******** DEFEAT THE ANTI-WORKER ANTI-FARMER ANTI-PEOPLE FASCIST MODI REGIME !! ********

The Platform of Central Trade Unions and Sectoral Federations & Associations along with the Samyukta Kisan Morcha jointly organized the 2nd National Convention of Workers and Farmers today.

Despite six National General/Industrial Strikes and mass mobilizations on several occasions by the platform of CTUs in the last six years, the government went ahead and notified the four draconian labour codes and rules.

On the other hand, all the eleven promises made to the farmers while repealing the three farm laws after their historic and prolonged sit in at Delhi borders, remain unfulfilled. Now the Government is moving ahead for the trade deals with USA, EU and some others, designed to the disadvantage of our Agricultural sector and MSMEs, a path of ruination for farmers, small businesses, trade and supply chain of our country.

In this background of extreme distress, there is no other way than to unite and fight in all probabilities continue and as well to extend support to the democratic movements for the larger good of the country.

Our Demands:

- Repeal Labour Codes and rules, Ensure for all workers of formal and informal economy- right to unionize, registration, recognition, working hours, right to strike, collective bargaining and end to fix term employment.

- Ensure MSP at C2+50% on all crops.

- Take back Electricity Amendment Bill 2025.

- Strictly Enforce LARR Act.

- Modernize agriculture under producer cooperatives, agro-based industries under PSUs and Co-operative Sector.

- Raise and Ensure Minimum Wage Rs.42,000.

- Stop privatization/disinvestment and sale of PSUs and Public services, loot of natural resources, outsourcing and contractualization.

- Scrap of VB GRAM G Act and Restore MGNREGA with 200 days of work and Rs 700 as daily wage.

- Restoration of OPS, Enhancements of EPS-95 and Universal pension to all.

- Recruitments in sanctioned posts, create fresh posts/jobs/ livelihoods.

- Social security to all contractual/ daily-casual/home-based piece rate workers/hawkers-vendors/self-owned workers etc.

- Check Rising prices, ensure universal PDS.

- Increase budgets of govt education from primary to higher education, check on corruption and accountability on paper leaks as in NEET and other such exams such as in recent CBSE case.

- Health as a right, more coverage in ESIC and such govt health services, increased budgets for govt health services from primary/local to district and city hospitals.

- Government services for clean drinking water, sanitation and shelter/housing etc.

Ahead of the July 25 Bihar Bandh, CPI(ML) MLA Sandeep Saurav, CPI(ML) Central Committee member Kumar Parvez, Dhananjay (CPI(ML) leader and former JNUSU President), and AISA leaders Dipankar Mishra, Saba Afreen, Naushad, and Divyam have been arrested in a massive crackdown. Several other AISA activists and students have also been arrested across the state.

Arrests and repression will not silence the student-youth movement. Dharmendra Pradhan Must Resign!

25 जुलाई को होने वाले बिहार बंद से पहले, सीपीआई (एमएल) विधायक संदीप सौरभ, सीपीआई (एमएल) केंद्रीय समिति सदस्य कुमार परवेज़, धनंजय सीपीआई (एमएल) नेता और जेएनयूएसयू के पूर्व अध्यक्ष, और AISA नेताओं दीपांकर मिश्रा, सबा अफ़रीन, नौशाद और दिव्यम को एक व्यापक कार्रवाई में गिरफ्तार किया गया है।

राज्य भर में कई अन्य AISA कार्यकर्ताओं और छात्रों को भी गिरफ्तार किया गया है। गिरफ्तारियों और दमन से छात्र-युवा आंदोलन को चुप नहीं कराया जा सकता। धर्मेंद्र प्रधान को इस्तीफा देना चाहिए!

It is with a heavy heart that we mourn the loss of Comrade Thakur Ji. His passing has caused an irreparable loss to the workers' movement.

One of the founders of AICCTU, he was beloved by the people he dedicated his life to. His unwavering commitment to the movement until the very end shall continue to inspire us all.

He was the Bihar State General Secretary and National Secretary of the AICCTU. He also served as the President and Founder of several unions and was the Bihar State President of the Bihar Rajya Sthaniya Nikay Karmchari MahaSangh.

आज मजदूर आंदोलन ने अपना एक जुझारू, निर्भीक और जनपक्षधर योद्धा खो दिया। ऐक्टू (AICCTU) के बिहार राज्य महासचिव, राष्ट्रीय सचिव, बिहार राज्य स्थानीय निकाय कर्मचारी महासंघ के राज्य अध्यक्ष तथा अनेक कर्मचारी यूनियनों के संस्थापक और मार्गदर्शक कॉमरेड राम नारायण ठाकुर ने आज सुबह पटना के पीएमसीएच में अंतिम सांस ली।

25 जून से जीवन के लिए संघर्ष करते हुए, दस दिनों तक इलाज के बाद आज वे हमसे शारीरिक रूप से विदा हो गए। लेकिन उनका जीवन, उनका संघर्ष और मजदूर वर्ग की मुक्ति के प्रति उनकी अटूट प्रतिबद्धता हमेशा हमारे आंदोलनों में जीवित रहेगी।

कॉमरेड बिहार में ऐक्टू और पार्टी के संस्थापक साथियों में से थे। उन्होंने अपना पूरा जीवन मेहनतकशों, सफाई कर्मचारियों, स्थानीय निकाय कर्मियों और तमाम शोषित-पीड़ित तबकों के अधिकारों की लड़ाई को समर्पित कर दिया।

उनका जाना मजदूर आंदोलन और वामपंथी जनआंदोलन के लिए एक अपूरणीय क्षति है। लेकिन हम जानते हैं कि क्रांतिकारी कभी मरते नहीं—वे अपने विचारों, अपने संघर्षों और अपने साथियों के संकल्पों में हमेशा जीवित रहते हैं।

*AICCTU Extends Its Firm Solidarity with the Contract Workers of University of Hyderabad*

*Hundreds of Contract Workers at the University of Hyderabad Have Been on Strike for the Last Four Days!**

*Sanitation workers, mess workers, and office staff—every category of contract worker is on strike against the exploitative contractual system, demanding basic working-class rights!*

All contract workers at the University of Hyderabad (UoH) are observing a determined strike against the exploitative contractual employment system. Their united struggle has brought the functioning of the university to a standstill.

The protest began when a change in the service provider created a threat of retrenchment for the contract workers. Through their resilient struggle, the workers have pushed back the UoH administration and compelled it to retain them. Having faced the sudden threat of losing their jobs, the workers have now decided to wage a decisive battle against contractualisation itself.

**The main demands of the workers are:**

A. Regularise all contract workers who have been serving the university for several years.

B. Until the process of regularisation is completed, end the system of outsourcing and the use of sham and bogus contracts. All contract workers must be directly employed by the University of Hyderabad.

C. Implement the principle of **Equal Pay for Equal Work**, a well-established legal right of workers.

D. End excessive workloads and ensure overtime payments at double the regular rate of wages.

E. End all irregularities in Provident Fund (PF) implementation and ensure full compliance with labour laws.

F. Ensure access to a publicly funded health scheme for all contract workers.

Contractualisation is nothing but a mechanism to deny workers their legal rights. The courageous struggles of the sanitation workers of the Chennai Municipal Corporation and municipal workers in Karnataka have demonstrated that outsourcing can be abolished.

AICCTU stands in firm solidarity with the contract workers of the University of Hyderabad. It is a matter of shame that Central Government institutions continue to promote and sustain such exploitative outsourcing systems. We demand that the UoH administration immediately begin negotiations with the workers and address their demands without delay.

*ऐक्टू हैदराबाद विश्वविद्यालय के संविदा कर्मियों के संघर्ष के साथ अपनी दृढ़ एकजुटता व्यक्त करता है*

*हैदराबाद विश्वविद्यालय के सैकड़ों संविदा कर्मी पिछले चार दिनों से हड़ताल पर हैं!*

*सफाई कर्मी, मेस कर्मचारी और कार्यालय कर्मचारी—हर श्रेणी के संविदा कर्मी शोषणकारी ठेका व्यवस्था के खिलाफ़ बुनियादी मेहनतकश अधिकारों की मांग को लेकर हड़ताल पर हैं!*

हैदराबाद विश्वविद्यालय (यूओएच) के सभी संविदा कर्मी शोषणकारी संविदा रोजगार व्यवस्था के खिलाफ़ एक दृढ़ हड़ताल पर हैं। उनके एकजुट संघर्ष ने विश्वविद्यालय के कामकाज को लगभग ठप कर दिया है।

यह आंदोलन तब शुरू हुआ जब सेवा प्रदाता (सर्विस प्रोवाइडर) में बदलाव के कारण संविदा कर्मियों की छंटनी का खतरा पैदा हो गया। अपने जुझारू संघर्ष के बल पर मजदूरों ने विश्वविद्यालय प्रशासन को पीछे हटने पर मजबूर किया और अपनी नौकरियां बचाने में सफलता हासिल की। नौकरी छिन जाने के अचानक पैदा हुए खतरे का सामना करने के बाद अब मजदूरों ने संविदाकरण की पूरी व्यवस्था के खिलाफ़ निर्णायक लड़ाई लड़ने का फैसला किया है।

*मजदूरों की प्रमुख मांगें हैं:*

* विश्वविद्यालय में वर्षों से कार्यरत सभी संविदा कर्मियों को नियमित किया जाए।

* नियमितीकरण की प्रक्रिया पूरी होने तक आउटसोर्सिंग व्यवस्था तथा (शैम एंड बोगस कॉन्ट्रैक्ट्स) की प्रथा को समाप्त किया जाए। सभी संविदा कर्मियों को हैदराबाद विश्वविद्यालय द्वारा सीधे नियुक्त किया जाए।

* मजदूरों के स्थापित कानूनी अधिकार “समान काम के लिए समान वेतन” के सिद्धांत को लागू किया जाए।

* अत्यधिक कार्यभार पर रोक लगाई जाए तथा ओवरटाइम कार्य के लिए मजदूरी की दोगुनी दर से भुगतान सुनिश्चित किया जाए।

* पीएफ में हो रहे घोटाले पर कार्रवाई हो तथा श्रम कानूनों का उल्लंघन बंद हो।

* सभी संविदा कर्मियों के लिए सरकारी स्वास्थ्य योजना की सुविधा सुनिश्चित की जाए।

ठेका प्रथा मजदूरों को उनके कानूनी अधिकारों से वंचित करने का एक माध्यम मात्र है। चेन्नई नगर निगम के सफाई कर्मियों तथा कर्नाटक के नगर निकाय कर्मियों के साहसिक संघर्षों ने यह साबित किया है कि आउटसोर्सिंग व्यवस्था को समाप्त किया जा सकता है।

ऐक्टू हैदराबाद विश्वविद्यालय के संविदा कर्मियों के संघर्ष के साथ पूरी मजबूती से खड़ा है। यह शर्मनाक है कि केंद्र सरकार के अधीन संस्थान आज भी ऐसी शोषणकारी आउटसोर्सिंग व्यवस्था को बढ़ावा दे रहे हैं और बनाए हुए हैं। हम मांग करते हैं कि हैदराबाद विश्वविद्यालय प्रशासन तत्काल मजदूरों के साथ वार्ता शुरू करे और उनकी मांगों का बिना किसी देरी के समाधान करे।

मुंडका में तीन सफाईकर्मियों की मौत कोई हादसा नहीं, बल्कि संस्थागत हत्या है!

26 जून को दिल्ली के मुंडका स्थित एक सेप्टिक टैंक में उतरने के लिए मजबूर किए गए तीन सफाईकर्मियों— अरुण, संदीप और चांद—की जहरीली गैस से मौत हो गई। यह उस देश की भयावह सच्चाई है जहाँ 'मैला ढोने का प्रतिषेध एवं पुनर्वास अधिनियम, 2013' के बावजूद आज भी दलित और गरीब मजदूर बिना किसी सुरक्षा उपकरण के मौत के कुएँ में उतारे जाते हैं।

हर बार प्रशासन इसे "दुर्घटना" कहकर अपनी जिम्मेदारी से बच निकलता है। लेकिन जब कानून स्पष्ट रूप से सीवर और सेप्टिक टैंक में इंसानों को उतारने पर रोक लगाता है, तब यह दुर्घटना नहीं, कानून का खुला उल्लंघन और राज्य की आपराधिक लापरवाही है।

हम मांग करते हैं:
• दोषी ठेकेदारों और अधिकारियों की तत्काल गिरफ्तारी।
• पीड़ित परिवारों को न्याय, सम्मानजनक मुआवज़ा और स्थायी नौकरी।
• सीवर और सेप्टिक टैंकों की 100% मशीनों से सफाई सुनिश्चित की जाए।
• मैनुअल स्कैवेंजिंग की प्रथा को पूरी तरह समाप्त किया जाए और कानून का सख्ती से पालन हो।

सफाईकर्मियों की मौत नहीं, यह व्यवस्था द्वारा की गई हत्या है।
न्याय मिलने तक आवाज़ बुलंद रहेगी।

The 2-day National Council Meeting of the All India Central Council of Trade Unions (AICCTU) concluded today at the Thakur Prasad Auditorium in Patna. AICCTU National Council members from various states participated in the meeting. The meeting began with a tribute to fallen comrades, those martyred in the movement, and those killed in the US-Israeli attacks on Iran and Lebanon.

In light of the workers' protests in various parts of the country, including Noida and Manesar, and the Modi government's attacks on the workers of the country, several important decisions were taken at this meeting.

AICCTU resolves to intensify the struggle against the disastrous policies of the Modi regime, and launch a country-wide campaign in July-August, 2026 which would culminate in state-level rallies in the state capitals on 10th August. The campaign will demand the repeal of four anti-labour codes, Rs. 42,000/- minimum wages, abolition of contractualization and granting permanent status to all so-called contract workers and an end to privatisation.

Concluding the meeting, AICCTU National General Secretary Comrade Rajiv Dimri said that AICCTU stands firmly against the attacks on Muslims and minorities in various parts of the country and is determined to intensify the struggles of workers and the poor.

ऑल इंडिया सेंट्रल काउंसिल ऑफ ट्रेड यूनियंस (ऐक्टू) की दो दिवसीय राष्ट्रीय परिषद बैठक का समापन आज पटना के ठाकुर प्रसाद सभागार में हुआ। बैठक में देश के अलग–अलग राज्यों से आये ऐक्टू राष्ट्रीय परिषद सदस्यों ने हिस्सा लिया। बैठक की शुरुआत गुज़रे हुए साथियों, आंदोलनों में शहीद हुए लोगों और अमेरिका–इजरायल द्वारा ईरान–लेबनान पर हुए हमलों में मारे गए लोगों को श्रद्धांजलि देकर की गई।

नोएडा–मानेसर समेत देश के तमाम इलाकों में हुए मजदूर आंदोलनों और मोदी सरकार द्वारा श्रम–अधिकारों पर हो रहे हमलों के मद्देनजर, इस बैठक में अनेक महत्वपूर्ण फैसले लिए गए।

ऐक्टू ने मोदी सरकार की विनाशकारी नीतियों के खिलाफ संघर्ष को तेज करने और जुलाई-अगस्त 2026 में देशव्यापी अभियान शुरू करने का संकल्प लिया है, जिसका समापन 10 अगस्त को राज्य की राजधानियों में राज्य स्तरीय रैलियों के साथ होगा। इस अभियान में चार श्रम विरोधी कानूनों को निरस्त करने, न्यूनतम मजदूरी 42,000 रुपये निर्धारित करने, कॉन्ट्रैक्ट प्रथा को समाप्त करने, सभी तथाकथित कॉन्ट्रैक्ट कर्मियों को स्थायी दर्जा देने और निजीकरण को रोकने की मांग की जाएगी।

बैठक की समाप्ति करते हुए ऐक्टू के राष्ट्रीय महासचिव कामरेड राजीव डिमरी ने कहा कि ऐक्टू देश के तमाम हिस्सों में मुसलमानों व अल्पसंख्यकों पर हो रहे हमलों के खिलाफ डटकर खड़ा है और मजदूरों–गरीबों के संघर्षों को तेज़ करने के लिए संकल्पित है।

फासीवादी व सांप्रदायिक ताकतों के खिलाफ
