In the European Union, new large coal-based plants typically operate at 2โ€“5 mg/Nmยณ, while even existing plants are expected to meet 2โ€“10 mg/Nmยณ under BAT (Best Available Techniques) norms.

โ€ข ๐ˆ๐ง ๐€๐ฌ๐ข๐š, ๐ฌ๐ญ๐š๐ง๐๐š๐ซ๐๐ฌ ๐š๐ซ๐ž ๐ž๐ช๐ฎ๐š๐ฅ๐ฅ๐ฒ ๐ฌ๐ญ๐ซ๐ข๐ง๐ ๐ž๐ง๐ญ.

China has implemented one of the worldโ€™s toughest Ultra-Low Emission (ULE) regimes. Most coal plants now operate at 10 mg/Nmยณ, and in key regions such as Beijing-Tianjin-Hebei, limits are pushed to 5 mg/Nmยณ. Gas-based plants are typically capped at around 5 mg/Nmยณ.

โ€ข Japan, while having higher national ceilings on paper, enforces much tighter limits through local agreements and EIAs. Modern high-efficiency plants commonly operate at 5โ€“10 mg/Nmยณ, with gas-based facilities close to negligible PM levels.

Against this global benchmark, Indiaโ€™s move to 50 mg/Nmยณ represents a clear tightening of norms, while also recognising current industrial realities and the need for a phased, implementable transition.

At the Centre of Sustainability for Pure Earth (CSPE), we see this as a critical bridge, pushing industry towards cleaner technologies, advanced emission-control systems, and better capital goods, while setting the direction for future convergence with global best practices. To make our industries globally sustainable, continuous reduction of associated emission levels will become a norm, and our industries need to be prepared for such frequent interventions.

The CSPE delegation, comprising Satish Upadhyay DG CSPE ,Vikas Kikan Vice President CSPE and Dr. Aashish Saurikhia recently held meaningful discussions with Shri Sanjeev Arora, Honโ€™ble Cabinet Minister for Industry & Commerce, Investment Promotion, Power, and Local Government, and Shri K. A. P Sinha, Chief Secretary, Government of Punjab.

The dialogue focused on practical and scalable initiatives to improve air quality, particularly addressing air pollution challenges impacting the NCR region. CSPE presented its key initiative on large-scale production of biomass pellets from agricultural residue for use in thermal power plants, aimed at significantly reducing stubble burning, lowering emissions, and promoting clean, renewable energy.

In addition, discussions also covered opportunities around capital goods used for the manufacturing of Torrified and Non-Torrified Pellets, especially in the context of building domestic manufacturing capacity of these machines. The objective is to support the ongoing drive of producing clean energy, pollution mitigation technologies, and sustainable industrial infrastructure.

Both the Honโ€™ble Minister and the Chief Secretary responded positively, expressing strong openness to these approaches and assuring full possible support for CSPEโ€™s efforts. This encouraging engagement marks the beginning of CSPE's sustained collaboration with Punjab authorities to drive meaningful, on-ground impact.

Bioenergy is steadily moving from the margins to the mainstream of Indiaโ€™s clean energy transition, and its role in decarbonising MSMEs is both timely and critical. As highlighted at the recent MNRE-led national workshop, industrial process heat remains one of the most carbon-intensive segments of the economy, with MSMEs continuing to rely heavily on coal, furnace oil and pet coke. This is precisely where biomass-based green steam and heat solutions offer a practical, scalable and India-specific pathway to cut emissions without compromising competitiveness.

Indiaโ€™s abundance of agricultural residue, animal waste and municipal solid waste presents a unique opportunity to convert waste into value, simultaneously strengthening energy security, reducing pollution, and creating additional income streams for farmers and rural entrepreneurs. The MNREโ€“GIZ report on decarbonising MSMEs provides a clear, data-driven roadmap for sectors such as textiles, food processing, chemicals, foundries and pharmaceuticals, while also underlining the importance of enabling frameworks like biomass deployment obligations, standardised steam supply agreements, robust supply chains and innovative market platforms.

At CSPE, we see biomass not merely as an alternative fuel, but as a strategic enabler of circular economy outcomes, where clean industrial growth, rural livelihoods and climate action reinforce each other. The transition to green heat in MSMEs will ultimately depend on confidence: in fuel availability, pricing stability, technology reliability and supportive policy. Torrefaction is emerging as a game-changing pathway in the bioenergy ecosystem, converting low-density, high-moisture biomass into a high-energy, coal-like fuel with superior handling and combustion characteristics.

In this process, raw biomass is fed into a carbonizer where ๐ฆ๐จ๐ข๐ฌ๐ญ๐ฎ๐ซ๐ž ๐ซ๐ž๐ฆ๐จ๐ฏ๐š๐ฅ, ๐๐ซ๐ฒ๐ข๐ง๐  ๐š๐ง๐ ๐ญ๐จ๐ซ๐ซ๐ž๐Ÿ๐š๐œ๐ญ๐ข๐จ๐ง take place under carefully controlled conditions. As the biomass is thermally treated, ๐ฌ๐ฒ๐ง๐ ๐š๐ฌ ๐ข๐ฌ ๐ ๐ž๐ง๐ž๐ซ๐š๐ญ๐ž๐ ๐š๐ง๐ ๐œ๐š๐ฉ๐ญ๐ฎ๐ซ๐ž๐, which is then ๐ซ๐ž๐ฎ๐ญ๐ข๐ฅ๐ข๐ฌ๐ž๐ ๐š๐ฌ ๐Ÿ๐ฎ๐ž๐ฅ ๐Ÿ๐จ๐ซ ๐ญ๐ก๐ž ๐œ๐š๐ซ๐›๐จ๐ง๐ข๐ณ๐ž๐ซ/๐ญ๐จ๐ซ๐ซ๐ž๐Ÿ๐š๐œ๐ญ๐ข๐จ๐ง ๐ซ๐ž๐š๐œ๐ญ๐จ๐ซ ๐ข๐ญ๐ฌ๐ž๐ฅ๐Ÿ. This closed-loop approach enables near-complete ๐ฌ๐ž๐ฅ๐Ÿ-๐ฌ๐ฎ๐Ÿ๐Ÿ๐ข๐œ๐ข๐ž๐ง๐œ๐ฒ ๐ข๐ง ๐ญ๐ก๐ž๐ซ๐ฆ๐š๐ฅ ๐ž๐ง๐ž๐ซ๐ ๐ฒ and significantly reduces dependence on external fuels

The condensable vapours released during the process are cooled and collected as ๐ฐ๐จ๐จ๐ ๐ฏ๐ข๐ง๐ž๐ ๐š๐ซ, while ๐œ๐š๐ซ๐›๐จ๐ง ๐š๐ฌ๐ก ๐š๐ง๐ ๐›๐ข๐จ-๐œ๐ก๐š๐ซ are recovered as valuable solid by-products. The torrefied biomass is then ๐ฉ๐ž๐ฅ๐ฅ๐ž๐ญ๐ข๐ฌ๐ž๐, ๐ฌ๐ญ๐จ๐ซ๐ž๐ ๐š๐ง๐ ๐๐ข๐ฌ๐ฉ๐š๐ญ๐œ๐ก๐ž๐ for end use, making it suitable for applications such as biomass co-firing in thermal power plants, industrial heating and clean energy generation.

This integrated process not only improves fuel quality and energy density but also strengthens the economics of biomass utilisation, supports waste-to-wealth models and contributes to cleaner air and rural value creation.

As India pushes for higher biomass co-firing, circular economy practices and sustainable energy solutions, torrefaction has the potential to become a critical pillar in our transition towards a greener and more resilient energy system.

As Delhi battles severe air pollution, the recent action by the Commission for Air Quality Management (CAQM) sends a strong and timely signal that environmental compliance is no longer optional.

The issuance of show cause notices and proposed environmental compensation of over โ‚น61 crore on Thermal Power Plant for non-compliant of mandatory biomass co firing targets reflects the Government of Indiaโ€™s growing resolve to move from intent to enforcement in clean air policy.

Biomass co firing is not merely a regulatory checkbox. It is a critical intervention to reduce stubble burning, lower particulate emissions, and transition Indiaโ€™s power sector towards cleaner and more sustainable practices. Equally important, it creates a steady demand for agricultural residue, strengthening rural incomes and supporting local biomass supply chains.

Thermal power plants shall take responsibility for consuming most of the biomass waste in the region. The policy framework already allows higher biomass costs as a pass through in tariffs, recognising the economics of transition. Continued non-compliance therefore cannot be justified on cost alone. Accountability must translate into behavioural change, not a pay and pollute mindset.

At the Centre of Sustainability for Pure Earth (CSPE), we see this action as an important step in strengthening Indiaโ€™s air quality governance. Going forward, greater transparency on the utilisation of environmental compensation funds and uniform enforcement beyond NCR will be essential to scale impact nationally.

Clean air is a shared responsibility. Strong regulation, credible enforcement, and purposeful use of penalties can together accelerate Indiaโ€™s journey towards healthier cities and a sustainable energy ecosystem.

With an illustrious career spanning 37+ years at NTPC Limited, Shri Upadhyay brings unparalleled expertise in project management, power sector operations, sustainable energy systems, and large-scale national missions. His leadership has shaped some of Indiaโ€™s most impactful renewable and biomass initiatives.

A Certified IPMA Project Manager, he holds an MBA from MDI Gurgaon and a B.E. (Hons.) in Civil Engineering from PEC Chandigarh. His diverse experience spans hydro projects, project engineering, corporate quality assurance, and advisory roles in sustainable technologies. He also currently serves as Chairman, Biomass Global Associate Forum (IFGE).
At CSPE, Shri Upadhyay will play a key role in steering our mission to strengthen Indiaโ€™s biomass ecosystem through policy advocacy, collaboration, technology adoption, and rural value creation.

The world has reached a historic turning point. Renewable energy has overtaken coal as the largest source of electricity generation, according to new data from Ember. Solar and wind met 100 percent of the additional global power demand in the first half of this year, marking a new era for sustainable energy.

This moment is more than a global headline. It signals the need to accelerate clean energy innovation, diversify energy sources, and build inclusive green economies.

At the Centre of Sustainability for Pure Earth (CSPE), we see this transformation as a strong validation of our mission. While the world focuses on solar and wind, India holds another immense renewable resource in its 750 million tonnes of available biomass. Harnessing this potential can reduce pollution, strengthen rural livelihoods, and make India a leader in clean and circular energy systems.

Through policy advocacy, collaboration, and promotion of sustainable biomass processing, CSPE is working to ensure that Indiaโ€™s renewable energy growth remains both people-centric and environmentally responsible.
