensure mandatory job opportunities in government, private institutions, and commercial companies for graduates with disabilities. This will allow them to use their education and improve their living standards, ensuring that not a single graduate with a disability remains unemployed.

2(b). Arrangements must also be made to employ capable persons with disabilities in both government and private sectors.

3. Free Education:
Education is a fundamental right for students with disabilities. Yet, they often face financial barriers. Education should therefore be completely free for students with disabilities, ensuring equal opportunities.

3(b). Provide financial assistance through training so that persons with disabilities can engage in business and earn a living with dignity.

3(c). Improve the quality of education for persons with disabilities and ensure accessibility in all areas.

4. Business Loans for Entrepreneurship:
Providing business loans to persons with disabilities will help them succeed professionally, leading to economic independence and self-reliance.

5. Implementation of CRPD:
The UN Convention on the Rights of Persons with Disabilities (CRPD) is an international treaty that protects the human rights of people with disabilities. Bangladesh must ensure the full implementation of this convention.

5(b). Reform the government’s Rules of Business to guarantee necessary facilities and opportunities for persons with disabilities.

6. Access to CSR Funds:
Allocations from Corporate Social Responsibility (CSR) funds must be ensured for the welfare of persons with disabilities. These funds can improve their living standards, healthcare, and educational opportunities.

6(b). Make CSR funding mandatory to strengthen self-organizations of persons with disabilities and advance their development.

6(c). Decentralize funds: Development and employment opportunities should not be limited to organizations in Dhaka district but spread to all districts, including rural areas, to empower persons with disabilities nationwide.

6(d). Ensure grants and assistance reach every district properly. Local-level distribution systems should be established so that aid is delivered fairly.

7. Capacity to Receive Foreign Donations:
Mechanisms should be developed to secure foreign donations through the government and NGOs for the welfare of persons with disabilities. The NGO registration and grant process for DPO (Disabled Persons’ Organizations) should be made easier.

8. Reserved Seats in the National Parliament:
Persons with disabilities should have guaranteed representation in parliament. On behalf of 25.5 million persons with disabilities in Bangladesh, we are demanding 15 reserved seats.

9. Separate Information Portal:
A dedicated portal should be created to provide information on government grants, projects, notices, and tenders related to DPOs. These should be available in audio, video (sign language), and written formats, either through the Ministry of Social Welfare or a separate portal.

We engage with government bodies, civil society, and international partners to promote the implementation of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and the Disability Rights and Protection Act of Bangladesh.

Our commitment to inclusion means that every person with a disability—urban or rural, visible or invisible disability, young or old—is welcome to participate, share experiences, and contribute to shaping a more equitable Bangladesh. BDC also supports DPOs across the country, strengthening their capacity to advocate effectively and ensuring that local voices are heard in national and global discussions.

At its core, BDC’s message is simple yet powerful: we are stronger together. Every person with a disability belongs to the disability community, and every voice matters in the struggle for inclusion and rights.
