Association of Australian Education Representatives in India AAERI was formed in 1996 to assure the integrity and credibility of agents who are recruiting students on behalf of Australian education institutions.

The Association of Australian Education Representatives in India (AAERI) was formed in October 1996 to assure the integrity and credibility of agents who are recruiting students on behalf of Australian education and training institutions. The establishment of AAERI was an initiative of Australian Education International (AEI) although AAERI is an independent organisation, registered under the Soci

eties Registration Act of India. AAERI members agree to abide by a Code of Ethical Practices (COEP) which stipulates that they must provide services to students in a manner which reflects the established practices of Australian education and training institutions and which safeguards the interests of prospective students on the other. AAERI's Code of Ethics is based on the Australian Governments's Education Services for Overseas Students Act (ESOS Act) which makes Australian education institutions accountable for the activities of their overseas agents which stipulates that they must provide services to students in a manner which reflects the established practices of Australian education and training institutions and which safeguards the interests of prospective students on the other. AAERI's Code of Ethics is based on the Australian Governments's Education Services for Overseas Students Act (ESOS Act) which makes Australian education institutions accountable for the activities of their overseas agents. The AAERI's COEP requires that AAERI members provide accurate and realistic counselling to prospective students who have selected Australia as their study destination and disseminate authentic information on:

1. the totality of finances required for study in Australia;
2. conditions governing a student's ability to work, and the availability of work;
3. the scholarships available to overseas students;
Institutional academic matters, living arrangements, legal requirements and entitlement's, fees and refund policies and student support services. Education agents can assist students by:

1. guiding them in choosing a course of study;
2. assisting them to complete a student visa application and
3. facilitate their enrolment in an Australian education institution. All prospective students interested in utilising the services of an education agent are encouraged to utilise the services of an AAERI member for the following among other reasons:

1. AAERI members abide by a code of ethical practices, which is displayed in their office. The code states clearly the services that are offered to the students.
2. AAERI members have agreed to serve prospective students honestly and fairly, provide them with accurate and unbiased information and to refer students to other agents if appropriate.
3. AAERI members agree to charge only the fee prescribed by AAERI, which is currently no more than Rs 10,000/-

AAERI Annual General Body Meeting 2026 – New Delhi

A big thank you to all AAERI members who attended the AAERI Annual General Body Meeting 2026 in New Delhi. We sincerely appreciate the time and commitment taken by members to participate in this important discussion.

Several key resolutions were passed during the meeting, including:

🔹 Marginal increase in AAERI renewal fees and new membership application fees.

🔹 Introduction of background verification – All members will now undergo background verification at the time of renewal. The cost of verification will be borne by the respective member.

🔹 Amendment to the AAERI Code of Conduct –
AAERI members must not charge any counselling, recruitment, or placement fees, directly or indirectly, to students. Member agencies are already compensated through commissions paid by partner institutions and universities. Charging students in addition to receiving institutional commissions, as per the new National Code, constitutes providing services to the student instead of the Education Provider and raises concerns of conflict of interest.

The meeting also featured presentations by Mr Ryan Wagner, Senior Mogration Officer, Department of Home Affairs and Mr George Thiveos (Minister - Counsellor, Education & Research, Department of Education & Ms Neha Gover, Senior Director Trade & Investment, Australian High Commission.

AAERI President Nishi Borra also highlighted the importance of AAERI’s document verification initiative, AAERI Verify, and how it will benefit all stakeholders by strengthening trust, transparency, and compliance across the sector.

The role of AAERI has been significant. As early as 2018, AAERI undertook a strong lobbying effort and made detailed representations to the Ministry of Finance, emphasising that Indian education agents were receiving commissions in foreign exchange for services rendered to institutions outside India.

We clarified that these services met all conditions of “export of services” under GST, and therefore should not attract domestic GST. This long-term advocacy helped pave the way for the current clarity on GST treatment for education agent commissions. Please see the article in Koala News by Ravi L Singh
