From Awareness to Institutionalized Mechanism on Cyber Safety for Adolescents in Himachal Pradesh, India
The district administration of Bilaspur, Himachal Pradesh has taken a historic initiative by deciding to develop dedicated Cyber Safety Guidelines and Standard Operating Procedures (SOPs) to ensure the online safety of adolescents. The decision was taken during a district-level meeting chaired by the District Magistrate (Deputy Commissioner), Sh. Rahul Kumar (IAS) & Co- Chaired by Additional Deputy Commissioner, Sh. Om Kant Thakur (IAS).
This significant initiative is receiving technical support from Mr. ARVIND SINGH, Director of Matri Sudha and Co-Founder of Cyber Chakravyuh, who has been actively working in the areas of child and women health, cyber safety of adolescents. The District Red Cross Society will function as the nodal agency for the initiative.
A committee has been constituted under the chairpersonship of the District Magistrate to draft and finalize the Cyber Safety Guidelines and SOPs.
With the increasing use of digital platforms, adolescents are facing challenges such as online grooming, cyberbullying, fake profiles, gaming addiction, and cyber fraud. In this context, the need for a structured policy framework and operational mechanism at the district level has long been felt.
The proposed Guidelines and SOPs will include:
1. Clear cyber safety protocols for schools
2. Reporting and counselling mechanisms for teachers
3. Digital parenting guidance for parents
4. Coordination among different departments
The District Magistrate stated that this initiative will not be limited to awareness-building alone; rather, it aims to establish an institutionalized and implementable framework to ensure the safety of adolescents in the digital world.
This initiative is expected to serve as a model for other districts and may lay the foundation for future policy development at the state and national levels.
The Bilaspur district administration’s initiative marks a significant step toward realizing the vision of a “Safe Digital India.”
