ICA AP Committee on Youth Co-operation ICA AP Committee on Youth Co-operation which is popularly known as ICYC is a committee of International Cooperative Alliance - Asia and Pacific (ICA - AP).

Brief History:
This committee has its origins established from the 2000 – 2004. In this time period a factual and working model for the committee was formed and recognized. During this period, rules, regulation and guide lines were developed,in order to have a structure of this committee. The pioneers of this committee were as follows that made this committee to stan

3. Ilham Nasai
4. Ahsan Ali Thakur
5. Noor Azlinn

In 2006 the Committee came into existence with its first physical meeting. Back then it was mentioned as ICA Committee on Youth in Asia Pacific currently it has been termed as “ICA Committee on Youth Cooperation for Asia and Pacific” or in short version “ICA Regional Youth Committee” as mentioned in the CONSTITUTION OF THE ICA COMMITTEE ON YOUTH COOPERATION FOR ASIA AND PACIFIC Dated: 19 July 2013. Our formalization of physical and online meetings:
We have conducted the following meeting on these locations:-
1. 2007- Singapore
2. 2010 – Beijing, China
3. 2011 – Kannur India
4. 2012 – Kobe, Japan
5. 2013 – Buldana, India

Objective of the ICA Regional Youth Committee:
Objective of this committee is to promote co-operative under the supervision and direction of the committee as stated in the constitution Article 3 which are as follows
1. Strengthen and encourage better cooperation through exchange of visit, knowledge and know-how and activities among youth in cooperatives;
2. Encourage youth to become active members, employees and leaders of Cooperatives and to help them learn participatory democracy;
3. Strengthen business activities of Cooperatives by youth through member education/promotion, member participation, joint business activities, etc.;
4. Help promote and develop cooperative movement, community and environment;
5. Provide linkages and networking with cooperatives at all levels (i.e. local, national, regional and global); and
6. Promote the inclusion of youth into the mainstream of the cooperative organization via youth representation in the local, national, regional and global level. Note: The above mentioned objective will be changed or rewritten by the committee members’ approval or authorized, accountable and/or responsible person assigned and approved by the committee. Serving as organizers, speakers, hosts, and moderators—and as active ICYC members, some of us are privileged to serve as directors in our respective cooperatives. As youth, we listen with intent, ask meaningful questions, and contribute perspectives that strengthen responsible and ethical leadership.

We are youth—directors, leaders, and voices for positive change—grounded in the past, engaged in the present, and open to the future. ✨

“We are present, but we are not trusted with real responsibility. And that’s what we want to change.”

At the Youth Connect Cooperative General Assembly 2026, Atty. Dulce Bustamante-Delmo raised a critical challenge for the cooperative movement.

Youth participation is often treated as compliance rather than meaningful engagement.

“We don’t just want to participate. We want to contribute. We want to be part of decision-making. We want to build. We want to lead.”

Her message reframed what “reimagining cooperative work” really means:
Not starting from scratch but making cooperatives relevant to today’s realities.

Where:
- work is increasingly digital
- careers are non-linear
- many young people operate across freelance and hybrid spaces

The question is no longer whether youth are present. It’s whether cooperatives are present in the spaces where youth already are.

Because the future of cooperative work is not defined by plans but by what we actually build, test, and create together.

A historic moment for the cooperative youth movement in Asia-Pacific. As the ICA-AP Committee on Youth Cooperation (ICYC), we proudly celebrate this milestone—𝙮𝙤𝙪𝙩𝙝 𝙫𝙤𝙩𝙞𝙣𝙜 𝙧𝙞𝙜𝙝𝙩𝙨 𝙛𝙞𝙣𝙖𝙡𝙡𝙮 𝙖𝙥𝙥𝙧𝙤𝙫𝙚𝙙 𝙙𝙪𝙧𝙞𝙣𝙜 𝙩𝙝𝙚 𝙄𝘾𝘼-𝘼𝙋 𝙂𝙚𝙣𝙚𝙧𝙖𝙡 𝘼𝙨𝙨𝙚𝙢𝙗𝙡𝙮.

ICYC traces its roots to 2014 in Colombo, Sri Lanka, where the first Asia-Pacific Youth Committee was officially formed. In a meaningful full-circle moment, Sri Lanka once again witnessed a milestone—the momentous approval of youth voting rights for the ICA-AP Youth co-opted Board member, further strengthening youth participation across the region.

Today, more than a decade later, we return to Sri Lanka not just to remember our beginnings—but to make history. History truly repeats itself—this time, in the best way possible.

Congratulations to all youth advocates, past and present, who paved the way. The future of cooperatives is brighter because young people now have a stronger voice at the table.

𝟮𝟱 𝗡𝗼𝘃, 𝗦𝗥𝗜 𝗟𝗔𝗡𝗞𝗔 | 𝗧𝗵𝗲 𝗜𝗖𝗬𝗖 𝗺𝗼𝘃𝗲𝘀 𝗳𝗼𝗿𝘄𝗮𝗿𝗱.

In its Regular Meeting and Elections, ICYC members gathered in a hybrid setting to shape the next decade of youth leadership—beginning with the approval of the ICYC Strategy Plan 2026–2030. This milestone charts a clear path toward stronger youth representation, greater innovation, and deeper collaboration across the cooperative movement.

The meeting opened with inspiring messages from ICYC Chairperson Atty. Dulce Bustamante and Vice Chairperson Ms. Geli Cabuhat, followed by the presence of ICA-AP President Dr. Chandra Pal Singh Yadav, whose support for youth initiatives continues to empower and elevate the work of the committee.

ICYC members also elected its second Vice Chairperson. Among three strong candidates from Jordan, Iran, and India, the committee elected Mr. Abhishek Kumar of India, Youth Representative of the National Yuva Cooperative Society Limited (NYCS).

With a new strategy in place and new leadership stepping forward, ICYC stands ready to elevate youth voices and drive meaningful cooperative action across the Asia-Pacific region.
