FCI Employees' Association (CITU) wishes to inform all employees that the issue of the absence of any House Building Advance (HBA) Scheme in FCI has been taken up with the Chairman & Managing Director. The Association has strongly protested the unilateral withdrawal of the earlier HBA and Interest Subsidy Scheme by the Management without any discussion with the recognized staff unions and without introducing any alternative or remedial housing assistance mechanism for employees. Considering the steep rise in housing costs and the genuine difficulties faced by employees in acquiring residential accommodation, the Association has demanded the introduction of a comprehensive and employee-friendly HBA Scheme, including provisions for concessional interest, enhanced loan limits, and support for employees who have availed housing loans from Banks and Financial Institutions. The Association remains committed to pursuing this matter vigorously and will keep employees informed of further developments.

Letter submitted by the FCI Employees Association (CITU), Kerala Regional Committee, to the General Manager and Deputy General Manager, Kerala Region. The representation highlighted several important issues affecting both employees and the organisation in Kerala. Comrades, Following a complaint submitted by the FCI Employees Association (CITU) demanding that the employee-unfriendly FCI Transfer Policy be subjected to a financial audit and comprehensively reviewed, senior officials of the Ministry of Consumer Affairs, Food & Public Distribution have intervened in the matter. Consequently, FCI Headquarters has been directed to submit a detailed report on the issues raised by the Association.
The FCI Employees Association (CITU) will continue its struggle until a fair and employee-friendly decision is taken. The fight for justice, transparency, and the protection of employees’ interests will continue with determination and unity.

The Punjab and Haryana High Court's verdict quashing the pro-rata method, which effectively undermines higher , offers a beacon of hope for pensioners in ongoing legal battles across various states, including Kerala. In the Kerala High Court alone, there are around 600 pending cases related to higher pensions.

The pro-rata calculation was introduced through a 2014 amendment to the Employees' Pension Scheme (EPS) of 1995. The primary objective of this amendment was to raise the maximum pensionable salary ceiling from ₹6,500 to ₹15,000.

However, the High Court's single bench clarified that for individuals who contributed based on their actual salaries—regardless of these caps—the pro-rata method cannot be used to split their service into pre- and post-2014 periods. The court explicitly noted that the pro-rata method is inapplicable when there is no upper salary limit.

Pension amounts are legally meant to be determined based on the average salary of the final 60 months of service. Instead, by treating service periods before and after September 1, 2014 as two separate blocks, pensions were significantly reduced. Pensioners argue that this practice violates both the Supreme Court's rulings and the core tenets of the Employees' Pension Scheme, prompting multiple lawsuits across various high courts.

Happy Retirement, Comrade V. M. Vikraman! 🌹✊

The Employees Association (CITU) extends its heartfelt wishes to Comrade **V. M. Vikraman** on his retirement after completing **40 years of dedicated service** in the Food Corporation of India.

Throughout his service, Comrade Vikraman stood firmly for the welfare of employees and actively contributed to strengthening the trade union movement. As a strong and committed leader of FCI Employees Association (CITU), he tirelessly worked for the rights, welfare, and dignity of FCI employees.

His dedication, leadership, and unwavering commitment to the cause of workers will always be remembered with gratitude and respect.

The Employees Association has today submitted a representation to the Hon’ble Union Labour & Employment Minister, Dr Mansukh Mandaviya, requesting issuance of clear instructions to all Central Government departments, PSUs, and organisations for reimbursement of travelling allowance (TA) and daily allowance (DA) to authorised trade union representatives attending conciliation meetings before the Chief Labour Commissioner (Central), Regional Labour Commissioner (Central), and Assistant Labour Commissioner (Central). The Association highlighted that while management representatives are provided TA/DA for attending such statutory proceedings, trade union office bearers are presently compelled to bear the expenses personally. The Association urged the Ministry to ensure equal treatment in the interest of strengthening industrial relations, encouraging effective participation in conciliation proceedings, and reducing industrial disputes through constructive dialogue.
