Massive poverty and inequality are the heavy price we pay for economic progress, making the rich richer, and the poor poorer. Such injustice is a terrible curse of our times - times in which the world boasts rapid advances in science, technology, industry and wealth accumulation. The much-hyped egalitarian nature of Kerala society is nothing but a myth. The state’s lucky rich spend money wantonly

on princely mansions, fast cars, five-star bars, foreign holidays and fancy weddings, while forgetting that there is a vast mass of humanity out there struggling for a roof over their heads and one square meal a day! You can find these unfortunate souls everywhere. In cities, towns and villages. On the hills, in the plains and by the seaside. Men, women and children in their thousands. Their bodies wasted; their spirit broken; their hopes shattered; their morale destroyed. Some of them are able-bodied and willing to work, but nobody cares to give them jobs. There are others who are mentally or physically disabled, but the state’s medical apparatus is off-limits to them! The old and the infirm have their own story of misery and squalor. Men and women who have been left in the lurch by their own kith and kin, unwanted and unloved, with nobody to look after them in the evening of their lives! Neither the government nor the society recognises the existence of such a huge mass of marginalised, malnourished, underprivileged people wallowing in perpetual poverty and hunger. The government’s welfare programmes are beyond their reach, because these people are aliens in their own land. They are not on the voters’ list; they have no PAN number, no identity card, no tax receipt, no ration card. As members of a civilised and conscientious society, can we ignore this unspeakable poverty, and still find peace and happiness in our lives Removing poverty is not a gesture of charity; it is an act of justice. It is the protection of a fundamental human right ... the right to dignity and a decent life for all. Let’s do our mite to rehabilitate these long-suffering brethren, helping them build a happy and secure life for themselves. Remember, no sentiment is nobler than care and compassion towards the sick, the weak and the needy. We invite you to be part of our mission ... to rescue this neglected humanity, giving them a new, secure life of hope and happiness. We know ours is a long and arduous task. But even the longest journey starts with a single ‘first step.’ Let’s begin our life-building mission by taking that crucial first step. NOW!

മെത്രാൻമ്മാർ ഭയപ്പെടേണ്ടതില്ല .

ക്രിസ്ത്യൻ സഭകളെ കുടുക്കാൻ കേന്ദ്രത്തിന് ഉദ്ദേശമില്ല. ദേശീയ സുരക്ഷയും രാജ്യ താല്പര്യവും മുൻനിർത്തി കേന്ദ്ര ഗവൺമെൻ്റ് കൊണ്ടുവന്ന
വിദേശസഹായ നിയന്ത്രണ നിയമ (FCRA)ഭേദഗതി ബില്ലിനെ സ്വാഗതം ചെയ്യുന്നു.സന്നദ്ധ സംഘടന(NGO)കൾ വിദേശത്തുനിന്നും ശേഖരിക്കുന്ന ഫണ്ട് തിരിമറിയും അഴിമതിയും ഒഴിവാക്കി സുതാര്യമാക്കാൻ വേണ്ടിയിട്ടാണ് കേന്ദ്രസർക്കാർ FCRA ഭേദഗതി ബിൽ കൊണ്ടുവന്നത് .വിദേശ പണം സുതാര്യമായി കൈകാര്യം ചെയ്യുന്നു എന്ന് ഉറപ്പുവരുത്തുന്നതിനുള്ള കേന്ദ്ര ഗവൺമെൻ്റിൻ്റെ കരുതൽ മാത്രമാണിത്.

ഇതിൽ ക്രിസ്ത്യൻ സഭാ നേതാക്കൾ എന്തിനാണ് വിറളി പിടിക്കുന്നത്?
വിദേശത്തു നിന്നു ലഭിക്കുന്ന ഫണ്ട്
ഉദ്ദേശിച്ച കാര്യങ്ങൾക്ക് മാത്രം വിനിയോഗിക്കണം . വരവ് ചിലവ് കണക്കുകൾ അരമന രഹസ്യം ആക്കാതെ ജനത്തെ അറിയിക്കണം. ഇത് എല്ലാ മതക്കാർക്കും ബാധകമാണ്. ഒരു എൻജിഒയ്ക്ക് ലഭിക്കുന്ന പണം മറ്റൊരു സംഘടനയ്ക്ക് കൈമാറുവാൻ പാടില്ല.CAക്കാർ കണക്കുകൾ ഓഡിറ്റ് ചെയ്യണം. എസ്ബിഐയുടെ ന്യൂഡൽഹി ബ്രാഞ്ചിൽ അക്കൗണ്ട് തുടങ്ങണം. ഭാരവാഹികൾക്ക് ആധാർ കാർഡ് വേണം, കേസ്സുകളിൽ ശിക്ഷിക്കപ്പെടരുത്.ടാക്സ് റിട്ടേൺ കൃത്യമായി ഫയൽ ചെയ്യണം.അനധികൃതമായ പണം കൈമാറൽ പാടില്ല, തുടങ്ങിയ നിബന്ധനകളൊക്കെയാണ് ബില്ലിൽ പ്രതിപാദിക്കുന്നത്. എന്നാൽ
കേന്ദ്രസർക്കാർ കൊണ്ടുവന്നിരിക്കുന്ന ഭേദഗതി ബില്ലിനെതിരെ ക്രിസ്ത്യൻ സഭകൾ വിളറി പൂണ്ട് ആശങ്ക ഉണ്ടാക്കുന്നത് എന്തിന് ?ചില ബിഷപ്പുമാർ ബില്ലിനെതിരെ രംഗത്ത് വന്നിരിക്കുന്നത് ദുരുദ്ദേശപരമാണ്.അവർ ഇതുവരെ നടത്തിയ വിദേശ ധനസഹായ വിനിയോഗം ക്രമവിരുദ്ധമായാണോ നടന്നിരുന്നത് എന്നു ജനം കരുതുന്നതിൽ തെറ്റില്ല. അവരുടെ ഈ പ്രതികരണത്തിലൂടെ ഇത്രയും കാലത്തെ സേവന പ്രവർത്തനങ്ങളിൽ കരിനിഴൽ പടർന്നിരിക്കുന്നു. മെത്രാൻമാർക്ക് വിദേശ പണം കയ്യിട്ടുവാരാൻ പറ്റില്ല എന്നതാണോ അവരുടെ പ്രശ്നം.2010 ലെ UPA ഗവൺമെൻ്റിൻ്റെ ഭേദഗതി പ്രകാരം വിദേശ ഫണ്ടിന്റെ 50% വരെ സംഘടനയുടെ ഭരണ നിർവഹണ ചെലവിനായി വിനിയോഗിക്കാൻ സ്വാതന്ത്യമുണ്ടായിരുന്നു . അതായത് 50% തുകയ്ക്ക് കണക്ക് ബോധിപ്പിക്കേണ്ടായിരുന്നു. ആതുക തന്നിഷ്ടം പോലെ ചിലവഴിക്കാമായിരുന്നു.എന്നാൽ ഇപ്പോൾ സാമൂഹ്യപ്രതിബദ്ധത പദ്ധതികൾ നിർവഹിക്കുവാൻ ലഭിക്കുന്ന ഫണ്ടിൽ നിന്നും 20% മാത്രമേ ഭരണ നിർവഹണ കാര്യങ്ങൾക്ക് ഉപയോഗിക്കുവാൻ കഴിയൂ.ഇതിലൂടെ 30% തുക കൂടി ആകെ 80% ഫണ്ട് സമൂഹത്തിന് നന്മ വരുന്ന പ്രവർത്തനങ്ങൾക്കായി വകയിരുത്തേണ്ടി വരും.ഇത് തികച്ചും സ്വാഗതാർഹമായ കാര്യമാണ്.സാമൂഹ്യ വികസനത്തിന് അനുകൂലമായ ഈ നിർദ്ദേശം കൊണ്ടുവന്നതിൽ എന്തിനാണ് ബിഷപ്പുമാർ പ്രതിഷേധിക്കുന്നത് ?മതംമാറ്റ പ്രവർത്തനങ്ങൾക്കും വ്യക്തിപരമായ ധൂർത്തിനും പണ ദുർവിനിയോഗത്തിനും ചെലവഴിച്ച തുകയ്ക്ക് കടിഞ്ഞാൺ ഇട്ടതാണോ അവരുടെ പ്രശ്നം.ക്രിസ്ത്യൻ മിഷനറി സഭകൾ മാത്രമല്ല എഫ് സി ആർ എ സംഭാവന സ്വീകരിക്കുന്നത്. മാതാ അമൃതാനന്ദമയി മഠവും എച്ച് ആർ ഡി എസ് ഇന്ത്യ പോലെയുള്ള ഹൈന്ദവ സന്നദ്ധ സംഘടനകളും വിദേശ സഹായം സ്വീകരിക്കുന്നുണ്ട് . സുതാര്യമായി സന്നദ്ധ പ്രവർത്തനങ്ങൾ നടത്തുന്ന അവർക്കൊന്നും പ്രശ്നമില്ല.
കേന്ദ്രസർക്കാർ കൊണ്ടുവന്നിരിക്കുന്നത് അപകടകരമായ ബില്ല് ആണെന്ന് കോൺഗ്രസും സിപിഎമ്മും ലോക്സഭയിൽ ഒരുമിച്ച് വാദിക്കുന്നു. തീർച്ചയായും അപകടകരമാണ്. പ്രത്യേകിച്ചും പുറത്തുനിന്നും കൊണ്ടുവരുന്ന ഫണ്ട് ദുരുപയോഗം ചെയ്യുന്നവർക്ക് ഈ ബിൽ അപകടകരമാണ് .അതുപോലെതന്നെ വിദേശ ഫണ്ട് മതപരിവർത്തനത്തിന് ഉപയോഗിക്കുന്നവർക്കും അപകടകരമാണ്. ഫണ്ട് ദുരുപയോഗം ചെയ്യുന്നവരുടെ സ്ഥാപനങ്ങൾ സർക്കാരിനെ ഏറ്റെടുക്കാം എന്ന ഭേദഗതിയാണ് വിദേശഫണ്ട് കൊള്ളയടിക്കുന്നവരെ ഭയപ്പെടുത്തുന്നത്. ഫണ്ട് വക മാറ്റൽ അനുവദിക്കുന്നതല്ല. ആതുരസേവനത്തിന് എന്ന് പറഞ്ഞു കൊണ്ടുവരുന്ന ധനസഹായം അതിനു തന്നെയാണോ ചെലവഴിച്ചതെന്ന് ഓഡിറ്റ് ചെയ്ത് തെളിയിക്കണം. പദ്ധതികളുടെ പ്രവർത്തനത്തെ സംബന്ധിച്ച് ഫീൽഡ് തല അന്വേഷണം നടത്തപ്പെടും. സുതാര്യമായി ഫണ്ട് വിനിയോഗിക്കുന്ന ഒരു സംഘടനകൾക്കും ഭയപ്പെടേണ്ടതില്ല.ഇത് ക്രിസ്ത്യൻ കോൺട്രിബ്യൂഷൻ റെഗുലേറ്ററി ആക്ട് അല്ല. ഇത് ഫോറിൻ കോൺട്രിബ്യൂഷൻ റെഗുലേറ്ററി ആക്ടാണ്. ഇതിൽ എന്തിനാണ് ക്രിസ്ത്യൻ മിഷനറിമാർ ഇത്രയും പേടിക്കാനുള്ളത്.ഇത് ക്രിസ്ത്യൻ സഭയുമായി ബന്ധപ്പെട്ട സംഘടനകൾക്കുവരുന്ന സംഭാവനകൾ നിയന്ത്രിക്കാനുള്ള സംവിധാനമല്ല.
ക്രമക്കേടുകൾ നടത്തി ലൈസൻസ് റദ്ദാക്കുന്നതിന് വിധേയമാകുന്ന സംഘടനകളെ എന്തു ചെയ്യണം എന്ന കാര്യത്തിൽ ഇപ്പോൾ ഒരു കൃത്യത വന്നിരിക്കുകയാണ്. അത്തരം ഫണ്ട് ക്രമക്കേടുകൾ നടത്തുന്ന സംഘടനകളുടെ ആസ്തി വകകൾ സർക്കാർ സംവിധാനത്തിന് ഏറ്റെടുക്കാം എന്നു വന്നിരിക്കുന്നു. ഇത് തികച്ചും സ്വാഗതാർഹമായ കാര്യമാണ്. രാജ്യ വിരുദ്ധ പ്രവർത്തനങ്ങൾക്ക് വിദേശ ഫണ്ട് വിനിയോഗിക്കുന്നത് നമുക്ക് അറിവുള്ളതാണല്ലോ . ഇന്ത്യയിൽ മുൻപ് അരങ്ങേറിയ കർഷക സമരവും പൗരത്വ ഭേദഗതി സമരവും കലാപമാക്കാൻ നടത്തിയ ശ്രമം ഉദാഹരണങ്ങളാണ്. അർബൻ നക്സലുകളും മാവോയിസ്റ്റുകളും മതതീവ്രവാദികളും പുറത്തു നിന്നു പണം കൈപ്പറ്റി രാജ്യത്തിനെതിരെ പ്രവർത്തിക്കുന്നതായി അറിയുന്നു. കമ്മ്യൂണിസ്റ്റ് പാർട്ടികൾ റഷ്യയിൽ നിന്നും ചൈനയിൽ നിന്നും അനേക വർഷങ്ങളായി ഫണ്ട് വാങ്ങി പ്രവർത്തിച്ചു വരുന്നു. മാധ്യമ സ്ഥാപനങ്ങളും മാപ്രകളും മാസപ്പടി വാങ്ങുന്നു . ഭേദഗതി ബില്ലിനെതിരെ ചില മലയാള പത്രങ്ങൾ തിരഞ്ഞെടുപ്പ് ആയുധമാക്കി നിരവധി പേജുകൾ മാറ്റിവെച്ച് അനാവശ്യ ആശങ്ക സൃഷ്‌ടിക്കുകയാണ് .മണിപ്പൂർ കലാപത്തിന് ഇറക്കിയ വിദേശ ഫണ്ടിൽ ഒരു അമേരിക്കൻ പൗരന്റെ ബന്ധം തെളിയിക്കപ്പെട്ടിട്ടുള്ളതാണ്. വിദേശ ഫണ്ട് വരുന്നത് നമ്മുടെ രാജ്യത്തെ അപായപ്പെടുത്താൻ ആണോ എന്ന് നമുക്ക് അറിയാൻ അവകാശമില്ലേ.രാജ്യ താൽപര്യം മുൻനിർത്തി അവതരിപ്പിക്കുന്ന പുതിയ ഭേദഗതി ബില്ലിനെതിരെ നാം തെറ്റിദ്ധരിക്കപ്പെടുവാൻ പാടില്ല.ബില്ലിനെ ആരും ദയവായി രാഷ്ട്രീയ ലക്ഷ്യത്തിന് ഉപയോഗിക്കരുത്.രാജ്യ പുരോഗതിക്കായി നാം ഒറ്റക്കെട്ടായി നിയമ ഭേദഗതിയെ പിന്തുണയ്ക്കുകയാണ് വേണ്ടത്.
